Recently, the Jiangsu Provincial Housing and Construction Department issued the Notice on Promoting the Use of Socket and Spigot Steel Pipe Scaffold and Encouraging the Use of Punched Steel Plate Mesh.

Plate-buckle scaffold

(I) Since March 1, 2025, plate-buckle scaffold will be popularized and applied in formwork support works and load-bearing support systems with high risk and above in all housing and municipal engineering projects.

(2) Since June 1, 2025, all external scaffolding projects with state-owned investment (subject to the date of construction permit or relevant commencement certificate, the same below) have promoted the application of plate-buckle scaffolding.

(3) Since September 1, 2025, all new housing municipal engineering projects have promoted the application of plate-buckle scaffolding in formwork support projects, load-bearing support systems and external scaffolding projects.

Since March 1, 2025, the use of

steel plate mesh as a safety net is encouraged for the external scaffolding facades of all newly started housing and municipal projects.

I. Promotion and Application of Disk-buckle Scaffold

(I) From March 1, 2025, In all housing and municipal engineering projects, the formwork support engineering and load-bearing support system with high risk and above should be promoted and applied with plate-buckle scaffolding.

(2) Since June 1, 2025, all external scaffolding projects with state-owned investment (subject to the date of construction permit or relevant commencement certificate, the same below) have promoted the application of plate-buckle scaffolding.

(3) Since September 1, 2025, all new housing municipal engineering projects have promoted the application of plate-buckle scaffolding in formwork support projects, load-bearing support systems and external scaffolding projects.

(4) The use of plate-buckle scaffolding shall be encouraged in the erection of safety facilities such as safety shelters and safety passages in municipal housing projects. The scope of formwork support works and load-bearing support systems with greater risk and above in

this Notice shall be subject to the Detailed Rules for the Implementation of Safety Management of Sub-divisional and Sub-divisional Works with Greater Risk in Housing and Municipal Engineering in Jiangsu Province.

2. Encourage the use of steel mesh.

From March 1, 2025, all new housing and municipal engineering scaffolding facades are encouraged to use steel mesh as a safety net.

3. Quality management requirements

(1) When purchasing or leasing disk buckle components, the construction unit shall sign a quality assurance agreement with the manufacturer or leasing unit. The manufacturer or the leasing unit shall provide quality assurance data such as product quality certificate, product instructions (including the main technical parameters of the product), type inspection report (the inspection items must include appearance, dimensional deviation and component strength, etc.), and the type inspection shall be based on the standard of Socket and Spigot Steel Pipe Support Components (JG/T503-2016). The number of samples sent shall not be less than 8 sets. In principle,

a project shall use the buckle components of a manufacturer or a leasing unit. When the quantity of buckled components supplied by one company cannot meet the needs of the same project, the same project shall be strictly divided into areas to avoid mixing buckled components from different manufacturers or leasing units in the same area. The construction unit or leasing unit that purchases the plate buckle components by itself shall formulate and implement management measures to prevent fake and inferior products, adulteration and cross-mixing of plate buckle components from different manufacturers, and the plate buckle components supplied by different enterprises shall be clearly marked.

(2) When the buckled components enter the construction site, the construction, supervision and construction units shall, in accordance with their duties. The appearance quality, outer diameter, wall thickness and product identification on the surface of main buckled components shall be inspected, accepted and recorded according to the requirements of Technical Standard for Safety of Steel Tubular Scaffold with Socket and Spigot Joints in Construction (JGJ/T231-2021) and Steel Tubular Scaffold with Socket and Spigot Joints (JG/T503-2016). The buckled components with incomplete quality assurance data, unqualified appearance quality and without product identification according to the standard requirements shall not be allowed to enter the site.

(3) The construction unit shall promptly entrust a testing institution with corresponding qualifications to carry out testing before the plate buckle components used for formwork support engineering and load-bearing support system enter the construction site for use. The construction unit shall cooperate with the construction unit or the supervision unit to witness the sampling on site, and then send the samples to a qualified testing institution for testing. The number of samples sent shall not be less than 8 sets. The inspection organization shall be in accordance with the current Spigot and Socket Type Steel Pipe Support Components (JG/T503-2016) and Tensile Testing of Metallic Materials-Part 1: Test Method at Room Temperature (GB/T228. If the steel pipe support components provided by multiple units are used, the construction, supervision and construction units shall jointly witness the extraction of the steel pipe support components from all manufacturers on the site for inspection. The disk buckle components that have not been tested or failed to pass the test shall not be used.

(IV) The quality of expanded metal mesh shall meet the requirements of Expanded Metal Mesh (GB/T33275-2016) and Continuous Hot Dip Galvanized and Zinc Alloy Coated Steel Sheet and Strip (GB/T2518-2019). Its impact resistance and penetration resistance shall meet the requirements of relevant parameters specified in Safety Net (GB5725-2009), and its appearance color shall be light blue (color number: RAL 5012). Materials such as steel plate mesh, components and fittings shall be attached with product certificates, quality certificates and product instructions when entering the site, and shall meet the requirements of product design specifications.

4. The main responsibility

of each participant (1) Construction unit

1. For the housing construction and municipal works using the spigot and socket scaffold and steel mesh, the Employer shall specify the use requirements in the draft terms of the construction contract in the bidding documents, and calculate the corresponding costs in the project budget (settlement). When preparing the maximum bidding price limit, the construction scheme shall be reasonably considered, and the relevant costs of plate-buckle scaffolding and steel mesh shall be fully calculated. In the process of

implementation, if the relevant documents have other provisions on the pricing of plate-buckle scaffolding and steel mesh, the new provisions shall be implemented.

2. Entrust the inspection organization to carry out quality inspection, supervise the sampling inspection, and regularly carry out quality inspection; urge the construction unit to increase safety investment, implement relevant safety requirements, and improve the level of construction safety protection.

(II) Construction general contractor

1. When bidding, the bidder shall quote a reasonable price in the bidding price according to the requirements of the employer for the use of plate-buckle scaffolding and steel mesh.

2. If it is impossible to use the plate-buckle scaffold due to the project type, structural type and other reasons, the application shall be submitted in time, and other types of support systems conforming to the national and industrial norms may be used after the approval of the supervision unit and the construction unit and the notification of the construction safety supervision organization in the project location.

3. Strengthen the management and control of entering the site, review the relevant quality assurance data and incorporate them into the project archives for retention, carry out the inspection work in time, and verify the qualification of the erection unit and the qualification certificate of the special operation personnel for the special operation of construction.

4. Organize to prepare and review the special construction scheme of plate-buckle scaffold, which shall be designed and calculated by professional technicians according to the measured data on site, and fully consider the structural characteristics of the project, with pertinence and operability; during the expert demonstration, the application of plate-buckle scaffold and steel mesh will be the important content of the review.

5. Strengthen acceptance before use. Before the use of formwork support works, load-bearing support system and external scaffold works, relevant units shall be organized for acceptance. Only those that pass the acceptance can be used. Acceptance opinions shall be clearly defined in the acceptance records, and the signatures and seals shall be complete.

6. Strengthen process management and control, organize construction in strict accordance with the plan, strengthen the ability of risk identification before operation, and timely carry out safety management work such as safety disclosure, special inspection and training exercises.

(III) Supervision unit

1. Review the quality assurance data of plate-and-buckle scaffold and steel mesh, and collect and file them; review the special construction scheme of plate-and-buckle scaffold; review the qualification certificate of special construction operation of special operators.

2. Participate in the inspection, acceptance, sampling and inspection of plate-buckle scaffold and expanded metal mesh, and witness the quality inspection activities; if any deformation, corrosion, crack or other nonconforming conditions are found during routine inspection, supervise and urge the construction unit to clean up and demobilize.

3. Strengthen process management and control, urge construction units to strictly follow the construction plan, and regularly carry out safety inspection on the erection of plate-buckle scaffolding, and make good work records; Organize relevant personnel to check and accept the erection of plate-buckle scaffold according to the regulations. If the construction unit fails to implement the requirements of the specifications and special technical schemes, it shall promptly supervise and urge rectification. If the construction unit refuses to rectify, it shall report to the construction unit and the competent construction department.

5. Work requirements

(1) Actively guide technology promotion. Local construction administrative departments should fully recognize the importance of promoting plate-buckle scaffolding to ensure safe production, strengthen policy publicity and guidance, accelerate the popularization and application of plate-buckle scaffolding and steel mesh, eliminate backward technology, equipment and materials, and improve the level of intrinsically safe production of construction.

(2) Strengthen safety education and training. All localities should organize and carry out special training on the application of plate-buckle scaffolding and steel mesh, so that the personnel of supervisory organizations at all levels, enterprise managers and construction workers can fully understand the technical performance and use requirements of plate-buckle scaffolding; Supervise and urge construction units to fully implement pre-job safety training requirements, strengthen basic knowledge and skills of safety protection, accident case education and other training, and improve the safety management level of plate-buckle scaffolding and the skill level of front-line operators.

(3) Strict supervision, inspection and law enforcement. All localities should strengthen the supervision and inspection of the application of plate-buckle scaffolding and steel mesh, focusing on strengthening the inspection of the quality of components and fittings, the compilation and demonstration of special construction schemes, the certification of personnel, the disclosure and acceptance, etc. If necessary, the quality of relevant materials and components and fittings can be supervised and sampled, and the hidden dangers and violations found should be dealt with seriously according to law.
