We have formulated the Detailed Rules for the Implementation of the Development and Construction Management of Distributed Photovoltaic Power Generation in Chongqing, which are now printed and distributed to you, please strictly implement them. In case of major problems in the implementation process, please report to Chongqing Energy Bureau and Central China Regulatory Bureau of National Energy Administration in time. Chongqing Energy Bureau National Energy Administration Central China Regulatory Bureau August 4 , 2025 (voluntary disclosure) Chongqing Distributed Photovoltaic Power Generation Development and Construction Management Implementation Rules Chapter I General Provisions Article 1 In order to promote the high-quality development of distributed photovoltaic power generation and help build a new power system, these Rules are formulated in accordance with the relevant provisions of the Measures for the Development and Construction of Distributed Photovoltaic Power Generation issued by the State Energy Administration and in light of the actual situation of Chongqing. Article 2 These Rules are applicable to the industry management, record management, construction management, grid access, operation dispatch and supervision management of distributed photovoltaic power generation within the administrative region of Chongqing. Off-grid photovoltaic power generation facilities, which are combined with infrastructure such as street lamps and communication base stations and do not transmit power back to the grid, are not managed separately as distributed photovoltaic power generation projects. Photovoltaic power stations constructed with agricultural facilities such as agricultural planting, fishery breeding, livestock breeding and forestry planting and cultivation, as well as small ground photovoltaic power stations constructed with idle land (except idle land and buildings and structures within the red line of the same land), water surface of pits and ponds, barren hills and slopes, abandoned mining areas, gas fields, etc. The development and construction management shall be carried out in accordance with the Measures for the Development and Construction of Photovoltaic Power Stations issued by the National Energy Administration and the relevant requirements of the annual development and construction plan of new energy in Chongqing. Article 3 The Chongqing Municipal Energy Bureau shall be responsible for the overall planning and guidance of the development and construction of distributed photovoltaic power generation, the municipal power operation and management departments shall be responsible for the overall planning and guidance of the operation and dispatching management of distributed photovoltaic power generation, and the municipal industry authorities shall do a good job in the supervision and management of the safety production of distributed photovoltaic power generation in the industry in accordance with the relevant provisions. The Central China Regulatory Bureau of the State Energy Administration is responsible for the supervision of the implementation of national policies, fair grid connection, power consumption, market transactions and settlement of distributed photovoltaic power generation. The relevant departments of all districts and counties (including autonomous counties, Liangjiang New Area, Chongqing High-tech Zone of Western Science City, Wansheng Economic Development Zone and Chongqing Economic Development Zone, hereinafter referred to as districts and counties), as well as towns and streets, shall do a good job in the development, construction, operation and safety supervision and management of distributed photovoltaic power generation within their jurisdiction according to their responsibilities. Grid enterprises undertake the implementation or identification of grid-connected conditions of distributed photovoltaic power generation, grid access and upgrading, dispatching capacity optimization, power acquisition, consumption monitoring and other work, cooperate with the evaluation of carrying capacity and improvement measures of distributed photovoltaic power generation access to the grid, and continuously improve the acceptance, allocation and regulation of distributed photovoltaic power generation. Article 4 For general industrial and commercial distributed photovoltaic power generation projects that use self-generated and self-used surplus electricity to access the grid, the proportion of different self-generated and self-used electricity consumption shall be determined according to the distribution of power load in the city, of which: the proportion of annual self-generated and self-used electricity consumption of projects within the jurisdiction of 22 districts and counties in the main urban area shall not be less than 20% in principle. In principle, the proportion of annual self-generated electricity consumption in power generation in other districts and counties should not be less than 40%, and the power generation exceeding the proportion limit should be absorbed by the project investors themselves through market-oriented way. Special circumstances need to be studied and confirmed by Chongqing Energy Bureau and power grid enterprises. Chapter II Industry Management Article 5 Chongqing Energy Bureau shall make a good connection between the city's new energy development plan and the national energy, electricity and renewable energy development plan, and balance the development needs of centralized photovoltaic power generation and distributed photovoltaic power generation. To guide power grid enterprises to make supporting power grid upgrading and investment plans. The competent energy departments of districts and counties may draw up new energy development plans in the region according to the actual situation, and do a good job of linking up with relevant municipal plans. Article 6 The competent energy departments of districts and counties shall, in conjunction with relevant departments, promote the development and construction of distributed photovoltaic power generation within their jurisdiction, carefully arrange the development potential of distributed photovoltaic power generation, clarify the exploitable areas of distributed photovoltaic power generation projects according to the carrying capacity of power grids and urban development planning, and rationally formulate the annual construction of distributed photovoltaic power generation. In conjunction with grid enterprises, relevant information such as developable areas and open capacity of distributed photovoltaic power generation will be published quarterly. The open capacity is classified and zoned according to red, yellow and green, among which: red represents that the access and consumption of distributed photovoltaic power generation projects are severely limited, and the grid enterprises suspend the issuance of access opinions and register synchronously according to the order of application for access; Yellow represents that the access and consumption of distributed photovoltaic power generation projects are limited, and grid enterprises shall issue access opinions within the scope of open capacity according to regulations, and carry out innovative research on measures to improve grid connection capacity; green represents that the access and consumption conditions of distributed photovoltaic power generation projects are good, and grid enterprises shall handle them according to regulations. All districts and counties shall standardize the market order for the development and construction of distributed photovoltaic power generation, and shall not set up conditions that violate fair market competition, require supporting industries or investment, or collect project deposits in violation of regulations. Where the construction of peasant households'houses is used, the consent of peasant households shall be obtained and the written opinions of the head of household shall be obtained (the authorization letter of the head of household shall be provided on behalf of the signature), so as to effectively safeguard the legitimate rights and interests of peasant households, and the use of peasant households' houses shall not be forced to lease against the wishes of peasant households. Project investors shall not use resident information loans or disguised loans, and shall not transfer financial risks to residents. Once found, they shall be transferred to the competent authorities or judicial organs for handling, and incorporated into the public credit information platform of Chongqing in accordance with the law and regulations. Chapter III Filing Management Article 7 Distributed photovoltaic power generation projects shall be subject to filing management, and the filing authorities shall be the district and county energy authorities. The competent energy departments of districts and counties shall, in light of the actual situation, formulate and publicize the service guidelines for the filing of distributed photovoltaic power generation projects, specify the information content and procedures required for the filing of projects, improve the transparency of work, and provide guidance and services for the main investors of projects. Article 8 Distributed photovoltaic power generation projects shall determine the subject of filing according to the principle of "who invests and who files". If a distributed photovoltaic power generation project invested and constructed by a non-natural person has been filed by a natural person before the issuance of the Measures for the Development and Construction of Distributed Photovoltaic Power Generation by the State Energy Administration, the subject of the filing may not be changed, and the project shall still be managed according to the type of the original filing project, but the subject of the project investment shall, after consultation with the natural person, take the initiative. Specify the subject undertaking the operation and maintenance of the project and the corresponding legal responsibilities; for those who fail to perform the written notification procedure, the investment subject shall undertake the responsibility for the operation and maintenance of the project. Article 9 The filing information of distributed photovoltaic power generation projects shall include project name, investment subject, construction site (specific to the red line of land use), project type, construction scale (AC side capacity), construction content (self-built or leased site construction), access mode, construction period, total investment amount of the project, etc. A project constructed by stages shall specify the construction site, construction scale, construction content, construction period and investment amount of each stage. If the non-natural person household projects with self-generated and self-used surplus electricity access to the grid are merged for filing, the allocation mode of the available electricity access to the grid shall be determined by consensus of the power generation and consumption entities. The filing subject of distributed photovoltaic power generation project shall be responsible for the authenticity, legality and integrity of the filing information. For those who provide false information, the relevant formalities shall not be handled, and the district and county energy authorities may deal with them in accordance with the relevant provisions, and include them in the abnormal credit records of the project; for those who have been filed, the district and county energy authorities shall impose administrative penalties in accordance with the relevant provisions, and include them in the abnormal credit records of the project; For those who have been connected to the grid for power generation, the district and county energy authorities shall deal with and cancel the grid connection in accordance with the relevant provisions, and the relevant risks shall be borne by the project investors themselves. For distributed photovoltaic power generation projects for natural and non-natural households, materials such as real estate ownership certificates shall be provided, and the project investors shall be responsible for the authenticity of the ownership certificates obtained. Article 10 The investors of distributed photovoltaic power generation projects shall carry out construction in accordance with the information on record, and shall not change the important matters of the information on record on their own.After the project filing, if the project legal person changes, the project construction site, scale and content change significantly, or the project construction is abandoned, the project investor shall promptly inform the filing authority and modify the relevant information. The project investor can re-select the applicable access mode of the project type according to the load of the power user and its own operating conditions, and can change the access mode once within the whole life cycle of the project, and at the same time change the filing and inform the filing authority. Power grid enterprises shall assist in the adjustment of grid connection, and project investors shall re-sign grid-connected dispatching agreements and power purchase and sale contracts with power grid enterprises and their dispatching agencies before connecting to the grid. If the load of large-scale industrial and commercial distributed photovoltaic power users has changed greatly and is planned to be adjusted to a centralized photovoltaic power station, the competent energy department of the county where the project is located shall apply to the Chongqing Energy Bureau by consensus, explaining the reasons and formulating the grid connection adjustment plan. Chongqing Energy Bureau will transfer the projects that really need to be adjusted to the grid enterprises for grid connection verification, and reply to confirm the projects that have the conditions for grid connection and absorption. After the confirmation is obtained, the project investor shall go through the formalities of filing and changing with the competent energy department of the district and county, and the power grid enterprise shall assist the project investor in the adjustment of the grid connection in accordance with the requirements of the construction and management of the centralized photovoltaic power station. Article 11 Chongqing Energy Bureau, relying on the national information management platform for renewable energy power generation projects, organizes the establishment of archives and cards for distributed photovoltaic power generation projects. The competent energy departments of districts and counties shall supervise and guide the distributed photovoltaic power generation projects within their jurisdiction to complete the filing and filing of the cards within one month after the completion of the grid connection. Power grid enterprises regularly provide information on new distributed photovoltaic grid-connected projects to district and county energy authorities every month, and synchronously submit it to Chongqing Energy Bureau and National Renewable Energy Information Management Center. Distributed photovoltaic power generation projects in the national renewable energy power generation project information management platform, power grid enterprise marketing system and power trading platform for the record of the main information of power generation, project information should be consistent. Chapter IV Construction Management Article 12 Before the implementation of a distributed photovoltaic power generation project, the investor shall ensure that the construction site is legal and compliant, that the procedures are complete and that the property rights are clear, and shall evaluate the usable life of the roof and the safety of the surrounding environment to ensure the safety and feasibility of the construction. Before the implementation of non-natural household photovoltaic, general industrial and commercial photovoltaic and large-scale industrial and commercial distributed photovoltaic power generation projects, the investor shall conduct a third-party assessment of the roof load capacity. The investor of distributed photovoltaic power generation project can start construction only after obtaining the project filing certificate and the grid-connected opinions of the grid enterprise; if the project is started in violation of regulations without obtaining the filing, grid opinions and the third-party evaluation report of roof load capacity, it shall not be connected to the grid, and the district and county energy authorities shall deal with it in accordance with the relevant provisions. Article 13 For non-natural household distributed photovoltaic, the contract and agreement signed by the project investor and the natural person shall have equal responsibilities, rights and interests, and shall not transfer unreasonable responsibilities and obligations, nor infringe upon the legitimate rights and interests of the natural person by means of deception or inducement. The signed contract and agreement recommend the use of the standard contract (model) for non-natural household distributed photovoltaic power generation issued by the National Energy Administration. Before the standard contract (model) is issued, the project investor does not need to suspend the business of non-natural household distributed photovoltaic power generation. Article 14 Distributed photovoltaic power generation projects shall conform to the requirements of relevant national and local laws, regulations and norms, and shall not conflict with territorial spatial planning and urban planning. Projects that have been included in relevant cultural and tourism planning and demolition plans shall not be filed in principle. Article 15 Distributed photovoltaic power generation projects using buildings (structures) and their ancillary sites shall meet the relevant requirements of building structural safety, fire protection, waterproofing, wind protection, ice and snow protection, lightning protection and other requirements, and reserve space for operation and maintenance. For the use of new buildings and their ancillary sites, the construction mode of building photovoltaic integration is encouraged to be adopted, which is synchronized with the planning, design and implementation of the main building. In accordance with the principle of simplicity and efficiency, the use of existing buildings and their ancillary sites can be exempted from the procedures of land pre-examination, site selection, planning permission and energy-saving assessment under the conditions of meeting the construction requirements. Article 16 Distributed photovoltaic power generation projects shall be reasonably arranged 17 Photovoltaic modules, inverters and other equipment used in distributed photovoltaic power generation projects shall be certified by the certification bodies prescribed by the State and meet the relevant technical requirements for access to the grid. The main body engaged in the design, construction, installation, commissioning, operation and maintenance of distributed photovoltaic power generation projects should meet the corresponding qualification requirements. The construction of distributed photovoltaic power generation projects should strictly implement the relevant management regulations and standards for construction projects and safety production, ensure the quality and safety of project construction, and do a good job of acceptance. Article 18 Project investors are encouraged to explore the construction of distributed photovoltaic diversified application scenarios, support districts and counties to explore the construction of incremental distribution network, virtual power plant, smart micro-grid and large power grid benefit coordination and sharing mechanism, promote the integrated development of source, network, load and storage, and promote the construction of distributed photovoltaic power grid. Research and promote the integration of energy exchange, integration of light storage and charging, Distributed photovoltaic + of Distributed 20 Chongqing Energy Bureau regularly organizes relevant units such as district and county energy authorities, power grid enterprises and their dispatching agencies to evaluate the carrying capacity and improvement measures of distributed photovoltaic power generation access to the grid in accordance with relevant standards and norms, and guides the scientific and rational distribution of distributed photovoltaic power generation. When there is a shortage of open capacity in some regions, power grid enterprises and their dispatching agencies should carry out systematic research in a timely manner, coordinate the scale of distributed photovoltaic power generation, the growth of electricity load, the development conditions of various regulatory resources and the technical and economic factors of power grid transformation, formulate comprehensive solutions, provide them to the district and county energy authorities in a timely manner, and submit them to Chongqing Energy Bureau after summarizing. The Central China Regulatory Bureau of the State Energy Administration supervises the above-mentioned work carried out by power grid enterprises and their dispatching agencies, and puts forward supervision suggestions. Article 21 The process of grid-connected distributed photovoltaic power generation projects mainly includes the acceptance and reply of grid-connected applications, the formulation and review of access system design schemes, the signing of contracts and agreements, and the acceptance and commissioning of grid-connected projects. Article 22 When an investor of a distributed photovoltaic power generation project applies to a power grid enterprise for access to the power grid, Project filing certificate (natural household distributed photovoltaic power generation projects can provide project filing information), grid-connected letter of intent, investment subject qualification certificate (non-natural household and general industrial and commercial, large-scale industrial and commercial distributed photovoltaic power generation projects need to provide business license, etc; Natural person household distributed photovoltaic power generation project shall be provided with a copy of the resident identity card, etc.), power generation address ownership certificate (real estate ownership certificate, etc.; when the project investor and the owner of the building and its ancillary places are not the same subject, the use or lease agreement of the building and its ancillary places signed by the project investor and the owner shall also be provided) and other related materials. In addition to natural household distributed photovoltaic power generation projects, other types of distributed photovoltaic power generation projects should also provide information such as roof load monitoring reports issued by third parties and the progress of preliminary work of the project. After receiving the letter of intent for project grid connection, the power grid enterprise shall give a written reply within two working days after checking the integrity and consistency of the data. If it fails to reply within the time limit, it shall be deemed to have been accepted. When the exploitable capacity is insufficient, the power grid enterprise shall inform the project investor and register in accordance with the order of application for access to the power grid, and go through the relevant formalities in time when the conditions are met. Article 23 Power grid enterprises shall provide free access system related schemes for natural household distributed photovoltaic power generation projects, while other types of distributed photovoltaic power generation projects shall be designed by the project investors and submit access system design scheme reports to power grid enterprises. After receiving the report on the design scheme of the access system, the power grid enterprise shall give a written reply within two working days, and if it fails to reply within the time limit, it shall be deemed to have been accepted. After accepting the design scheme of the access system, the power grid enterprise shall organize research according to the national and industrial technical standards, and issue a written reply to the project investor, in which: if the voltage level of the access system is 35 kV or below, the reply shall be issued within 10 working days; if the voltage level of the access system is 110 kV, the written reply shall be issued within 20 working days. Article 24 The main investors of power grid enterprises and distributed photovoltaic power generation projects shall determine the investment interface division of access system engineering (including collection stations and booster stations, the same below) according to the demarcation point of property rights, and strengthen the investment construction and upgrading of public power grids and user-specific power grids according to the property rights relationship, respectively. To ensure that new distributed photovoltaic power generation projects achieve "observable, measurable, adjustable and controllable" capabilities. Power grid enterprises shall measure the total power generation and on-grid electricity of distributed photovoltaic power generation projects separately, and provide and install meters free of charge. When the distributed photovoltaic power generation project is connected to the grid by centralized confluence, the grid enterprise is responsible for providing the connection point between the distributed photovoltaic power generation project and the public grid. In principle, the relevant confluence facilities and supporting facilities for grid connection are invested, constructed, operated and maintained by the main investor of the power generation project.Article 25 Investors of distributed photovoltaic power generation projects with full access to the grid and self-use surplus electricity shall sign power purchase and sale contracts with grid enterprises before grid-connected operation, and all kinds of distributed photovoltaic power generation projects shall also sign the Grid-connected Dispatching Agreement with grid enterprises and their dispatching agencies before grid-connected operation. According to the relevant regulations, distributed photovoltaic power generation is exempted from the power business license. Article 26 Distributed photovoltaic power generation projects shall scientifically and reasonably determine the capacity ratio, and grid-related equipment must meet the requirements of relevant national and industrial technical standards and norms, and pass the testing and certification of state-recognized testing and certification institutions. After passing the test and certification, the power grid enterprise shall not require repeated testing, and if there is any objection, it shall report to the Municipal Energy Bureau for a ruling. After the completion of the distributed photovoltaic power generation project, the project filing subject shall apply for grid connection acceptance and provide the grid enterprise with: (1) technical parameters, type certification report or quality inspection certificate of main equipment, including power generation, inverter, substation, circuit breaker, knife switch and other equipment; (2) qualification certificate of the subject in the project design, construction, installation, commissioning and other links; (3) Project commissioning report of the Owner before grid connection; (4) Project acceptance report of the Owner before grid connection; (5) records of equipment electrical test, relay protection setting, communication joint commissioning, electric energy information acquisition and commissioning before grid connection. Natural household distributed photovoltaic power generation projects should also provide purchase invoices for photovoltaic modules and inverters, and grid enterprises should review the consistency between the purchase invoices and the investors of the registered projects, and the inconsistent ones should not be connected to the grid. The project can be connected to the grid and put into operation only after the grid enterprises have passed the acceptance of the grid-related equipment and the grid-connected commissioning. Chapter VI Operation and Management Article 27 The main body of investment in distributed photovoltaic power generation projects is the main body responsible for the safe production of projects, and shall implement the national and industrial regulations on safe production management, and strengthen the safe production management in the whole process of project construction and operation according to law. If the distributed photovoltaic power generation project has not generated electricity for six consecutive months and the on-site power generation equipment has been dismantled, the power grid enterprise shall inform the project investor or publicize it to the society, cancel the account, and send the cancellation information to the filing authority synchronously; if the account has been cancelled or the installation address has been relocated, the registration and grid connection procedures shall be re-handled. The relevant departments of districts and counties responsible for the supervision of safety production of distributed photovoltaic power generation shall establish a coordination mechanism and strengthen the supervision of safety production in accordance with the law and regulations. Article 28 The competent energy departments of districts and counties shall urge the investors of distributed photovoltaic power generation projects and power grid enterprises to submit relevant information to the national renewable energy power generation project information management platform and the national new energy power consumption monitoring and early warning platform in a timely manner in accordance with relevant requirements, and fill in and update the contents of project filing and card establishment. Power grid enterprises should do a good job of classified statistics and monitoring. Article 29 Power grid enterprises take districts and counties as units, announce the situation of distributed photovoltaic grid-connected and absorption to the public through relevant channels at the beginning of each quarter, and do a good job of forecasting and analysis. For the problems reflected by the investors of distributed photovoltaic power generation projects, the district and county energy authorities should coordinate, supervise and correct them in time with the relevant units such as power grid enterprises, and monitor and evaluate the proportion of self-generated and self-consumed electricity of industrial and commercial distributed photovoltaic power generation projects. Chapter VII Supplementary Provisions Article 30 Matters not covered in these Rules shall be implemented in accordance with the Measures for the Development and Construction of Distributed Photovoltaic Power Generation and the relevant provisions of the State Energy Administration. Article 31 The Chongqing Municipal Energy Administration shall be responsible for the interpretation of these Detailed Rules, which shall be implemented from the date of promulgation, and shall be adjusted in time according to the development of distributed photovoltaic power generation. The validity period shall be consistent with the Measures for the Development and Construction of Distributed Photovoltaic Power Generation issued by the State Energy Administration. Where there are other provisions of the State during the period of implementation, such provisions shall prevail.
