On February 12, the Development and Reform Commission of Zhongwei City, Ningxia, issued the Announcement on Competitive Optimization of Supporting New Energy Projects for the Second Phase of Zhongwei Big Data Computing Power Industry Green Power Park. In order to promote the coordinated development of computing power and electric power, and accelerate the construction of the second phase project of Zhongwei Big Data Computing Power Industry Green Power Park, Zhongwei City started the competitive optimization of supporting new energy projects. The total scale of new energy projects supporting the second phase
of Zhongwei Big Data Computing Power Industry Green Power Park is 2.6 million kilowatts , including 600000 kilowatts of photovoltaic power and 2 million kilowatts of wind power.
This competitive optimization does not accept the declaration of the consortium. The declaring enterprise shall submit the project declaration plan before 12:00 on February 27, 2026. Wind power projects shall be submitted to the Development and Reform Commission of the Autonomous Region for approval, and photovoltaic projects shall be filed by the Commission. The
project application shall meet the following requirements:
1. The project shall comply with the land and space use control policy and the ecological environment protection policy, and the site shall be selected to actively avoid sensitive areas such as cultivated land, ecological protection red line, nature reserves, water source protection areas, cultural relics protection areas and military restricted areas.
2. The declaring enterprise shall comprehensively consider the project site selection, sub-project scale and project construction plan according to the power consumption situation on the load side, the conditions of new energy resources and access conditions in Zhongwei City.
3. The project declaration scheme shall be attached with the project network connection scheme, specifying the substation to be connected, the voltage level to be connected, the distance of the line project, etc.
4. The project declaration scheme shall be attached to the green power supply mode, supply agreement, subsidized electricity quantity and electricity price level of the power consumption enterprises of the data enterprises.
5. Encourage innovation and adoption of advanced equipment that can stabilize the output of new energy generation and is technologically advanced, safe and reliable.
6. For projects adopting green power direct connection mode, the reference outline should be compiled according to the Implementation Plan of Green Power Direct Connection in Ningxia Hui Autonomous Region, and the contents of the declaration plan should be completed.
7. After the project is incorporated into the construction scale, the development enterprise shall carry out the project construction in strict accordance with the approval plan and approval requirements.
