On March 17, Hubei Energy Bureau issued the Notice on Accelerating the Pilot Project of Wind and Solar Power Resources Utilization, which will accelerate 13 pilot projects of wind and solar power resources utilization with a capacity of 1.3 million kilowatts. Among them, there are 8 wind power projects with an installed capacity of 800,000 kilowatts and 5 photovoltaic power generation projects with an installed capacity of 500,000 kilowatts.

According to the Notice of the Provincial Development and Reform Commission and the Provincial Energy Bureau on Printing and Distributing the Pilot Scheme for Strengthening the Utilization of Wind and Solar Power Generation Resources in Hubei Province (E Fa Gai Neng yuan [2025] No.103) and the Notice of the Provincial Energy Bureau on Promoting the Construction of New Energy Power Generation Projects (E Energy Xin Neng [2025] No.50), The pilot project of accelerating the utilization of wind and solar power resources is hereby notified as follows.
1. Through enterprise declaration, city and county examination and network connection verification, 13 pilot projects of wind and solar power resources utilization have been accelerated, with a capacity of 1.3 million kilowatts. Among them, there are 8 wind power projects with an installed capacity of 800,000 kilowatts and 5 photovoltaic power generation projects with an installed capacity of 500,000 kilowatts. The specific list is detailed in the annex.
2. Relevant municipal (county) energy authorities are invited to further promote the pilot construction of wind and solar power resources utilization, coordinate project services, guide project units to further implement construction conditions, and handle relevant procedures in accordance with the law and regulations. Coordinate with relevant departments to strengthen the guarantee of land use, forest use and other factors, solve the difficulties and problems encountered in the project promotion in a timely manner, and create good conditions for project construction.
3. All project units are requested to scientifically arrange the project construction schedule, strictly implement the main responsibility, strengthen the safety management of project construction, promote project construction in accordance with the law and regulations, and ensure that the project is completed and put into operation in accordance with the requirements and commitments. After the project is completed and put into operation, the filing and card establishment work shall be completed in time.
4. The State Grid Hubei Electric Power Co., Ltd. is requested to handle the approval of the power grid access scheme for the pilot project in a timely manner, speed up the construction of relevant power grid projects and support the project to be connected to the grid as soon as possible.
