plan for the in-depth implementation of General Secretary Xi Jinping's important speech during his visit to Henan Spirit, implement the deployment of the Ninth Plenary Session of the Eleventh Session of the Provincial Party Committee, foster and strengthen strategic emerging industries, look forward to the layout of future industries, promote the construction of modern industrial system in our province to achieve new results, accelerate the construction of a strong manufacturing province, and formulate this action plan.
First, the overall requirement
is to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, fully implement the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee, focus on the "1 + 2 + 4 + N" target task system, seize a new round of scientific and technologic al revolution and industrial transformation opportunities, and strive to build a well-off society in an all-round way. We should adhere to the main direction of high-quality development of manufacturing industry, take scientific and technological innovation as the guide, take the upgrading of strategic emerging industries and the industrialization of frontier technologies as the main line, take the construction of industrial chains as the grasp, coordinate key technological breakthroughs, key product cultivation, application scenario traction and ecological system construction, and accelerate the cultivation of strategic emerging industries. Promote the future industry to gradually become a new economic growth point, create a new engine for industrial development, develop new quality productivity according to local conditions, and provide strong support for striving to write a new chapter of Chinese-style modernization in the Central Plains.
By 2027, the added value of strategic emerging industries in the province will increase by more than 11% annually, accounting for more than 27% of the added value of industries above the scale. The construction of the future industrial system will be accelerated, and the successive development pattern of future industries and strategic emerging industries will be formed. We will lay out about 50 R & D and innovation platforms at or above the provincial level, break through 50 leading technologies and key core technologies, cultivate about 50 leading enterprises with industrial ecological dominance, create 100 typical application scenarios, and build about 8 national-level strategic emerging industrial clusters and national advanced manufacturing clusters.
2. Key directions
(1) Promoting the integration and cluster development of strategic emerging industries. We should adhere to integrated development and cluster development, highlight the extension, supplement and strengthening of the chain, and continuously upgrade the scale, energy level and competitiveness of strategic emerging industries such as new generation information technology, high-end equipment, new energy and intelligent network vehicles, biomedicine, new materials and low-altitude economy.
1. Focus on dedicated core, high-end screen, intelligent terminal, sensor and new computing power, accelerate the cultivation of new display and intelligent terminal, intelligent sensor and semiconductor, advanced computing and other industries, and form a "core screen network device" industrial ecosphere.
2. We will upgrade the high-end level of new power equipment, advanced agricultural machinery equipment, advanced engineering equipment, energy-saving and environmental protection equipment, vigorously develop high-end instruments and meters, intelligent robots, high-end CNC machine tools, high-end bearings and other major equipment and key components, and promote the intelligent and service-oriented transformation of large-scale equipment manufacturing.
3. Promote the integrated development of new energy vehicles, components and aftermarket, support vehicle enterprises to expand and improve quality, promote the research and development of intelligent network vehicles, integrate intelligent interaction, automatic cruise, vehicle-road coordination and other functions, enhance the supporting capacity of key components, and strive to achieve an annual output of 1.5 million new energy vehicles by 2027.
4. The whole chain supports the development of innovative drugs, focusing on the cultivation of biotechnology drugs, modern Chinese medicine, high-quality generic drugs, new vaccines and diagnostic reagents, and achieving breakthroughs in new medical imaging equipment, rehabilitation medical equipment and high-end implant interventional products.
5. Accelerate the iterative upgrading of superior materials such as superhard materials, new nylon materials, graphite and ceramic materials, and electronic functional materials. Promote high-quality alloys, high-performance fibers and composite materials, functional membrane materials, new display materials, new energy materials , bio-based materials, high-purity quartz materials to break through the bottleneck of industrialization.
6. Accelerate the construction of low-altitude intelligent network facilities, strengthen the research and development of unmanned aerial vehicles, electric vertical take-off and landing aircraft, and improve the industrial ecology of key components, core systems and low-altitude services.
(2) Accelerating the prospective layout of future industries. Focusing on the key directions of future manufacturing, future information, future materials, future energy, future space and future health, we will focus on the track with strong national will, wide penetration and strong lock-in effect. We will strengthen the research and development of solid-state batteries, sodium batteries, flow batteries and metal-air batteries, and promote the popularization and application of new energy storage scenarios. 3. Promote technological breakthroughs in cell and gene, synthetic biology and biological breeding, promote the integration of biotechnology and information technology, strengthen the industrialization of core strains and enzymes, and accelerate the development and application of new products in the fields of biopharmaceuticals, biochemical industry, biomaterials and biological food. 4. Develop superconducting quantum chips and quantum computer systems around quantum computing, quantum communication, quantum precision measurement and other fields, break through quantum key distribution, quantum secure communication and other technologies, develop quantum sensing, quantum detection materials and devices, and promote the application of quantum science and technology in key scenarios. 5. We will promote the R & D and application of technologies such as 5G enhanced evolution, 6G, mobile phone direct connection to satellite and computing power network, accelerate the development of next-generation optical communications and next-generation mobile communications, and build a new generation of information network system with the integration of space, earth, communication and computing, and the deep integration of facilities and applications. 6. Promote the R & D and application of nanomaterials, additive manufacturing materials, high-performance superconducting materials, biomedical materials, bionic intelligent materials and high-performance composite materials, and accelerate the large-scale development of new generation semiconductor materials and high-purity quartz materials. 3. Key actions (1) Implementing actions to enhance innovation capability. Regularly carry out key technology research in major industries in the province, and organize and implement a number of provincial science and technology plans and major projects. Promote the integration of provincial laboratories, universities and scientific research institutes into the national laboratory system, plan to build major scientific and technological infrastructure at the provincial level, and strengthen original technological breakthroughs and applied basic research. We will implement the project to enhance the capacity of industrial innovation platforms, lay out a number of new R & D institutions such as industrial technology engineering centers and manufacturing innovation centers, and build a number of concept verification centers and pilot verification platforms. Explore and implement industrial innovation projects, and promote the implementation of innovative infrastructure construction, key core technology research, independent innovation product development and iteration, application scenario expansion and other tasks. (2) Implementing enterprise echelon cultivation actions. We should innovate ways of attracting investment, accelerate the introduction of a number of scientific and technological enterprises, high-end R & D institutions and major industrial projects, support innovative enterprises to integrate upstream and downstream resources in the industrial chain, lead the formation of high-level innovation consortia, and create a number of ecology-oriented enterprises with the role of industrial chain driving and market leading. We will strengthen the cultivation of future industrial enterprises, service docking and policy support, cultivate a number of high-growth enterprises, and create a number of specialized and new "Little Giant" enterprises. Hold subversive technological innovation competitions and other activities, focusing on tapping and cultivating a number of seed projects, and accelerate the incubation of potential start-ups. Support enterprises to develop frontier technology layout and increase investment in strategic emerging industries and future industries. (3) Implementing artificial intelligence enabling actions. Deeply carry out the "AI +" action, accelerate the construction of AI industry enabling center, cultivate and promote a number of high-value application scenarios, and build a platform for AI industry resource convergence and independent ecological development. Implement the full coverage action of digital transformation of manufacturing industry, build intelligent workshops and factories, promote the extension of artificial intelligence to the whole process of R & D, design, manufacturing, operation and management, and create intelligent application scenarios such as virtual simulation design, intelligent production scheduling, intelligent logistics flow line, human-computer collaboration, etc. Accelerate the integration of artificial intelligence and synthetic biology, drugs and new materials research and development, reconstruct the R & D and design paradigm, and reshape the production and manufacturing mode. (4) Implementing scenario demonstration and leading action. Focusing on key areas such as new materials, bio-manufacturing, quantum science and technology, and future energy , we should give full play to the leading role of major scientific and technological projects and major projects, guide state-owned enterprises, key scientific and technological enterprises, universities and scientific research institutes to plan a number of high-value major scenario projects, and promote the innovation, application and breakthrough of cutting-edge technologies. Promote enterprises to increase the intensity of scenario construction and opening up, explore the market-oriented scenario cultivation mechanism, and normalize the promotion of scenario mining and publishing, supply and demand docking and construction and operation. (5) Implementing the action of upgrading the industrial chain cluster. Strengthen the construction of key industrial chains, improve the map of industrial chains, strengthen the leading role of chain owners, highlight the attraction of investment and talents by chains, and upgrade the scale and energy level of industrial chain clusters. We will strengthen the overall layout of strategic emerging industries, support key areas with advantages in the construction of major industrial projects, the application of key industries, and the construction of ecological systems, and create a number of strategic emerging industries and future industrial clusters. We will implement the action of cultivating and upgrading advanced manufacturing clusters, promote the development of superhard materials and modern agricultural machinery and equipment clusters into world-class advanced manufacturing clusters, and actively create state-level advanced manufacturing clusters such as new power equipment and intelligent terminals. We will vigorously foster cluster promotion institutions and coordinate efforts to promote scientific and technological innovation, investment and financing, and transformation and upgrading. (6) Implementing the carrier space promotion action. Optimize the construction of Zhongyuan Science and Technology City and Zhongyuan Medical Science City, innovate the cooperation mode among colleges, enterprises and universities, and enhance the ability of transformation of scientific and technological achievements and incubation of frontier technologies. Relying on the development zones to develop a number of characteristic and specialized industrial parks according to local conditions, improve the level of public services and market-oriented operation, and accelerate the gathering of upstream and downstream enterprises in the industrial chain. We will continue to promote the construction of "smart island", build a "space + incubation + fund + service + ecology" full-chain service system, promote advanced incubation, industrial chain incubation and other modes, and attract a number of "key and core technology" start-ups to land. In places where conditions permit, we should lay out and build innovative ecological communities for future industries, deepen the empowerment of all factors, and create innovative ecology. (7) Implementing the action of convergence and support of elements. We will increase financial support, establish a docking mechanism between venture capital and major projects, and attract the active participation of all kinds of industrial capital and financial capital. We will intensify the introduction of high-level talents, strengthen the construction of relevant disciplines and specialties in Colleges and universities, and build a number of future technical colleges and excellent engineering colleges. Improve the level of development and utilization of data elements, establish and improve the basic system of registration, transaction, circulation and security of data resources, promote data sharing, and support the construction of application scenarios and industrial cultivation. Establish a list of major projects, roll out a number of landmark and leading major projects, and strive for more projects to be included in the central budget funds, ultra-long-term special treasury bonds, major national science and technology projects, and key national R & D plans. 4. To organize and implement the working mechanism of fostering and strengthening strategic emerging industries and prospective layout of future industries at the provincial level, the Provincial Development and Reform Commission, the Department of Science and Technology, the Department of Industry and Information Technology, together with relevant departments, will coordinate and promote the implementation of the action plan. In light of the actual situation of industrial development, all localities should lay out key industries according to local conditions, increase investment in various elements and resources, and carry out the work in a coordinated manner. We will improve the statistical monitoring system for strategic emerging industries and future industries, and carry out statistical analysis and operational monitoring of relevant industries. Relying on relevant industry associations, societies and scientific research institutions, we should follow the development trend of frontier technology and the development direction of industrialization, strengthen trend research and policy research, and provide decision-making support for industrial development.
