The notice clearly States that industrial and commercial enterprises that can respond to electricity price signals and flexibly adjust electricity load are suitable for multi-user green power direct connection. Compared
with single-user green power direct connection, multi-user green power direct connection adheres to green orientation, further increases policy supply on the basis of single-user green power direct connection, and achieves a higher level of new energy consumption nearby. It is mainly reflected in four aspects. One is to expand the scope of application and application scenarios. In terms of load type, support enterprises with green power consumption ratio requirements, key energy consumption and carbon emission units to carry out direct connection; In terms of application scenarios, for regulation capability, encourage multi-users to coordinate and optimize power consumption behavior, and through aggregation of flexible loads, improvement of centralized control and management capabilities, and rational allocation of energy storage, etc. Enhance the overall adjustment ability of the project, so as to enhance the economy of the project, encourage the main bodies within the project to explore flexible ways of cooperation, and agree on the adjustment responsibility and the corresponding economic compensation standards based on the different adjustment abilities of the main bodies. The three is to support the end of the power grid to develop more self-balanced integration mode of production and consumption. The Notice clearly defines the responsibility boundary between the project and the large power grid. On the one hand, it emphasizes the internal self-balancing and self-regulating characteristics of the project to reduce the balance pressure of the power system; on the other hand, it guides the project to declare the access capacity reasonably, reduces the capacity occupation of the public power grid, improves the economy of the project itself, and improves the investment efficiency of the public power grid assets to a certain extent. The fourth is to establish a green power traceability mechanism suitable for multiple users. Among them, multiple users refer to multiple different legal entities, excluding residents and agricultural users. Multi-user green power direct connection project (hereinafter referred to as the project) is divided into grid-connected type and off-grid type according to whether it is connected to the public power grid. The grid-connected project is connected to the public power grid as a whole, forming a clear physical interface and responsibility interface with the public power grid, and the power supply should be connected to the interior of the project.
The new load can support the construction of new energy power supply to form a multi-user green power direct connection project. In the stock load, the single-user green power direct connection project can absorb other new loads, while supporting the expansion of new energy power supply to form a multi-user green power direct connection project; Users with green power consumption demand (including enterprises with green power consumption proportion requirements, key energy and carbon emission enterprises, export-oriented enterprises with carbon reduction demand and their upstream and downstream enterprises) can use the surrounding new energy resources to explore the development of multi-user green power direct connection; All or part of the loads of industrial parks, zero-carbon parks and incremental distribution networks can be connected to new energy sources nearby to form a multi-user green power direct connection project.
Support new energy power generation projects that have not yet been connected to the grid, as well as new energy power generation projects that cannot be connected to the grid due to limited consumption of new energy, and carry out multi-user green power direct connection after fulfilling the corresponding change procedures. Distributed photovoltaic can participate in multi-user green power direct connection through centralized confluence. Priority should be given to supporting new industries such as computing facilities, green hydrogen, ammonia and alcohol, and future industries to carry out direct connection of green electricity. The project should meet the requirements of the national industrial policy, and enterprises are strictly prohibited from carrying out illegal activities through the direct connection of green electricity.
2. Planning, investment and construction
(1)
Provincial energy authorities should strengthen the overall planning of projects. The project should rationally plan installed capacity of new energy according to the principle of "determining the source by load", and the proportion of annual self-generated electricity to total available electricity generation should not be less than 60% . The proportion of total electricity consumption is not less than 30% and not less than 35% before 2030. The scale of wind power and solar power of
the project shall be included in the development and construction plan of new energy power generation formulated by the provincial energy authorities, and the relevant planning and management requirements shall be implemented in accordance with the Notice on Promoting the Development of Green Power Direct Connection in an Orderly Manner (FGNY [2025] No.650). The project and its internal resources are exempt from the power business license, unless otherwise specified.
(2) The investment mode
project shall specify the independent subject as the main responsible unit of the project; The main responsible unit of the project shall have the qualification of a legal person. In principle, it shall be jointly established by the power supply party and the load party, or it may be established by the power supply party or the load party through separate investment. The main responsible unit of the project in the park mode may be established by the park management committee or a third-party organization (excluding the public grid enterprise operating the transmission business). In principle, the project connecting lines, substation facilities, energy storage and operation platform shall be invested and constructed by the main responsible unit of the project. The main responsible unit of the project shall make full use of the existing power facilities, and may negotiate to use the existing power facilities of other entities through leasing and other means without affecting the division of the responsibility interface with the public power grid; if the negotiation fails, the main responsible unit of the project may construct relevant facilities by itself. The main responsible unit of the project shall sign agreements with the internal subjects such as power supply and load on the division of property rights, operation and maintenance, balance responsibility, internal cost standards and settlement, and liability for breach of contract.
(3) Construction management
projects should be promoted and coordinated according to the plan, and the construction and commissioning sequence and scale of load and power supply should be well matched. After the completion of the
project, if the network capacity is changed, the system access assessment and other procedures shall be re-performed. The scale of new energy power generation within the project shall be submitted to the provincial energy authorities for approval and included in the development and construction plan of new energy power generation. Power grid enterprises should provide fair and non-discriminatory grid access services to projects that meet the conditions for grid connection.
3. Operation management
(4) Responsibility interface
The main responsible unit of the project shall bear the relevant responsibilities for the interruption of power supply caused by the project itself, and shall fairly divide the responsibilities according to the internal agreement and the actual operation in accordance with the principle of "who produces, who is responsible".
Grid-connected projects and public power grids perform corresponding power safety risk management and control responsibilities within their respective responsibility interfaces. Grid-connected projects shall take into account the internal source and load characteristics, balance capacity, economic benefits and other factors, and independently and reasonably determine the capacity connected to the public power grid; the public power grid shall perform its power supply responsibilities according to the capacity connected to the grid and relevant agreements. The main responsible unit of the grid-connected project shall organize the internal power supply and load to establish a corresponding regulation mechanism to ensure that the exchange power between the project and the public power grid does not exceed the grid-connected capacity.
Off-grid projects are responsible for safety risk management and control within the scope of the project.
(5) Safety operation management
projects shall be equipped with secondary systems such as relay protection, safety and stability control devices and communication equipment according to standards. The main responsible unit of the project should strengthen the operation management ability, coordinate and optimize the internal power supply, energy storage and other resources of the project, make a good plan for the internal power regulation and orderly supply of the project under emergency scenarios, clarify the relevant safety and economic responsibilities, and submit them to the provincial energy authorities for the record.
Grid-connected projects shall configure monitoring and control facilities according to the voltage level and capacity scale of access, do a good job in monitoring the exchange power of public power grids, install network security monitoring, quarantine devices and other network security facilities, and the grid-related performance of internal facilities shall meet relevant standards, and provide relevant information to power dispatching agencies in accordance with relevant regulations.Grid-connected projects are connected to the new power load management system or power dispatching automation system according to the category of services provided for the system. The overall project and internal power supply are subject to the unified management of the corresponding dispatching organization according to the access voltage level and capacity scale. The dispatching organization issues the dispatching plan on the basis of the clearing results of the project spot market; As a grid-connected project participating in the electricity spot market as a whole, the main responsible unit of the project is responsible for managing the internal balance according to the dispatching plan.
(6) Nearby absorption requires that
the project should enhance its nearby absorption capacity by rationally allocating energy storage, enhancing centralized control and management capacity, tapping the potential of flexible load regulation, and developing multi-energy complementarity. The project's new energy power abandonment is not included in the statistics of new energy utilization rate. The planning scheme
of grid-connected projects shall reasonably determine the maximum peak-valley load difference rate, and the peak-valley power difference rate of power exchanged with the public grid shall not be higher than planning value of the scheme. In order to avoid excessive increase in the absorption pressure of the public power grid, after the grid-connected project is put into operation, the annual grid-connected electricity generation shall not exceed 20% of the total available electricity generation in principle, and the specific proportion can be determined by the provincial energy authorities in accordance with the actual situation. During the difficult period of new energy consumption specified by provincial energy authorities, grid-connected projects shall not transmit electricity back to the public power grid.
4. Transaction and price mechanism
(7) Market participation mode
Grid-connected projects shall be registered as new business entities in accordance with the Basic Rules for Registration of Electricity Market, and internal entities may also be registered separately; In principle, the project shall participate in the electricity market transactions as a whole, and the main responsible unit of the project shall make a unified declaration. In the initial stage, the project can participate in the electricity spot market in the form of "quantity quotation without quotation", and when conditions are ripe, it will gradually transit to "quantity quotation" to participate in the electricity spot market. The project shall not be purchased by the power grid enterprise.
(8) The metering management
project shall have the metering conditions of sub-meters, and the power grid enterprises shall install two-way time-sharing metering devices that meet the relevant standards and are approved by the relevant departments at the gates of power generation, auxiliary power, grid connection, internal users and energy storage within the project. It is forbidden to bypass each electric energy metering device for power consumption.
Grid-connected projects take the access point between the project and the public power grid as the reference point for measurement and settlement, and settle the electricity charges with the public power grid as a whole.
(9) The main unit responsible for the internal management
of the project shall sign an agreement with the main body of the project in accordance with the principle of equal rights and responsibilities and fair apportionment, reasonably determine the internal settlement method and other contents, and regularly negotiate and adjust the price changes in the external market and the actual load regulation capacity. The main responsible unit of the project is encouraged to organize the internal power supply and load to optimize the internal operation mode and promote the coordinated operation of the source and load on the basis of the agreement, according to the regulation ability of the internal main body and the agreed compensation standard.
(10) The price mechanism
grid-connected project shall comply with the relevant requirements of the Notice on Improving the Price Mechanism to Promote the Nearby Consumption of New Energy Power Generation (FGJG [2025] No.1192), and fairly bear the transmission and distribution fees, system operation fees, policy cross-subsidies and other costs. The main responsible unit of the project is responsible for the unified settlement of electricity charges with the public power grid. Grid-connected and off-grid projects should pay government funds and surcharges according to the current policy. The new energy power generation of the project is not included in the new energy sustainable development price settlement mechanism.
(XI) Green power traceability mechanism
For grid-connected projects as a whole, the self-generated and self-consumed power is determined by deducting the on-grid power from the actual internal new energy power generation (including the new energy power of the project released by energy storage) to form the overall green power traceability results of the project. Users within the project can determine the self-generated electricity consumption according to the proportion of electricity consumption in each period, so as to realize the matching of hourly new energy generation and electricity consumption. The internal power supply of the
project shall be filed and registered on the national renewable energy power generation project information management platform. In principle, the power grid enterprise shall calculate the green power traceability results according to the measurement data, check them according to relevant regulations, and then push them to the national green certificate issuance and trading system. The issuance, transfer and cancellation of green certificates corresponding to the self-generated electricity consumption of the project shall be carried out in accordance with the relevant provisions.
5. Organize and ensure that
the National Development and Reform Commission and the National Energy Administration strengthen their guidance on the green power direct connection mode, evaluate its effectiveness in a timely manner, and promote the smooth and orderly development of the green power direct connection mode.
Provincial energy authorities should further refine the specific requirements of the main body of application, the boundary of project users, the distance of nearby consumption, and the proportion of on-grid electricity, and clarify the exit mechanism of project power supply, load, connecting lines and substation facilities, in light of the actual situation of power supply and demand situation and consumption conditions in the province. The competent department of energy at the provincial level shall do a good job in project management, optimize the approval and filing process according to the multi-subject characteristics of the project, organize qualified third-party organizations to carry out scheme review, fully listen to the opinions of power grid enterprises and the dispatched agencies of the National Energy Administration, guide the project to scientifically and reasonably assess the needs, timely track and monitor the operation of the project, and strengthen the supervision of project construction and operation safety. The dispatched agencies of
the National Energy Administration shall strengthen supervision according to their duties, follow up the project construction and policy implementation within their jurisdiction in a timely manner, and actively promote all parties to carry out project construction and operation in accordance with the requirements and norms.
Power grid enterprises and power market operators should implement them well, and continuously improve the technical support ability and service level of project access to power grid and participation in power market transactions.
