2. Key tasks
(1) Optimizing urban structure and layout

2. Promote urban renewal in a reasonable and orderly manner, rationally determine the key points of urban renewal and delimit urban renewal units. By 2030, the proportion of star-rated green buildings will reach more than 35%, and all new public welfare buildings and large public buildings invested by the government will reach more than one star. 2. Gradually improve the energy-saving level of new buildings in stages, and promote key projects and key buildings to improve energy-saving standards. Relying on the new infrastructure of "Digital Leshan", we will explore the construction of an intelligent platform for the operation and management of urban buildings, establish an energy-saving supervision system for public buildings and a publicity system for energy consumption information, and promote the energy consumption statistics, energy auditing and carbon emission verification of public welfare buildings invested by state organs, large public buildings and state-owned funds. (5) Improving the operational efficiency
of urban infrastructure 1. The concept of green and low carbon should run through the whole process of planning, construction, operation and maintenance of transport infrastructure, so as to reduce energy consumption and carbon emissions throughout the life cycle. Promote the deep integration of new energy and transportation, steadily promote the planning and construction of infrastructure such as charging piles, power stations and gas stations in the city, and build photovoltaic power generation facilities according to local conditions. We will build an efficient, fast and comfortable public transport service system, further optimize the public transport network, promote diversified travel services, and promote the healthy development of green transportation modes such as shared bicycles and electric vehicles.
2. Guided by the construction of "waste-free city", we should strengthen the reduction of waste sources, actively improve the system of classified disposal, collection, transportation and treatment of domestic waste, and promote the construction of closed-loop disposal system of waste chain. We will improve the urban and rural resource recycling network, promote the integration of waste material recycling network and domestic waste sorting and recycling network, explore the "Internet +" recycling mode, and realize the full collection of renewable resources. By 2030, the utilization rate of municipal solid waste will reach 65%.
3. Combining with the organic renewal of the city, we will carry out the renovation of the old urban water supply network, promote the zoning measurement of the network, improve the intelligent management level of the water supply network, promote energy-saving, low-carbon and water-saving products, and strive to control the leakage rate of the urban public water supply network within 8% by 2030. We will build a multi-source and multi-directional gas supply system and accelerate the renovation of urban gas supply pipelines and facilities.
4. Accelerate the construction of sponge city facilities. Promote the construction of sponge cities in new and old urban areas as a whole, promote the construction of sponge buildings and residential areas, roads and squares, parks and green spaces, public service facilities, drainage and waterlogging prevention facilities, water system protection and restoration, and build a "blue vein and green heart" sponge city. By 2030, the average permeable area of urban built-up areas will account for 45%, and 80% of urban built-up areas will meet the requirements of sponge city construction.
5. Strengthen the whole process management of lighting planning, design, construction and operation with Leshan regional characteristics, give priority to the use of efficient, high-quality and energy-saving light source electrical products, promote the construction of intelligent platform for urban lighting system, improve the energy efficiency of urban lighting facilities, and establish a green low-carbon digital lighting system.
6. Integrate into the Chengdu-Chongqing two-city economic circle, create the "back garden" of Chengdu-Chongqing urban agglomeration, improve the Jiazhou Green Heart Park system, take Jiubaidong-Emei River-Linjiang River-Sun Island-Mangxi River and regional green space as the main line, and build a new park area featuring urban parks, wetland parks and ecological water systems. Promote the construction of greenway network in central and old urban areas, strengthen three-dimensional greening, and increase the proportion of native and local suitable plants. By 2030, the green space rate of urban built-up areas will reach 40%.
(6) Optimizing the energy consumption structure
of urban buildings 1. Promoting the application of renewable energy in buildings and promoting the integration of photovoltaic buildings according to local conditions. We will promote the installation of solar photovoltaic systems on the roofs of existing public buildings, accelerate the application and promotion of intelligent photovoltaic, and actively promote the construction of distributed photovoltaic power generation on the roofs of factory buildings in Jiajiang County, Wutongqiao District and Qianwei County. By 2030, the photovoltaic coverage rate of new factory buildings and office buildings of state organs will reach 50%, and the renewable energy substitution rate of urban buildings will reach 9%.
2. Promote the substitution of building electric energy in an all-round way, and increase the absorption capacity of hydropower and wind and solar power in urban and rural construction. We will comprehensively promote the construction of smart grids, actively develop "new energy + energy storage", integration of source, network, load and storage, and multi-energy complementarity, support the rational allocation of energy storage systems for distributed new energy sources, promote the intelligent transformation of power grids, rationally allocate electricity loads, and achieve less or no capacity increase. Promote alternative gas products such as heat pump water heaters and high-efficiency electric stoves, and promote the application of high-efficiency DC electrical appliances and equipment. We will guide the electrification of building heating, domestic hot water and cooking, and by 2030, the city's building electricity consumption will account for more than 65% of building energy consumption. 3. According to the existing energy infrastructure and economic affordability, explore hydrogen fuel cell distributed cogeneration according to local conditions. Actively explore the pilot construction of cogeneration waste heat and industrial waste heat power generation in industrial parks, and actively carry out waste heat recovery and utilization in photovoltaic industry in Wutongqiao District, ceramic industry in Jiajiang County and other parks with hot water demand, so as to realize the cascade utilization of energy in the park and reduce the carbon emissions of building heat in the park.
(7) Promoting green and low-carbon construction
1. Vigorously promote new construction methods such as prefabricated buildings, and improve the technical system, standards and management system. Construct a specialized, large-scale and integrated production system for prefabricated building components, and establish and improve the industrial chain of prefabricated building components. Improve the versatility of prefabricated components and parts, and promote standardization, fewer specifications and more combination design. Government investment in public construction projects requires full coverage of the project by assembly construction, with an assembly rate of more than 50%. By 2030, prefabricated buildings will account for 50% of new buildings in cities and towns in that year.
2. Deepening the application of building information model technology, promoting the integration and innovative application of automated construction machinery, construction robots and other equipment, cultivating intelligent construction industry base, creating a number of demonstration projects, and forming an intelligent construction industry system integrating the whole industry chain. Actively promote energy-saving construction equipment, monitor the energy consumption of key equipment, and group control and management of multiple similar equipment and facilities. Promote the factory precision processing and fine management of cement, steel, glass and other building materials, promote the recycling production mode of building materials, and reduce the loss rate of building materials on construction site by 20% by 2030 compared with 2020.
3. Strengthen source classification, control source reduction, standardize transportation and disposal process, promote resource utilization, allocate supporting facilities, and improve system and system construction; Promote construction waste recycling technology, promote construction waste recycling, promote in-situ recycling of waste pavement materials, and explore the use of construction waste recycling products in projects funded by the government and state-owned enterprises. We will accelerate the establishment of a list of local green building materials products, promote the certification of green building materials such as assembly components, new wall materials, ceramics, rock slabs and photovoltaic modules, guide the development of carbon labeling certification of building materials products, and strengthen the supervision of product certification activities and production applications. From May 1, 2025 (subject to the time of obtaining the construction drawing examination certificate), new hospitals, schools, office buildings, complexes, exhibition halls, exhibition centers, gymnasiums, affordable housing and other government investment projects in our city should adopt green building materials that meet the requirements, and the proportion of application should not be less than 20%. Give full play to the role of green building carrier, increase the proportion of green building materials applied in green buildings, and the proportion of green building materials applied in one-star, two-star and three-star green buildings is not less than 10%, 20% and 30% respectively. To guide the application of wood and bamboo building materials in Muchuan County, Jingyan County and other areas in the city's public buildings.
(8) Promoting the green and low-carbon level
of county towns 1. The infrastructure construction of county towns should be suitable for local characteristics, focusing on miniaturization, decentralization, intensification and ecology, advocating the distributed layout of infrastructure combining large decentralization with small regional centralization, and building green and economical infrastructure. Set up distributed energy, sewage treatment and other facilities according to local conditions, promote the construction of "pocket park", micro-green space, cultural and sports facilities, and strive to create a number of ecological garden counties. Build the "three districts" of Jinkouhe District, Ebian Yi Autonomous County and Mabian Yi Autonomous County as green, low-carbon and livable counties. With the implementation of "narrow roads, dense road networks and small blocks", the width of the red line of the internal roads in the county town shall not exceed 40 meters, the area of the centralized hard ground in the square shall not exceed 2 hectares, and the pedestrian network shall be continuous and smooth.
2. Strengthen the density and intensity control of county construction according to local conditions. The building height shall match the fire fighting and rescue capacity. The new residential buildings shall be mainly 6 floors, and the maximum shall not exceed 18 floors. If it is really necessary to build a residential building with more than 18 floors, it shall be strictly and fully demonstrated, and the construction of fire fighting emergency and municipal supporting facilities shall be ensured in place.
(9) Promoting the construction
of green and low-carbon villages 1. Increasing the design and application of farm houses with seismic fortification, green construction and low-carbon energy use, according to the requirements of structural safety, functional perfection, energy saving and carbon reduction, and taking the county as the unit, compiling a general atlas of farm house design according to local conditions, and providing it to farmers free of charge. Promote the use of energy-efficient lighting, cookers and other facilities and equipment. 2. Promote the application of renewable energy such as solar energy, geothermal energy, air heat energy and biomass energy in rural heating, power supply and cooking. Select the technical mode of toilet improvement according to local conditions, speed up the construction of rural domestic sewage treatment facilities, coordinate rural toilet improvement and sewage treatment, and classify and orderly treat rural domestic sewage. Promote the source classification and reduction of domestic waste, resource treatment and utilization, and continue to maintain the full coverage of administrative villages in the collection, transportation and disposal system of domestic waste in villages and towns. 3. Advocate the resource utilization of rural domestic waste and reduce the amount of rural domestic waste from the source. Promote the construction of high-level innovation teams and innovation platforms in the city, strengthen the cultivation of innovative leading enterprises, and encourage relevant departments, universities, industrial parks and financial institutions to form professional technical teams or technological innovation alliances and other forms of innovation consortia to participate in the establishment of national or provincial innovation bases and innovation platforms. We will expand advanced construction industry clusters, accelerate the construction of China's Green Silicon Valley and China's Valley, and promote the transformation and upgrading of traditional superior industries such as new building materials and green building materials.
(4) Improving financial and taxation support policies. We will implement preferential tax policies and strive for financial rewards and subsidies from the central province for the construction of ultra-low energy consumption buildings, green low-carbon renovation of existing buildings, renewable energy applications in buildings and green farm houses.
