According to the principle of "who accounts, who manages and who is responsible", the carbon emission data of the whole country, regions and industries should be managed and applied. To meet the requirements of dual control of carbon emissions, the National Development and Reform Commission and relevant departments have done a good job in collecting, managing and sharing carbon emissions data at different levels, relying on relevant data to carry out situation research, warning, evaluation and assessment, and timely sharing of relevant analysis results with data providers.

(3) Strengthen the implementation of dispatch. All regions should formulate specific plans for the implementation of relevant work, effectively strengthen the construction of the statistical accounting system of carbon emissions in the region, consolidate the relevant basis of statistical accounting of carbon emissions, and make a forward-looking analysis of carbon emissions in the region. The National Development and Reform Commission, in conjunction with relevant departments, will conduct timely dispatch and inspection of the implementation of various regions, and provide supervision and assistance to areas where the progress of work is lagging behind.
