The notice made it clear that the requirements of standards and norms should be strictly implemented, and new residential projects should implement the new standards. All localities should urge the participating units to strictly implement the mandatory standards for construction projects, design units should not reduce the design standards in the name of "optimizing design", and construction units should strictly prohibit construction in violation of construction technical standards. From the date of implementation of the Code for Residential Projects, new residential projects should be implemented in strict accordance with the new standards. All localities should fully implement the standards of sound insulation, odor prevention and waterproofing of residential buildings, and refine the requirements of relevant technical measures in light of actual conditions. Strict examination of construction drawing design documents
should be carried out, and sound insulation, odor prevention and waterproofing should be taken as the key points of examination. All localities should urge the construction units to submit the construction drawing design documents of residential projects to the relevant institutions for examination in a timely manner, and guide the examination institutions to take the design of residential sound insulation, odor prevention and waterproofing as the key points of examination. Attention should be paid to active noise reduction and passive sound insulation design measures for residential sound insulation. Attention should be paid to the detailed design of floor drain, exhaust flue, drainage pipe trap and other parts of residential odor prevention. Residential waterproofing should follow the principle of "combination of prevention and drainage, drainage first", and pay attention to the completeness of drainage and waterproofing measures. To strengthen supervision, the participating units shall not modify the qualified construction drawings without authorization, and if they really need to be modified, they shall be submitted to the original examination body for examination in accordance with the regulations.
We should pay close attention to the inspection of materials entering the site and resolutely prevent inferior "engineering windows" and floor drains from flowing into construction sites. All localities should strictly implement the system of inspection before use of building materials, intensify supervision and inspection, promote testing institutions to sample at the construction site, ensure the randomness and representativeness of samples, and strictly prohibit false sampling and sample delivery. To guide the participating units to properly increase the proportion of sampling inspection of key materials such as doors and windows, floor drains and waterproof rolls, and to further expand the scope of sampling inspection if there are non-conformities. For external windows, the diagonal size, wall thickness of main profile, glass thickness, air tightness, water tightness, wind pressure resistance, etc. Shall be mainly inspected; for floor drains, the material quality, water seal depth, sealing structure, etc. Shall be mainly inspected, and those failing to pass the inspection shall be removed from the construction site as required.
It is necessary to carry out physical performance testing and incorporate the test results into the residential quality guarantee. Before the completion and acceptance of residential projects, all localities should urge construction units to organize physical performance tests such as sound insulation, odor prevention and waterproofing. Residential sound insulation performance testing focuses on the air sound of doors and windows, household walls, and the impact sound of floors. After the installation of the exhaust duct system is completed, the air tightness, ventilation power and roof hood shelter performance shall be tested. Residential waterproofing should not only detect waterproofing, but also detect drainage. Supervise and urge the construction unit to incorporate the test results into the residential quality guarantee.
The circular stressed that supervision and inspection of the whole chain should be organized, and enterprises that violate regulations and break faith should be severely punished according to law. All localities should organize and carry out supervision and inspection of the whole chain of new residential engineering design, materials, construction and acceptance, and timely notification of problems found. Strengthen credit management and market on-site linkage, seriously investigate and expose units and individuals who have been ordered to stop work in an all-round way due to quality accidents or serious quality problems, as well as those who cut corners and do not follow the drawings, strengthen penalties such as qualifications and employment restrictions, strengthen credit punishment in accordance with the law and regulations, and implement market prohibition measures.
All localities should strengthen organizational leadership, consolidate territorial responsibilities, deploy and carry out key renovation according to local conditions, regularly dispatch and make solid progress. We should strengthen scientific and technological support, organize expert teams, thoroughly analyze the causes of housing quality problems in the region, and on the basis of collecting practical technologies for the benefit of the people, break through the technical landing blockages and guide enterprises to practice and promote them. We should establish the concept of "delivery is qualified", actively publicize good experiences and practices in the process of renovation, and create a good social atmosphere for the masses to provide high-quality housing.
