On December 13, Yunnan Development and Reform Commission issued the announcement of "Review Opinions on Energy-saving Report of Yuze Semiconductor Construction Project with Annual Output of 22 GW Monocrystalline Silicon Wafers".
The announcement shows that the monocrystalline silicon wafer production line project of Yunnan Yuze Semiconductor Co., Ltd. produces 3GW monocrystalline silicon wafers annually. In the existing plant, a production line with an annual output of 3GW monocrystalline silicon wafers will be added, supporting new water chillers, high and low voltage cabinets, water pumps, mechanical and electrical equipment, air conditioners and related auxiliary facilities will be added, and production equipment such as diamond wire slicers, degumming machines, inserting and cleaning machines, and sorting machines will be purchased, including 36 diamond wire slicers.
Yunnan Provincial Development and Reform Commission agreed in principle that the energy conservation report of the project passed the examination. The project review is valid for two years.

of Yunnan Provincial Development and Reform Commission on the Energy Conservation Report of Yunnan Yuze Semiconductor Co., Ltd. 3GW Monocrystalline Silicon Wafer Production Line Project Chuxiong State Development and Reform Commission:
Request of Chuxiong State Development and Reform Commission We have received the Request for Review of the Energy-saving Report on the 3GW Monocrystalline Silicon Wafer Production Line Project of Yunnan Yuze Semiconductor Co., Ltd. (CFGZH [2023] No.129). According to the relevant requirements of the Energy Conservation Law of the People's Republic of China, the Measures for Energy Conservation Review of Fixed Assets Investment Projects (Decree No.2 of 2023 of the National Development and Reform Commission), and the Notice of the Yunnan Development and Reform Commission on Strengthening Energy Conservation Review of Fixed Assets Investment Projects (Yunfa Zihuan [2017] 299). The Provincial Development and Reform Commission entrusted Yunnan Energy Conservation Supervision Center to organize relevant experts to review the energy conservation report of the project (project code: 2211-532301 -04-01-153877). The following opinions are put forward on the energy consumption, energy efficiency level, energy use process and energy conservation management measures of the project:
I. The energy conservation report of the project is approved in principle.
II. Construction Scale and Content of the Project: Annual output of 3GW monocrystalline silicon wafers . In the existing plant, a production line with an annual output of 3GW monocrystalline silicon wafers will be added, supporting new water chillers, high and low voltage cabinets, water pumps, mechanical and electrical equipment, air conditioners and related auxiliary facilities will be added, and production equipment such as diamond wire slicers, degumming machines, inserting and cleaning machines, and sorting machines will be purchased, including 36 diamond wire slicers. The annual comprehensive energy consumption equivalent value of the
project is 8761.63 tons of standard coal, the equivalent value is 23266.20 tons of standard coal, the comprehensive energy consumption per unit of monocrystalline silicon wafer is 18.10 tons of standard coal/million pieces, and the energy consumption per unit of industrial added value is 0.5556 tons of standard coal/10,000 yuan.
3. On the basis of implementing the measures of the energy-saving report, the project construction unit shall strictly implement the relevant requirements and suggestions put forward in the project evaluation opinions.
(1) We should further optimize the energy-using technology, select high-efficiency energy-saving equipment, and effectively strengthen energy-saving management.
(2) According to the Requirements and Guidelines for the Use of Energy Management System (GB/T23331), we should improve and perfect the energy supervision and management system, strictly equip energy measuring instruments according to the General Principles for the Equipping and Management of Energy Measuring Instruments in Energy-using Units (GB17167) and other standards and norms, and establish a three-level energy measurement management system. An online monitoring system for enterprise energy consumption has been built to realize data docking with provincial platforms.
(3) Construction shall be carried out in strict accordance with the energy-saving measures proposed in the project energy-saving report. After the completion of the project construction, the application for energy-saving acceptance shall be submitted in time. If the energy-saving review opinions are not implemented, the acceptance shall not be passed.
(4) Other requirements shall be implemented according to the project evaluation opinions.
4. If the construction site, construction content, construction scale and energy efficiency level of the project have changed significantly, or the actual annual comprehensive energy consumption exceeds the level of energy conservation review and approval by 10% or more, the project construction unit shall submit an application for change to the original energy conservation review authority.
5. The Chuxiong Development and Reform Commission is requested to effectively supervise and inspect the project design, construction, completion acceptance and operation management in strict accordance with the review opinions and the project energy-saving report, and to report on the implementation of the review opinions and major matters related to the project in a timely manner. In accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission), energy conservation supervision is carried out on the implementation of the project energy conservation review opinions.
6. The Development and Reform Commission of Chuxiong Prefecture is invited to further strengthen the management of energy consumption, strengthen the implementation of energy-saving objectives and responsibilities, improve energy efficiency, and ensure the completion of the target task of double control of energy consumption in the region.
7. This review opinion shall be valid within 2 years from the date of issuance. If the project fails to start construction within the time limit or the completion time exceeds the expected completion time in the energy conservation report for more than 2 years, the energy conservation review shall be re-conducted.
