On April 12, 2026, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Comprehensive Assessment Measures for Carbon Peak and Carbon Neutralization. Since 2026, the Party committees and governments of provinces (autonomous regions and municipalities directly under the Central Government) have been evaluated and assessed, and control and support indicators have been set up. The target of reaching the carbon peak by 2030 was defined, and action plans were formulated for the "15th Five-Year Plan" and "16th Five-Year Plan" respectively. The evaluation and assessment are carried out annually, and the results are divided into excellent, qualified and unqualified. Conduct interviews according to the results, and serve as an important reference for cadre assessment, while seriously pursuing accountability for violations.

On

23 April, The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued " Carbon Peak Carbon Neutralization

It is clear that the total coal consumption and oil consumption will reach the peak by 2023, and the installed capacity and power generation of coal-fired power will be reasonably controlled. Strive to add " annually. The Measures also specify the control indicators and supporting indicators for evaluation and assessment.

Control indicators include total carbon emissions, carbon emission intensity reduction, total coal consumption, total oil consumption, and the proportion of non-fossil energy consumption.
