On June 22, the People's Government of Yuepuhu County, Kashgar Prefecture, Xinjiang, issued a notice to clarify the suspected fund-raising situation of the "500000 kilowatt photovoltaic power generation project in Yuepuhu County, Kashgar".
The announcement shows that the 500MW photovoltaic power generation project in Yuepuhu County of Kashgar is a cooperative framework agreement signed by the Development and Reform Commission of Yuepuhu County, Guohe Junyi (Guangzhou) New Energy Co., Ltd. It aims to promote the implementation of 500000 kilowatt photovoltaic power generation project in Yuepuhu County. The agreement is a document of intent for tripartite cooperation.
Recently, the Development and Reform Commission of Yuepuhu County found that Guohe Junyi Company was suspected of raising funds in the name of this project . To this end, the Yuepuhu County Development and Reform Commission sent a letter to the company requesting that it immediately stop the relevant acts and make a written explanation .
The Commission solemnly declares:
(1) Any unit or individual's act of raising funds from the public in the name of this project has nothing to do with the Yuepuhu County Development and Reform Commission and the Yuepuhu County People's Government;
(2) Investors shall bear any risks and losses arising from their participation in the above-mentioned fund-raising activities, and the Yuepuhu County Development and Reform Commission shall not bear any legal liability;
(3) If the financing behavior of Guohe Junyi Company is suspected of violating the law and committing a crime , the Yuepuhu County Development and Reform Commission will cooperate with the relevant departments to investigate and deal with it according to law.
Yuepuhu County Development and Reform Commission declares that according to the Hezhang County Framework Agreement signed by the three parties, the total investment of this project is fully funded by Guohe Junyi Company, and Yuepuhu County Development and Reform Commission, as a functional department of the local government, is only responsible for the mechanism formulated by the people's government of the autonomous region and the relevant bureaus and commissions. To coordinate the natural resources, ecological environment, power grid companies and other functional departments to provide policy guidance, land use nature confirmation and other project landing related services, without any investment, investment or compensation obligations . The Development and Reform Commission
of Yuepuhu County and the People's Government of Yuepuhu County have not provided any guarantee, commitment to repurchase, balance replenishment or any other form of credit enhancement for the financing of the project in any way, nor have they authorized any unit or individual to provide guarantee for the financing of the project in the name of the government. The Development and Reform Commission
of Yuepuhu County has not participated in, authorized or approved any fund-raising, crowdsourcing, investment recruitment and other activities carried out by Guohe Junyi Company or any other third party in the name of this project. In the
announcement, Yuepuhu County Development and Reform Commission reminded investors and the public that photovoltaic power generation projects with large investment scale and long recovery cycle belong to the field of professional investment. Investors should make rational judgments and prudent decisions, and not trust publicity techniques such as "government cooperation projects" and "government endorsement" ;
As for the behavior of raising funds for the unspecified public with the promise of high returns, please be alert to the risk of illegal fund-raising; at the same time, please report to the public security organ or the Development and Reform Commission of Yuepuhu County in time if any clue of illegal fund-raising in the name of this project is found.
