To deepen the reform in the field of energy Innovation, fully stimulate the initiative and creativity of county development, promote breakthroughs in key areas, and serve to build a new energy system. After research, it is decided to carry out the pilot demonstration construction of green and low-carbon energy transformation in Shandong Province. Relevant matters are hereby notified as follows:
1. General requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should thoroughly implement the idea of Xi Jinping and ecological civilization, fully implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, conscientiously implement the new energy security strategy of "four revolutions and one cooperation", firmly anchor the target orientation of "going ahead and opening up a new situation", and highlight the green low-carbon theme. Focusing on the bottleneck constraints and institutional obstacles of energy development, taking reform and innovation as the driving force and county as the basic unit, we should actively explore new modes, new paths and new mechanisms of energy transformation, strive to promote the transformation of energy production and consumption patterns, and lead the green, low-carbon and high-quality development of energy.
(2) Basic principles
-ecological priority and green first. Firmly establish and practice the concept that green water and green hills are Jinshan and Yinshan, adhere to the direction of green and low-carbon development, vigorously develop clean energy, continuously optimize the energy structure, and effectively reduce the cost of resources and environment for development.
-- Suiting measures to local conditions and making overall plans. Based on the endowment of energy resources and focusing on the energy demand of economic and social development, we should comprehensively promote the development of wind energy, solar energy, nuclear energy, geothermal energy and other resources, realize multi-energy integration and clean substitution, and improve the level of comprehensive energy development and utilization.
-Innovation-driven and coordinated development. We should always put innovation at the core of energy development, continuously enhance the innovation capability of key core technologies, deepen the innovation of governance system and mechanism, fully stimulate endogenous power, and shape new momentum and advantages of energy development.
-Government guidance and market operation. Promote a better combination of government and effective market, give full play to the decisive role of the market in the allocation of resources, build a fair, open and orderly competitive energy market system, and create an external environment conducive to transformation and development.
(3) Main objectives. Twenty counties (cities and districts) with good basic conditions, great potential for development and strong willingness to implement, as well as development zones and new districts at or above the provincial level, are selected to encourage active exploration and pilot trials. By 2025, the level of comprehensive development and utilization of non-fossil energy in pilot units will be greatly improved, the overall quality of the ecological environment will be improved, and a green and low-carbon production and lifestyle will be basically formed. Ten pilot units will be selected to build "the top ten counties (cities and districts) in the province's green and low-carbon energy transformation".
2. Pilot tasks
(1) Accelerating the development of wind power and photovoltaic power generation. Centralized development of wind power and photovoltaic power generation will be promoted in an orderly manner in areas with better wind and solar energy resources, superior construction conditions, sustainable development conditions and requirements for regional ecological environment protection. We will encourage the construction of decentralized wind power projects with "self-use and surplus electricity access to the grid", and create a new mode of local consumption. Combining with the pilot project of large-scale development of roof distributed photovoltaic in the whole county, we will actively promote the development and utilization of industrial, commercial and household photovoltaic, and promote the integrated application of photovoltaic power generation and building. We will encourage the development of hydrogen production from wind power and photovoltaic power generation, and foster new models and new formats for the development and utilization of renewable energy.
(Two) develop other renewable energy sources according to local conditions. Focusing on the development layout of "one base, two demonstrations" geothermal energy, we will accelerate the promotion of shallow, medium and deep geothermal energy heating (refrigeration), and build a number of "geothermal energy plus" demonstration projects to promote clean heating and reduce coal and carbon. Deeply carry out the "Hundred Villages and Thousand Villages" green energy development action, steadily develop municipal solid waste incineration power generation, orderly develop agricultural and forestry biomass power generation and biogas power generation, and develop biomass clean heating according to local conditions.
(3) Explore and promote demonstration of comprehensive utilization of nuclear energy. Relying on the construction of nuclear power base in Jiaodong Peninsula, we will vigorously promote the synchronous design, construction and operation of cogeneration of heat and power for nuclear power units, plan layout and application scenarios of county nuclear heating as a whole, and actively promote the whole county system and cross-county and long-distance nuclear heating in accordance with the idea of "pilot first, from easy to difficult, from near to far". We will promote the use of nuclear energy to replace fossil energy in areas where conditions permit, and build a "zero carbon" heating city at the county level. Actively explore the research and application demonstration of small nuclear reactor technology, and realize the supply of industrial steam to the surrounding large industrial parks (enterprises). We will actively promote the research and demonstration of nuclear desalination and nuclear hydrogen production.
(4) Building a smart grid adapted to the green and low-carbon transformation of energy. Accelerate the upgrading of distribution network, promote the construction of smart distribution network and active distribution network, and improve the carrying capacity and flexibility of distribution network to accept new energy and diversified loads. We will actively develop smart micro-grids that mainly absorb new energy sources to achieve compatibility and complementarity with large power grids. We will improve the main grid structure of regional power grids, promote flexible and controllable interconnection between power grids, and build a power system with reasonable scale, hierarchical zoning, safety and reliability.
(5) Expanding the scale of direct application of renewable energy terminals. Encourage the planning of new energy power generation and the integration of public infrastructure such as airports, high-speed railway stations and stadiums. Support the development and construction of distributed new energy projects in qualified industrial parks, modern industrial parks and agricultural products processing bases. Promote the direct supply of green power, encourage industrial enterprises to develop and utilize renewable energy nearby, and increase the proportion of green power use.
(6) Enhance the coordinated supporting capacity of energy storage. Accelerate the development of all kinds of energy storage, enhance the regulation capacity of power system, and promote new energy consumption and capacity support. Demonstration and application of diversified energy storage technologies such as sodium-ion batteries, flow batteries and supercapacitors, application of large data artificial intelligence early warning technology, battery safety monitoring based on impedance response and other energy storage safety technologies, to promote the implementation of "energy storage +", virtual power plants, distributed energy storage and other application scenarios. We will accelerate the flexible transformation of coal-fired power units, promote the participation of electric vehicle, distributed energy storage and interruptible loads in peak shaving, and further tap all kinds of peak shaving resources. According to the principle of "what is missing to make up for what", we should strengthen the attraction of leading enterprises, deepen cooperation in key areas, and focus on building an integrated closed-loop energy storage industry of "R & D + production + application".
(7) Promoting the construction of rural charging infrastructure. Accelerate the orderly extension of urban charging service network to villages and towns, and give priority to supporting the construction of public charging infrastructure in areas with high population concentration, large traffic flow and well-matched power grid network. According to the principle of "fast and slow complement each other and adjust measures to local conditions", charging infrastructure should be rationally allocated to promote the full coverage of DC charging stations in villages and towns. We will encourage existing and new public charging piles to access the charging infrastructure information public service platform in Shandong Province, and strive for a platform access rate of no less than 90%.
(Eight) enhance the ability of energy science and technology innovation. Based on the foundation and advantages of green low-carbon technology development, we will accelerate breakthroughs in energy science and technology innovation. Continuously improve the technical level and economy of wind power, photovoltaic power generation, geothermal energy, biomass energy, nuclear energy and other development and utilization. Improve the technology level of clean and efficient utilization of fossil energy, and strengthen the research and application of intelligent and green coal mining, flexible and efficient coal-fired power generation technology. Promote the research of new energy storage and hydrogen energy technologies. Accelerate the digital transformation of energy, strengthen the popularization and application of "Yunda Material Transfer Intelligent Chain" in the field of energy, and enhance the level of digitalization, informatization and intellectualization of energy system.
(9) Accelerating the coordinated development of energy supporting industries. We will increase support for key enterprises and foster high-quality enterprises with outstanding advantages such as comprehensive strength, innovative vitality, digital level, green, low-carbon and efficient. We will promote in-depth cooperation among energy enterprises in different fields, improve energy efficiency and accelerate industrial upgrading through complementary resource advantages and information exchange.We will support the integrated and coordinated development of superior and high-quality resources and equipment manufacturing industries, transform resource advantages into industrial and economic advantages, and focus on promoting the high-quality development of county economy.
(10) Guiding the formation of a green and low-carbon lifestyle. Advocate energy conservation, enhance residents'awareness of conservation, environmental protection and ecology, curb unreasonable energy consumption, and guide the formation of a simple, moderate, green and low-carbon lifestyle. We will vigorously advocate green modes of travel such as bicycles and public transport, and actively promote the application of new energy vehicles in the public sector. We will vigorously develop green consumption and promote green low-carbon products.
3. Pilot conditions
(1) Superior resource endowment. The region is rich in renewable energy resources such as wind energy, solar energy, biomass energy and geothermal energy, and has great potential for development. A certain scale of green energy development and utilization projects or clean and efficient utilization projects of fossil energy have been completed, and have been popularized and applied in a certain range, which has a good foundation for green and low-carbon energy transformation.
(2) The implementation path is clear. The construction idea is clear, the overall plan is clear, the development goal is feasible, and it is innovative and representative. We should coordinate all kinds of energy planning, put forward the layout of key pilot projects, clarify the timetable, task book and road map, build a number of high-quality, replicable and popularizable model projects in line with the trend of energy development, and create a new model of green energy development.
(3) The development mode is mature. Establish and improve the management and service system of green and low-carbon energy transformation, mobilize the enthusiasm of market participants, and organize the implementation of project development and utilization by technical support units or market investors with considerable strength, so as to ensure that the project has strong sustainability and market competitiveness.
(4) The policy system is perfect. The pilot units attach great importance to coordinating relevant policies and implementing construction conditions to ensure that key projects are completed on time and bring benefits into play. Establish a work promotion mechanism jointly participated by relevant departments, and actively coordinate and solve the difficulties encountered. Create a good business environment and support all kinds of market players to participate in the pilot construction.
4. Implementation steps
The pilot demonstration construction of green and low-carbon energy transformation is organized and carried out by means of county-level application, city-level declaration and provincial-level examination for a period of three years.
(1) Application at the county level. The units to be declared shall, in light of the actual situation, put forward construction objectives and pilot projects around the pilot tasks, scientifically formulate implementation plans, and apply to the municipal energy authorities. The implementation plan should have clear objectives and complete requirements, and it is strictly forbidden to falsely report underreport and provide false material information.
(2) Municipal declaration. The competent energy departments of each city shall conduct a preliminary examination of the pilot declaration of the city, check the authenticity of the supporting materials, and do a good job of screening and recommendation. Select 1-2 units to carry out pilot declaration and issue recommendation opinions, and submit the recommendation opinions, recommendation summary form (Annex 2) and implementation plan (six copies, one electronic CD-ROM) to the Provincial Energy Bureau before October 12.
(3) Provincial audit. The Provincial Energy Bureau organizes the selection and examination of the implementation plan, determines the pilot units and publishes the pilot list in accordance with the principle of stable, orderly and rational layout.
5. Safeguard measures
(1) Strengthen organization and coordination. The Provincial Energy Bureau promotes the pilot construction as a whole, establishes a normal contact mechanism, and strengthens dispatch and daily guidance. Municipal energy authorities should establish a working mechanism for overall planning at the municipal level and implementation at the county level, refine working measures, closely follow up the pilot construction, and promote the solid and effective development of the pilot work. The pilot units should actively plan to speed up the construction progress, ensure the quality of construction, and strive for completion as soon as possible and bring benefits into play.
(Two) improve support policies. To sort out and integrate relevant policies and tilt resources such as projects, funds and elements to pilot units. Under the same conditions, priority should be given to supporting the renewable energy projects of pilot units to be included in the annual list of grid-connected projects. New energy storage projects can be directly declared to the Provincial Energy Bureau for new energy storage projects, without occupying the quota of the districts and municipalities where they are located. Encourage leading enterprises to explore and innovate, and give full play to their leading role. Support and guide private enterprises to participate in the development and construction of pilot projects.
(3) Timely summary and promotion. By the end of March each year, the municipal energy authorities shall report to the Provincial Energy Bureau on the pilot construction of the previous year. After the expiration of the pilot period, the pilot units shall comprehensively summarize their experiences, practices and implementation results, and form a summary report, which shall be submitted to the Provincial Energy Bureau after being examined by the municipal energy authorities. The Provincial Energy Bureau will organize an evaluation of the effectiveness of the pilot project and promote the typical experience and practices formed in the pilot process throughout the province. The areas that meet the demonstration standards are named "the top ten counties (cities and districts) in the province's green and low-carbon energy transformation", and the relevant national pilot demonstration projects are recommended and declared.

Comprehensively analyze the favorable benefits of the pilot construction on environmental quality improvement, energy consumption reduction, pollutant emission reduction (including carbon emission reduction) and other aspects, and the adverse effects on soil erosion, biodiversity, environmental and ecological functions in the project construction area, as well as the project support and situation of the pilot promotion, and fill in the list of key energy construction projects (see the attached table).
