Previously, Zhongdi Yingang Construction Group Co., Ltd., as the top six of the top 100 construction enterprises in China for four consecutive years, has attracted more than 800 enterprises in the country with high frequency and average annual success.
The company is located in Baotou City, Inner Mongolia. Although the law clearly stipulates that registered constructors cannot act as project leaders in two or more projects at the same time, the company, which has 372 registered constructors, has won 818.75 projects annually with registered constructors as project leaders in the four years from the beginning of 2020 to the end of 2023. Obtain the first-class qualification of general contracting for highway engineering construction, general contracting for electric power engineering construction, general contracting for mining engineering construction, general contracting for petrochemical engineering construction and professional contracting for steel structure engineering by deception.
The Ministry issued the Notice of Opinions on the Revocation of Administrative Licensing by Ministry of Housing and Urban-Rural Development (Jian Du Tuo Gao Zi [2024] No.113) in accordance with the law, which was signed and received by your unit on January 2, 2025, and submitted a written statement and application for hearing. After research, the application matters of your unit do not fall within the scope of the hearing. The Ministry decided not to accept the statement.
According to Articles 69 and 79 of the Administrative Licensing Law of the People's Republic of China and Articles 29 and 36 of the Regulations on the Qualification Management of Construction Enterprises, The Ministry has decided to revoke the administrative license of your unit for general contracting of highway engineering construction at the first level, general contracting of electric power engineering construction at the first level, general contracting of mining engineering construction at the first level, general contracting of petrochemical engineering construction at the first level and professional contracting of steel structure engineering at the first level, and shall not apply for the above administrative license again within three years from the date of revocation.
If you are not satisfied with this decision, your unit may apply to our Ministry for administrative reconsideration within 60 days from the date of receipt of this decision or bring an administrative lawsuit to the people's court within 6 months.
