The document clearly States that from March 1, 2026, in addition to the electrified railway (including subway) traction power specially stipulated by the state, large industrial users purchased by the power grid agent and general industrial and commercial users with a capacity of 100 kilovolt-amperes or more will implement the time-of-use electricity price stipulated by the government, and users directly involved in electricity market transactions will no longer implement the time-of-use electricity price stipulated by the government.

In order to adapt to the new situation of large-scale development of new energy and accelerated construction of power market in our province, give full play to the signal role of time-of-use electricity price. Better guide users to cut peak and fill valley , and promote the absorption of new energy. According to the requirements of the Notice of the National Development and Reform Commission on Further Perfecting the Time-of-Use Electricity Price Mechanism (Development and Reform Price [2021] 1093) and the Notice of the State Energy Administration of the National Development and Reform Commission on the Issuance of the Basic Rules for the Medium and Long-term Electricity Market (Development and Reform Energy Regulation [2025] 1656). The relevant matters concerning the further optimization and adjustment of the time-of-use electricity price policy for industrial and commercial users in Yunnan Province are hereby notified as follows:
1. Large industrial users and general industrial and commercial users with power consumption capacity of 100 kilovolt-amperes or more purchased by the power grid as agents shall implement the time-of-use electricity price stipulated by the government, while users directly participating in electricity market transactions shall no longer implement the time-of-use electricity price stipulated by the government.
II. Period division of peak and valley electricity price remains unchanged , namely, 7: 00-9: 00 and 18: 00-24: 00 during peak hours; Flat period: 0:00 — 2:00, 6:00 — 7:00, 9:00 — 12:00, 16:00 — 18:00; low period: 2:00 — 6:00, 12:00 — 16:00. Peak tariff suspended.
3. The benchmark and floating proportion of time-of-use electricity price remain unchanged, that is, the price of electricity purchased by the agent purchasing user is floated on the basis of the price of electricity purchased by the agent purchasing user. The ratio of electricity price in peak, peacetime and valley periods is 1.5: During peak hours, the electricity price rises by 50% on the basis of the electricity price during normal hours, and during valley hours, the electricity price falls by 50% on the basis of the electricity price during normal hours. Transmission and distribution prices, line loss costs, system operation costs, government funds and additional costs do not participate in the floating.
4. The capital gains and losses arising from the implementation of time-of-use electricity prices by large industrial and general industrial and commercial users who purchase electricity on behalf of the power grid shall be apportioned (shared) by large industrial and general industrial and commercial users who implement the time-of-use electricity prices stipulated by the government according to their actual electricity consumption.
5. For industrial and commercial users directly involved in electricity market transactions, the formation mechanism of time-of-use electricity prices shall be implemented in accordance with the rules of the electricity market. When signing medium and long-term trading contracts, the trading entities in the electricity market shall declare the electricity consumption curve and the time-sharing electricity price at the same time to reflect the characteristics of the power generation and consumption curve and the time-sharing price difference; the trading price of participating in the electricity spot market shall be implemented in accordance with the relevant rules of the electricity spot market.
6. Power grid enterprises should closely follow the power supply and demand structure, system peak and valley characteristics, new energy consumption dynamics and system regulation capacity, regularly analyze the implementation results, and timely report to the Provincial Development and Reform Commission. The Provincial Development and Reform Commission will work with relevant departments to analyze and evaluate, timely and dynamically adjust and improve.
