It should be determined that the roof is not suitable for installation or the installation area should be reduced:

1. Old residential buildings that have been completed for more than 25 years;

2. Buildings with structural, fire protection, electrical and other safety risks;

3. Buildings with risk identification levels of C and D;

4. Buildings whose roofs (including tiles, tile bearing structures and roof platforms) have been out of repair for a long time and have structural and other safety risks;

5. Buildings that are planned to be demolished or abandoned within five years;

6. Buildings whose roofs face the shade as a whole or have a large area of shading around them;

7. Buildings with large dust, heat and corrosive gas on the roof or around;

8. Buildings with fire hazards classified as Class A and Class B;

This opinion will be implemented on a trial basis from September 5, 2023 and will be valid for one year.

one," Basic requirements

This opinion is applicable to roof distributed photovoltaic power generation projects (hereinafter referred to as projects) newly built, expanded or rebuilt in this area. Basic requirements of the project:

(I) The construction of the project shall conform to the land and space planning, and coordinate with the surrounding buildings and landscapes to ensure safe, beautiful and orderly development;

(II) The design and installation of the project shall conform to the requirements of relevant management regulations, equipment standards, construction engineering specifications and safety specifications;

(3) Project design, installation and construction units shall have the corresponding qualifications stipulated by the state;

(4) The height of the highest point of photovoltaic modules from the laying plane shall not be higher than 1.

2. Housing performance assessment requirements

(1) Building legality. The buildings supported by the project shall be legal and compliant, and it is strictly prohibited to attach to the construction of illegal buildings; the residential buildings supported by household distributed photovoltaic shall have property ownership certificates or collective land use certificates.

(2) Loadability of buildings. The project development unit shall refer to the Standard for Reliability Appraisal of Civil Buildings (GB-50292-2015), the Standard for Reliability Appraisal of Industrial Buildings (GB-50144-2019), The service life, roof type, structural design, structural materials and structural durability, structure and strength of installation parts of existing buildings are inspected and appraised according to the relevant requirements of the current national codes and standards such as the Technical Standard for Testing of Building Structures (GB/T50344-2019). 7. Buildings with large dust, heat and corrosive gas on the roof or around;

8. Buildings with fire hazards classified as Class A and Class B;

III. Project access requirements

(I) Before the construction of industrial and commercial rooftop distributed photovoltaic power generation projects, the project filing procedures shall be handled by the project investors themselves on the online approval and supervision platform of investment projects in Fujian Province, and the filing certificate shall be obtained; Before the commencement of the project, the construction scheme must be submitted to our Bureau, and the construction can be started only after our Bureau solicits the opinions of relevant departments.

(2) Natural persons who use their own houses and distributed photovoltaic power generation projects built in residential areas shall report to our Bureau on a monthly basis after registration by the district power supply company.
