On September 15, the 2025 China-ASEAN Construction Ministers Round Table was held in Guilin, Guangxi. The construction ministers and representatives of China and Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam and East Timor, the observer of ASEAN, discussed how to strengthen practical cooperation in the field of housing construction in urban and rural areas, and jointly promote housing construction in urban and rural areas to achieve higher quality and more sustainable development. It will add strong impetus to deepening the comprehensive strategic partnership between China and ASEAN. Ni Hong, Minister of Housing and Urban-Rural Development, presided over the meeting, and Xu Yong, Executive Vice Chairman of Guangxi Zhuang Autonomous Region, and representatives of the ASEAN Secretariat delivered speeches.
The China-ASEAN Construction Ministers' Roundtable has set up a practical cooperation platform for the implementation of the United Nations 2030 Agenda for Sustainable Development, the New Urban Agenda, the Global Development Initiative and the Global Governance Initiative. Since its establishment in 2023, the two sides have reached and actively implemented the Nanning Initiative and the Kuala Lumpur Consensus, continuously improved the exchange and cooperation mechanism, achieved remarkable results in the joint training of talents and technology, steadily promoted key projects such as the Sino-Singapore Tianjin Eco-city, and continuously expanded the breadth and depth of cooperation, with increasingly fruitful results. With the theme of " Digital Intelligence Enabling Cultural Inheritance Promotes High-quality Development in the Field of China-ASEAN Construction",
this round table adopted the outcome document "Guilin Initiative" to promote digital intelligence empowerment in the field of housing construction in urban and rural areas, strengthen the protection of urban and rural history and culture, and promote the construction of urban and rural areas. Build a safe, comfortable, green and intelligent "good house", vigorously implement urban renewal, jointly meet the challenges of climate change, and promote international training exchanges and other cooperation to reach important consensus.
At the round table, Ni Hong shared China's practices and experiences in building a safe, comfortable, green and intelligent "good house" through digital intelligence, improving the ability and level of urban governance, strengthening the bottom line of urban security, promoting the transformation and upgrading of the construction industry, and protecting and inheriting urban and rural history and culture.
Ni Hong pointed out that the Chinese government attaches great importance to urban work. In July this year, the Central Urban Work Conference was held, and it was proposed that a new way of urban modernization with Chinese characteristics should be found. China will take the promotion of high-quality urban development as the theme, adhere to the connotative development of cities as the main line, and promote urban renewal as an important grasp, vigorously promote the optimization of urban structure, the transformation of kinetic energy, the improvement of quality, the green transformation, the continuation of cultural context, the improvement of governance efficiency, firmly adhere to the bottom line of urban safety, and strive to build a well-off society in an all-round way. Efforts should be made to build a modern people's city that is innovative, livable, beautiful, resilient, civilized and intelligent.
Ni Hong stressed that China and ASEAN have a good foundation for cooperation and broad space for cooperation in the field of urban and rural housing construction. It is hoped that all parties will jointly implement the Guilin Initiative and further strengthen close cooperation in the areas of digital intelligence empowerment, urban and rural historical and cultural protection, "good house" construction, new town and new area construction, and urban renewal, so as to contribute to the improvement of people's well-being, the construction of "the Belt and Road" and the construction of a closer China-ASEAN destiny community. The ministers and representatives of
ASEAN countries, ASEAN observers and East Timor spoke highly of the 2025 China-ASEAN Construction Ministers' Roundtable and expressed their willingness to work with China to consolidate the existing good foundation for cooperation, continue to broaden areas of cooperation, meet challenges side by side, and create a new situation for the development of housing and urban-rural construction between the two sides.
On September 16, the 2025 China-ASEAN Mayors Forum opened. With the theme of "Building a Beautiful Home Together-Building Sustainable Development of China-ASEAN Cities", the participants conducted in-depth, pragmatic and fruitful exchanges and discussions on issues of common concern, such as urban renewal, construction of new towns and new districts, and protection of cultural heritage.
At the meeting, mayors from eight countries, including Brunei, Cambodia, Malaysia, Myanmar, the Philippines, Thailand, Vietnam and East Timor, as well as representatives of the ASEAN Secretariat, three mayors from domestic cities and representatives of relevant enterprises, made exchanges and speeches on the topic. The conference also held a signing ceremony for cooperation. During
the conference, the participants visited the China-ASEAN Architectural Science and Technology Exhibition, inspected Guilin's water system management, urban renewal and traditional building protection projects, and held symposiums and exchanges. The exhibition, with the theme of " Building a Better Future with Wisdom-China-ASEAN Jointly Building a Model of Human Settlements", fully demonstrates the history of China-ASEAN exchanges in the field of construction, as well as the most cutting-edge technologies and products in the field of urban and rural housing construction in China. During the
exhibition tour, the "good house" model room of house-car-network integrated green intelligent housing, digital technology, green materials, intelligent construction and other achievements were widely praised by ASEAN countries, ASEAN observers, East Timor construction ministers and representatives. New technologies, new materials and new applications, such as the construction industry Internet platform, urban lifeline and smart water system, and bamboo-based composite materials, will provide a new path for cooperation between China and ASEAN countries in the field of urban and rural housing construction, and promote the joint construction of more livable, intelligent and sustainable urban homes.

In order to implement the relevant policy requirements and accelerate the green low-carbon transformation and high-quality development of the cement industry, China Cement Network is scheduled for September 23-24. The 14th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference and the 6th Intelligent Summit Forum were held in Zibo, Shandong Province. This conference will bring together industry experts, enterprise representatives and many industry stakeholders to gather group wisdom and promote energy-saving, environmental protection and intelligent transformation and upgrading of the cement industry.
