Experience and practice 2: Promote the transformation and application

With the docking and publishing mechanism of intelligent construction scenarios as the starting point, the representative products in the field of modular construction are assembled farm houses, intelligent construction robots, UAV inspection, intelligent steel bar processing and distribution, intelligent electrical and fire fighting equipment, on-site intelligent laboratories, intelligent modular houses and other intelligent equipment and construction robots. As well as intelligent cloud field system, AI + automatic design, multi-dimensional collaborative design and large model, three-dimensional reconstruction and other digital survey and design technologies to promote the deep docking of intelligent construction technology product capabilities with project demanders. Intelligent construction, assembly building, standardized construction technology and on-site observation of building seismic isolation technology are organized synchronously. Relying on the platform of Hefei Market View Company, we will collect competent enterprises in the field of intelligent construction and launch the "Smart July, New Infrastructure Scenario Opportunities" release campaign. Through a series of scene application innovation, the successful introduction of track quantum precision measurement and inspection technology has brought a revolutionary breakthrough to the safety monitoring of Hefei Metro. As a typical case, the transformation of this achievement has been reported in CCTV's "Morning News" column. Anhui Guoke Huijian Intelligent Steel Bar Binding Robot and Tenghui Unmanned Tower Crane Technology were tested and applied in the project of Anhui Construction Engineering Sanjian Business School of China University of Science and Technology. In 2024, Hefei promoted three sets of technical achievements such as railway track unmanned intelligent monitoring system to be identified as the first set of major technical equipment at the provincial level in 2024. Since the pilot project was launched, eight sets of intelligent construction equipment have been identified as the first set at the provincial level. BIM technology is used for digital aided design to realize the application of BIM forward design, drawing and model verification, pipeline comprehensive scheme design and deepening design. The project of Xinqiao Campus of Hefei No.6 Middle School uses the self-developed AI + multi-dimensional construction management integrated cloud platform to carry out fine management from six aspects of human, machine, material, method, environment and measurement. The application of construction robots and intelligent equipment, such as surveying robots, ground leveling robots, ground polishing robots, steel structure welding robots and intelligent unmanned construction elevators, has been implemented in stages from project surveying and mapping, foundation pit excavation, main body construction and decoration, which effectively improves the operation efficiency. Hefei Museum project uses intelligent inspection system to automatically identify diversified information such as quality, safety and progress, and constructs a closed-loop management of "on-site collection-cloud analysis-remote decision-making" to realize 7 X 24 hours dead-angle monitoring of key construction parts, which reduces the manpower input of on-site inspection by 80%, and improves the efficiency of identifying hidden dangers of quality and safety by three times. The response time for problem rectification has been reduced from 48 hours to 6 hours. The project of IFLYTEK Artificial Intelligence R & D and Production Base (Phase I) upgraded the refined operation and maintenance management mode through the intelligent operation and maintenance system. It is expected that the number of operation and maintenance personnel will be reduced by 40% compared with the traditional mode, and the operation and maintenance efficiency will be increased by 50%. Through the demonstration and guidance of these pilot projects, Hefei has gradually formed a replicable and popularizable intelligent construction experience. In addition, in order to further strengthen the management of pilot projects of intelligent construction and pilot enterprises (industrial bases), Hefei issued the Guidelines for the Evaluation of Intelligent Construction in Hefei in 2025, and implemented the three-tier evaluation mechanism of "en terprise self-evaluation-expert evaluation organized by county and district management departments-unified release by municipal construction authorities". It is also linked to credit evaluation and evaluation.

The self-developed intelligent exterior wall spraying robot of Anzhong Information Technology Co., Ltd. is the first one at home and abroad. Compared with the cost of manual operation, it has been reduced by 20%, and has been successfully mass-produced to many construction sites. Rongshida's Rongpin Science and Technology Housing Development Co., Ltd. has launched intelligent modular integrated houses such as science and technology villas, smart cabins, smart fungus houses, public service cabins and Chinese-style buildings to truly realize "building a home like a car". These typical cases provide a reference for other enterprises and projects, and promote the wide application of new technologies and products of intelligent construction in Hefei.
Experience 5: Actively build an Internet platform
for the construction industry Hefei actively promotes the construction of an Internet platform for the construction industry to enhance the synergy of the industrial chain. Since 2023, our province and the Ministry of Housing and Urban-Rural Construction have jointly promoted the construction of "China Construction (Anhui) Internet Platform", striving to build the platform into a central hub for the transformation of the construction industry and an important support for the high-quality development of China's construction industry. Hefei takes Hefei Economic and Technological Development Zone, a state-level prefabricated building industry base, as a provincial-level construction industry Internet pilot area, and synchronously constructs Hefei Intelligent Construction and Construction Industrialization Collaborative Sub-Platform to explore and promote the digital management of the whole process of prefabricated building from survey and design, factory production to construction management in a small incision way. At present, Hefei Intelligent Construction and Building Industrialization Collaborative Sub-Platform and Mobile Terminal have been developed and launched, and pilot applications have been carried out in two projects of Haiheng International Experiential Commercial District and Songgu Mingcui. More than 20 business investigations have been carried out by participating units, and more than 150 module optimizations have been completed. In addition to the list of replicable experiences and practices issued by the
Ministry of Housing and Urban-Rural Development, Hefei has also actively tried to strengthen policy support, improve standards and norms, innovate regulatory methods, and improve supporting capabilities, and has taken a series of solid measures to promote the pilot work of intelligent construction. In 2024, Hefei issued the Technical Guidelines for Intelligent Construction of Construction Projects in Hefei to guide enterprises to integrate and apply intelligent construction technology according to local conditions. The platform includes the BIM construction drawing review system and the prefabricated building supervision system. The BIM construction drawing review system realizes the automatic auxiliary review of the specifications based on the BIM model, which improves the quality and efficiency of the construction drawing review; The assembly building supervision system realizes the online management of assembly business, construction site dust and engineering quality inspection business, and improves the supervision efficiency. In 2025, Hefei issued the Notice on the Examination of BIM Intelligent Assistant for Trial Construction Drawings and the Notice on Accelerating the Promotion and Application of Intelligent Construction Technology (Trial). Large public buildings, underground garages of more than 10000 square meters, three-star green buildings and assembly building projects invested by the new government clearly require the consistency review of drawings and models and the BIM intelligent assistant review of construction drawings, and require the government to invest in new construction projects of more than 20000 square meters to promote the application of intelligent construction technology in an all-round way.Through rigid policy constraints, the development of intelligent construction is escorted. At the same time, focusing on industrial cultivation, Hefei is collecting and selecting leading enterprises and industrial bases in pilot cities for intelligent construction. Around the large-scale popularization and application of construction robots, the Guidelines for the Application of Construction Robots and the Supplementary Quota for Construction Robots are being organized and compiled.
In recent years, our province has taken intelligent construction as the starting point and the construction of China Construction (Anhui) Internet platform as an opportunity to accelerate the formation of new quality productivity in the construction industry and promote the transformation and upgrading of construction industrialization, digitalization and greening. The five experiences and practices were selected into the list of the Ministry of Housing and Construction, which is the recognition of Hefei's intelligent construction work. With the approaching of the target period of pilot construction in 2025, Hefei will accelerate the development of intelligent construction with the attitude of "catching up", constantly explore new modes and technologies of intelligent construction, provide more "Hefei experience" for the development of national intelligent construction, and promote the development of construction industry to a higher quality and more intelligent direction.
