, 2026 to September 30, 2026, 279 key energy-using enterprises are planned to carry out industrial energy-saving supervision, including 132 provincial supervision enterprises and 147 municipal supervision enterprises.
Among them, 28 cement enterprises will be monitored for the implementation of the ladder tariff policy, and on-site or written (digital) monitoring methods will be adopted. The Industrial and Information Bureau of each district and city, and the Economic Development Bureau of Pingtan Comprehensive Experimental Zone, Provincial Energy Conservation Center and Energy Conservation Centers of Districts and Municipalities:
In order to implement the Action Plan for Green and Low Carbon Development of Manufacturing Industry (2025-2027), the Implementation Plan for Carbon Peak in the Industrial Sector and the Implementation Plan for Carbon Peak in the Industrial Sector of Fujian Province, and in accordance with the new requirements for the transformation from energy consumption control to carbon emission control, after research, It has been decided to carry out the supervision of industrial energy conservation in 2026, and the relevant matters are hereby notified as follows.
1. The monitoring time
is from February 1, 2026 to September 30, 2026.
2. Monitoring objects and methods
In 2026, 279 key energy-using enterprises are planned to carry out industrial energy conservation monitoring, including 132 provincial-level monitoring enterprises (Annex 1) and 147 municipal-level monitoring enterprises (Annex 2).
(I) Monitoring objects
1. Daily monitoring of key energy-consuming enterprises: daily monitoring of 256 enterprises with large annual comprehensive energy consumption. Among them, 132 enterprises (including 37 enterprises implementing the tiered electricity price policy) with an estimated annual comprehensive energy consumption of 50,000 tons of standard coal and above are responsible for the implementation at the provincial level; the remaining 124 enterprises are responsible for the implementation by the districts and municipalities according to the principle of territoriality.
2. Monitoring of the implementation of the tiered electricity pricing policy: 37 enterprises, including cement, electrolytic aluminum and long-process steel, were monitored for the implementation of the tiered electricity pricing policy, which was implemented at the provincial level.
3. Special supervision on the rectification and implementation of enterprises in violation of regulations in 2025: special supervision on the rectification and implementation of 23 enterprises found to be in violation of relevant laws and regulations on energy conservation in the industrial energy conservation supervision in 2025 shall be carried out by the districts and municipalities in accordance with the principle of territoriality.
(2) Supervision method
This provincial supervision is carried out by combining on-site supervision with written (digital) supervision (see Annex 3 for specific supervision methods and contents). Supervision at the municipal level can be organized and implemented by referring to the supervision at the provincial level. Written (digital) supervision can be carried out for enterprises with accurate data of the "online monitoring system for energy consumption of key energy-consuming enterprises in the province", good supervision over the years, and whose main energy-consuming varieties are electricity or natural gas, as well as enterprises that have not promulgated the national standards for energy consumption quota per unit product or the benchmarking level and benchmark level of energy efficiency in the industry.
3. The work requires that
the Bureau of Industry and Information Technology and the Energy Conservation Center of each district and city (including Pingtan Comprehensive Experimental Zone, the same below) strictly implement the relevant provisions of the Energy Conservation Law of the People's Republic of China, implement the specific requirements of the Industrial Energy Conservation Management Measures and the Industrial Energy Conservation Supervision Measures, standardize the law enforcement process, and unify the document norms. Continuously improve the standardization level of industrial energy conservation supervision.
(1) Grasp the implementation of responsibilities and strictly rectify the closed-loop. To guide and urge key energy-consuming enterprises within the jurisdiction to submit energy consumption data and self-inspection reports for energy conservation monitoring through the "online monitoring system for energy consumption of key energy-consuming enterprises in the province" before February 10, and to examine the integrity, authenticity and consistency of the materials. According to the results of energy-saving supervision, timely issue the Notice of Rectification within a Time Limit to the enterprises violating the regulations, urge the enterprises violating the regulations to complete the rectification on time, and submit the rectification results to our office (including the Notice of Rectification, the Notice of Energy-saving Supervision for Violation of the Regulations, the Record of Energy-saving Supervision, the Report of Energy-saving Supervision, the Report of Enterprises and related supporting materials), and before October 31. Submit the annual industrial energy conservation supervision summary report to our office (Energy Conservation Division).
(2) Standardizing law enforcement involving enterprises and deepening digital empowerment. Strictly standardize the law enforcement behavior of enterprises involved, so as to achieve procedural compliance, unified standards and standardized documents. Publicize the work of industrial energy conservation supervision to the public in a timely manner, publish the list of illegal enterprises according to law, and take the initiative to accept social supervision. Relying on the "online monitoring system for energy consumption of key energy-using enterprises in the province", we will deepen written (digital) monitoring and reduce unnecessary on-site inspections. If written (digital) supervision is adopted, once the enterprise is found to have material underreport, fraud or illegal use of energy, it shall immediately be transferred to on-site supervision.
(3) Strictly control the quality of data and strengthen the application of results. Strengthen the comparison of data submitted by enterprises, original vouchers and online monitoring data of energy consumption, improve the data quality of "online monitoring system of energy consumption of key energy-using enterprises in the province", and ensure that the data are true, accurate and complete. Strengthen the application of energy conservation monitoring data, do a good job in the collection and analysis of monitoring data, explore the application of industrial energy conservation monitoring results to the accounting and management of carbon emissions in industrial enterprises, and provide strong data support for energy conservation and carbon reduction in key industrial areas of the 15th Five-Year Plan in our province. We will deepen the application of the results of industrial energy conservation monitoring, combine the results of energy conservation monitoring with the establishment of green manufacturing, the selection of energy efficiency "leaders" and the transformation of energy conservation and carbon reduction in key industries, and form a synergistic mechanism to jointly promote energy conservation and carbon reduction in enterprises.
