Notice on Further Strengthening the Quality Management of Ready-Mixed Concrete (Draft for Soliciting Opinions)
Shaoguan High-tech Zone, South China Equipment Park, Housing and Construction Departments of Counties (Cities and Districts), All relevant units:
in accordance with the relevant requirements of the Measures for the Administration of Quality Inspection of Construction Projects (Decree No.57 of the People's Republic of China on Ministry of Housing and Urban-Rural Development) and the Provisions of Guangdong Province on the Administration of the Development and Application of Bulk Cement and New Wall Materials (Decree No.309 of the People's Government of Guangdong Province), We will further strengthen the supervision and management of the ready-mixed concrete (mortar) industry in our city and promote the quality of construction projects. The relevant work is hereby notified as follows:
1. Strengthen the production and transportation management
of ready-mixed concrete (1) Improve the quality management system. The production enterprise of ready-mixed concrete shall be responsible for the production quality of ready-mixed concrete, establish a complete product quality assurance system and product quality tracking system, organize production in strict accordance with relevant laws, regulations and technical standards, strengthen the factory inspection of ready-mixed concrete, and ensure the quality of ready-mixed concrete.
(2) Strengthen the inspection of raw materials entering the factory. Ready-mixed concrete production enterprises should establish and improve the management system of raw material procurement and use, and the account of raw material use and testing. Effectively strengthen the management of raw material suppliers, maintain the stability of raw material supply, and realize the traceability of raw material quality.
(3) Standardize the management of mix proportion. Ready-mixed concrete production enterprises should establish the account management of mix proportion. In the production process, the production feeding data shall be uploaded in real time, and the relevant quality information shall be timely and accurately input into the Shaoguan Ready-mixed Concrete Industry Information Service Platform (hereinafter referred to as the "Service Platform").
(Four) strengthen the quality control of the transportation process. The ready-mixed concrete production enterprise shall inspect the uniformity and slump of the ready-mixed concrete mixture loaded by each mixer truck before leaving the factory, and make records for the record. It is strictly prohibited to add water to the concrete in the mixing drum.
2. Strengthen the supervision and management
of ready-mixed concrete entering the site (5) Strengthen the management of concrete material submission. Ready-mixed concrete production enterprises should provide relevant quality certification documents in time, including concrete delivery list, concrete production quality information registration receipt issued by service platform (hereinafter referred to as "receipt") and other information, so as to realize traceable management of concrete quality. When the construction unit and the supervision unit examine the concrete mobilization, they must check the receipt and allow the party to enter the site, and take the receipt as one of the necessary quality certification documents for the material submission.
(6) Implement on-site quality control procedures. The construction unit shall purchase and use the ready-mixed concrete produced by the ready-mixed concrete production enterprise with corresponding qualification and good quality reputation. Under the supervision of the construction or supervision unit, the construction unit shall conduct joint acceptance with the ready-mixed concrete production enterprise for each truck of concrete entering the site, and check the quality certification documents one by one. The construction unit shall formulate a management system for ready-mixed concrete specimens on the construction site, and reserve concrete specimens in strict accordance with the specifications, standards and construction schemes. Specimens shall be made in accordance with the batch specifications of ready-mixed concrete, and the sampling, making, marking and curing of specimens shall be carried out in strict accordance with relevant technical standards and operating procedures. Concrete specimens without marks, with non-standard marks or with information that cannot be read shall not be left on the construction site. The concrete specimen for standard curing shall be cured in the concrete laboratory set up on the construction project site, and the temperature of the concrete standard curing room shall be 20 ℃ 2 ℃, and the relative humidity shall be more than 95%. The concrete specimen cured under the same condition shall be placed beside the corresponding concrete component in the structural entity for curing under the same condition. The curing method shall be consistent with that of the structural entity, and the curing record shall be made. Ready-mixed concrete production enterprises shall not make and maintain concrete specimens instead of construction units.
(7) Carefully perform supervision duties. The supervision unit shall strengthen the management of the whole process of on-site witness sampling and pouring of ready-mixed concrete, and input the sampling location, time, photos, pouring position, appearance quality, slump and other supervision information into the service platform. If there is no project entrusted to the supervision unit, the relevant information shall be entered by the construction unit in the service platform.
3. Strengthen the quality acceptance management
of ready-mixed concrete (8) Strengthen the inspection management of concrete specimens. Testing units should collect samples and collect data in real time on the basis of receipts, strengthen the management of sampling, testing and reporting of concrete specimens, and strictly prohibit fraud.
(9) Strengthen the management of project completion acceptance data. Strengthen the management of project acceptance data. Construction, construction and supervision units shall check the concrete delivery list, receipt, raw material factory certificate, inspection report, as well as the certificate of sand and chloride ion content for ready-mixed concrete production. The construction and supervision units shall incorporate the receipt and the factory certificate of commercial concrete into the acceptance data of the sub-divisional and sub-divisional works using concrete.
4. Strengthen the quality supervision and management
of ready-mixed concrete (10) Strengthen industry self-discipline. Industry associations should do a good job in further strengthening the publicity and guidance of the quality management of ready-mixed concrete. All testing institutions and ready-mixed concrete production enterprises should strengthen management and ensure production to meet the needs of industry development and management.
(11) Implementing territorial management responsibilities. Competent departments at all levels should further strengthen supervision over the whole process of production, construction and testing of ready-mixed concrete, and earnestly fulfill their territorial management responsibilities. We should strictly implement the quality inspection system, strengthen the supervision and law enforcement inspection of the production, construction and quality inspection of ready-mixed concrete by means of random spot checks and special inspections, supervise and rectify the problems found, and strictly investigate and punish the violations of existing relevant laws, regulations and standards according to law.
5. Other requirements
This Notice shall be formally implemented as of November 1, 2025. As of the date of implementation, the parts of housing construction and municipal infrastructure projects under construction in the city that have not yet been concreted shall implement the requirements of quality control and information management in accordance with this Notice. All ready-mixed concrete professional contracting qualified enterprises in the city should access the service platform before October 30, 2025.
