(3) Negative aspects of buildings. If the following conditions are found during the project survey, it shall be determined that the roof is not suitable for installation or the installation area shall be reduced:
1. Old residential buildings that have been completed for more than 25 years;
2. Buildings with structural, fire protection, electrical and other safety risks;
3. Buildings with risk identification level of C and D;
4. Buildings with roofs (including tiles, tile bearing structures and roof platforms) that have been out of repair for a long time and have structural and other safety risks;
5. Buildings that are planned to be demolished or abandoned within five years;
6. Buildings with the overall roof facing the shade or with a large area of shading around;
7. Buildings with large dust, heat and corrosive gas on the roof or around;
8. Buildings with fire hazards classified as Class A and Class B;

III. Project access requirements
(I) Before the construction of industrial and commercial rooftop distributed photovoltaic power generation projects, the project filing procedures shall be handled by the project investors themselves on the online approval and supervision platform of investment projects in Fujian Province, and the filing certificate shall be obtained; Before the commencement of the project, the construction scheme must be submitted to our Bureau, and the construction can be started only after our Bureau solicits the opinions of relevant departments.
(2) Natural persons who use their own houses and distributed photovoltaic power generation projects built in residential areas shall report to our Bureau on a monthly basis after registration by the district power supply company.
(3) The project investor shall handle the grid-connected business of distributed generation to Zhangzhou Longhai Power Supply Company of State Grid Fujian Electric Power Co., Ltd. in accordance with the procedures.
(4) The project investor shall be responsible for the authenticity of the photovoltaic filing materials filled in, and shall not falsify them. Once found, the filing shall be revoked and punished in accordance with the relevant provisions.
4. Installation and acceptance requirements
(1) The project builder shall provide professional and technical personnel to guide the installation on site. It is strictly forbidden to illegally build buildings and structures on the grounds of installing photovoltaic power generation projects, and the maximum height of buildings after installing photovoltaic power stations must comply with existing relevant laws, regulations and local regulations.
(2) Distributed photovoltaic power generation projects shall carry out project acceptance and grid-connected acceptance procedures. In principle, the project acceptance shall be organized by the project investment enterprise itself, with the cooperation of the project general contractor or installation enterprise, and the industry association shall be encouraged to provide acceptance expert support. The project can pass the acceptance only when the supporting materials of the acceptance documents of the design, supervision and construction parties are provided; if the supporting materials cannot be provided or the acceptance documents of the three parties are inconsistent with the previous period of the project, the project will not pass the acceptance. The electronic version of the qualified acceptance materials shall be submitted to our Bureau for review, and the grid connection shall be handled only after the materials are approved. Grid-connected acceptance is organized by Zhangzhou Longhai Power Supply Company of State Grid Fujian Electric Power Co., Ltd.
(3) The project owner (investment unit) shall ensure the safe and reliable operation of distributed photovoltaic power generation, assume the main responsibility for safe production, and organize professionals to be responsible for the operation and maintenance of the power station. The operation and maintenance personnel shall carry out regular inspection and maintenance of the project, and carry out comprehensive maintenance at least twice a year. If any abnormal phenomenon is found, it shall be handled in time. Before and after special climatic conditions (such as typhoon, hail, high temperature, etc.), the frequency of inspection and maintenance should be increased appropriately.
5. Industry regulatory requirements
(1) Strengthen overall coordination in roof resource management, project establishment, project construction and grid connection, project operation, and strengthen supervision before, during and after the event.
(2) Relevant investors and engineering service enterprises shall be included in the credit information system due to the slow progress of projects or the occurrence of safety and quality problems caused by enterprises.
(3) Before the construction of the project, the project investor must be designed by an institution with the qualification of power and new energy engineering design and entrusted with supervision and supervision. When the project is completed, the site nameplate shall be made to indicate the project investment, design, installation and supervision units. After the completion of the project, expert acceptance will be carried out.
(IV) Every year, our Bureau, in conjunction with the District Construction Bureau, Administrative Law Enforcement Bureau, Emergency Bureau, Agriculture, Forestry and Water Bureau and other departments and local governments, carries out inspections on the safety and illegal construction of photovoltaic power generation projects. If the project is found to have potential safety hazards or illegal construction, the project investor shall bear the responsibility, and the investor shall cooperate with the rectification or demolition.
6. Supplementary Provisions
(1) After the promulgation and implementation of this Opinion, if the state or the province or municipality promulgates new regulations which are inconsistent with this Opinion, the latest relevant regulations of the state or the province or municipality shall be implemented.
(2) This opinion shall be interpreted by our Bureau.
(3) This Opinion shall be implemented on a trial basis from September 5, 2023 and shall be valid for one year .
