The first is to expand the scope of policy support for urban village reconstruction.
The notice clearly States that projects with balanced funds and mature compensation schemes in prefecture-level cities can be included in the scope of policy support. According to the notification requirements, the scope of policy support for urban village reconstruction has been further expanded from the initial 35 mega-cities and large cities with a permanent population of more than 3 million to nearly 300 cities at or above the prefecture level. Eligible urban village reconstruction projects in these cities can receive policy support: they are included in the scope of local government special bond support, development and policy financial institutions provide special loans for urban village reconstruction, apply preferential tax and fee policies, and encourage commercial banks to provide loans for urban village reconstruction in accordance with the principles of marketization and legalization, so as to ensure the smooth progress of the projects.
The second is to promote the monetization and resettlement of urban villages.
The circular stressed that all localities should take into account the local real estate market situation, take into account the stock and increment of commercial housing as a whole, proceed from reality, steadily promote the monetized resettlement of urban villages, and refer to the implementation of urban dilapidated housing transformation. By means of monetized resettlement, the transformation of villages in cities can better meet the needs of people to choose their own housing types and locations, shorten the transition time of people outside, and let people live in new houses as soon as possible. For cities, it can eliminate potential safety hazards, improve the living environment and improve urban functions; At the same time, in the current situation of major changes in the relationship between supply and demand in the real estate market, it is also conducive to digesting the stock of commercial housing.
Thirdly, the transformation of villages in cities should be effectively and orderly promoted as an important part of urban renewal.
