On June 19, Zhejiang Energy Supervision Office issued a supplementary notice on the participation of third-party independent subjects in power ancillary services. The document specifies that if the average spot price at the same time on the previous day is higher than 1000 yuan/MWh, the upper limit of peak shaving price on that day is 1000 yuan/MWh, otherwise the upper limit of peak shaving is 650 yuan/MWh. In addition, the document proposes to compensate for the participation of grid-side energy storage in peak shaving. Energy storage on the side

of Zhejiang power grid can participate in peak shaving and peak shaving to regulate power, provide time, charge and discharge price at one stroke. The formula for calculating the compensation fee is as follows:

The commencement of peak-shaving ancillary service transaction will meet one of the following four situations:

1. The dispatching organization predicts that the natural gas consumption for power generation on D day (operation day) will be more than 12 million cubic meters; Or the natural gas supply is tight, the power is in a tight balance state, and it is estimated that the reserve is difficult to meet the system demand;

2. The average price of the peak shaving demand period corresponding to the inter-provincial spot goods on the D-1 day is higher than 650 yuan/MWh;

3. The demand response, orderly power consumption and other measures are required to start when the power supply and demand are tight;
