In order to thoroughly implement the Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutralization, and in accordance with the deployment requirements of the Action Plan for Carbon Peak by 2030, The following suggestions are put forward to accelerate the improvement of carbon footprint management level of key products in China, promote green and low-carbon transformation of related industries, actively guide green and low-carbon consumption, and help achieve the goal of carbon peak and carbon neutralization.

1. General requirements

(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the CPC, thoroughly implement the economic thought of Xi Jinping and the ecological civilization thought of Xi Jinping, completely, accurately and comprehensively implement the new deve lopment concept, accelerate the construction of a new development pattern, and strive to promote high-quality development, in accordance with the carbon peak of the CPC Central Committee and the State Council. Promote the establishment of product carbon footprint management system in line with the actual situation of the country, improve the rules and standards of carbon footprint accounting methods for key products, establish the background database of product carbon footprint, promote the construction of product carbon label certification system, expand and enrich the application scenarios, and give full play to the green low-carbon transformation of production and lifestyle of product carbon footprint management system. And provide support for that realization of carbon peak and carbon neutralization.

(2) Working principle

-systematic promotion and urgent use first. Focusing on products with urgent market demand, outstanding contribution to emission reduction and obvious supply chain driving role, we will actively promote the construction of product carbon footprint management system and steadily and orderly expand the coverage of products in accordance with the principles of maturity, promotion and continuous improvement.

-Innovation-driven, technology integration. Taking innovation as the key to improve the level of carbon footprint management, we should strengthen the original innovation, integrated innovation and digestion, absorption and re-innovation of carbon footprint accounting and database construction related technologies, and guide the cross-inte gration of carbon footprint management with big data, blockchain, Internet of Things and other technologies.

-Government guidance and market dominance. Establish and improve relevant laws and regulations and management mechanisms for product carbon footprint management, strengthen basic capacity building, build a fair and orderly market environment, actively guide enterprises to promote product carbon footprint management in accordance with the principle of voluntariness, and support relevant industries to accelerate green and low-carbon transformation.

Take ourselves as the main body and open up cooperation. Facing the goal of carbon peak and carbon neutralization, based on the actual situation and development stage, we should scientifically formulate relevant regulations, policies and standards, establish a product carbon footprint management system with ourselves as the main body, actively participate in the revision of international carbon footprint standards and international measurement comparison, fully absorb and draw lessons from international beneficial experience, strengthen international exchanges and cooperation related to product carbon footprint, and promote international mutual recognition.

By 2025, about 50 carbon footprint accounting rules and standards for key products will be promulgated at the national level, a number of carbon footprint background databases for key industries will be preliminarily established, and a national product carbon labeling certification system will be basically established. The application scenarios of carbon footprint accounting and labeling in the fields of production, consumption, trade and finance have been significantly expanded, and international mutual recognition of carbon footprint accounting rules, standards and carbon labeling for several key products has been achieved.

By 2030, about 200 carbon footprint accounting rules and standards for key products will be issued at the national level, a number of carbon footprint background databases for key industries with wide coverage, high data quality and strong international influence will be basically completed, the national product carbon labeling certification system will be established in an all-round way, and carbon labeling will be generally recognized by enterprises and consumers. The main product carbon footprint accounting rules, standards and carbon labels have been widely recognized internationally, and the product carbon footprint management system provides a strong guarantee for the comprehensive green transformation of economic and social development.

2. Key tasks

(4) Formulating product carbon footprint accounting rules and standards. The General Administration of Market Supervision, together with the National Development and Reform Commission and other relevant departments, will speed up the development of general national standards for product carbon footprint accounting, and clarify the boundaries, methods, data quality requirements and traceability requirements of product carbon footprint accounting. The National Development and Reform Commission, in consultation with relevant departments, determines the key products to be prioritized in the formulation of accounting rules and standards. The Ministry of Industry and Information Technology, the Ministry of Housing, Urban and Rural Construction, the Ministry of Transportation, the Ministry of Agriculture and Rural Areas and other competent industry departments organize relevant industry associations, leading enterprises and scientific research institutes to study and formulate carbon footprint accounting rules for key products in accordance with the principle that group standards should be tried first and gradually transformed into industry standards or national standards. If conditions are ripe, national standards or industry standards can be formulated directly. The competent departments of the industry, together with the departments of development and reform and market supervision, shall issue a list of rules and standards to provide unified and standardized rules and standards for enterprises and institutions.

(5) Strengthen the construction of carbon footprint background database. On the basis of ensuring the unification of methods and the accuracy and reliability of data, industry authorities and conditional regions can establish carbon footprint background databases of relevant industries according to their work needs, and provide public services for enterprises to carry out product carbon footprint accounting. Relevant industry associations, enterprises and scientific research institutions are encouraged to collect and collate relevant data resources of the industry in accordance with the law and regulations on the basis of indicating the data sources, and publish the background database of carbon footprint of products in the field of subdivided industries. Industry authorities should strengthen guidance to relevant industry associations, enterprises and scientific research institutions, standardize the construction of various databases, timely organize peer review, cross-validation and data traceability verification, and continuously improve data quality. On the premise of ensuring data security, international carbon footprint database suppliers are encouraged to cooperate with China's carbon footprint database in accordance with the principle of marketization and update relevant background data according to the facts.

(Six) establish a product carbon label certification system. On the basis of formulating product carbon footprint accounting rules and standards and establishing relevant background databases, a unified and standardized product carbon labeling and certification system is established at the national level to guide enterprises to save energy and reduce carbon by clearly labeling quantitative information of product carbon footprint. The State Development and Reform Commission and the General Administration of Market Supervision, together with the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport and other departments, have studied and formulated the management measures for product carbon label certification, clarified the scope of application, label style, certification process and management requirements, and orderly standardized and guided all levels in various regions to explore and carry out product carbon footprint management. Enterprises are encouraged to voluntarily carry out product carbon label certification in accordance with the principle of marketization, and to guide them to label and use carbon labels in products or packages, advertisements, etc.

(7) Enriching the application scenarios of product carbon footprint. Give full play to the role of carbon footprint management in promoting the green and low-carbon transformation of enterprises, take the carbon footprint level of products as an important indicator, promote enterprises to match the international and domestic advanced level, find out the weak links in production and circulation, support enterprises to carry out process transformation, strengthen energy saving and carbon reduction management, and tap the potential of energy saving and carbon reduction. Leading enterprises are encouraged to establish product carbon footprint management system according to the development level of the industry and their own reality, so as to promote upstream and downstream enterprises to strengthen carbon footprint management and promote the overall green and low-carbon transformation of the supply chain. Incorporate the relevant requirements of carbon footprint management into the government procurement demand standards in a timely manner, and increase the procurement of products with lower carbon footprint. Focusing on large-scale consumer goods such as electronic products, household appliances and automobiles, we will promote the promotion and application of carbon labels in the field of consumer goods in an orderly manner, guide enterprises such as shopping malls and e-commerce platforms to actively disp lay commodity carbon labels, and encourage consumers to buy and use products with low carbon footprint. Support banks and other financial institutions to take the results of carbon footprint accounting as an important basis for the acceptance of green financial products.

(8) Promoting international convergence and mutual recognition of carbon footprint. We will strengthen international carbon footprint methodology research, track the carbon footprint related management systems, certification rules and implementation results of international organizations and major economies, and transform relevant international standards into national and industrial standards in an orderly manner in light of China's actual conditions. We should adhere to the principle of self-centeredness, give full play to the role of bilateral and multilateral dialogue mechanisms, strengthen communication and docking with relevant international parties, actively participate in the formulation and revision of international standards and rules related to carbon footprint, and promote mutual recognition with major trading partners in terms of carbon footprint accounting rules and certification results. Industry associations, scientific research institutions, enterprises and institutions are encouraged to actively participate in international activities and academic exchanges related to carbon footprint, and to strengthen exchanges and cooperation with foreign countries in methodological research, technical specification formulation and professional training.

3. Safeguard measures

(9) Improving policy support. The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing, Urban and Rural Construction, the Ministry of Transport, the Ministry of Agriculture and Rural Areas, the Ministry of Finance, the General Administration of Market Supervision and other departments have strengthened the research and development of carbon footprint accounting rules and standards, and the construction of background databases. Encourage social capital investors to use carbon footprint background database construction, and guide financial institutions to gradually establish a green low-carbon level evaluation system for enterprises oriented by product carbon footprint.

(10) Strengthen capacity building. The National Development and Reform Commission, in conjunction with relevant departments, has established an expert working group on product carbon footprint management to provide technical support for the determination of the annual list of key products, the study of carbon footprint management mechanism, and the formulation of carbon label certification management measures. Industry authorities and regional organizations carry out carbon footprint management training, publicize and interpret policy points and management requirements, guide industry associations, key enterprises, colleges and social training institutions to play an active role, carry out carbon footprint related vocational training in a standardized and orderly manner, and enhance the professional competence of practitioners. Support carbon footprint accounting, certification, management, consulting and other service institutions to strengthen their own capacity-building, and provide scientific, rigorous, systematic and standardized professional services for industry enterprises.

(11) Improving data quality. The General Administration of Market Supervision guides relevant departments and units to strengthen the construction of carbon footprint data quality measurement guarantee system and strengthen the research and application of carbon measurement technology. In the construction of carbon footprint accounting and background database, industry authorities and enterprises give priority to the data with measurement traceability, and analyze the uncertainty of accounting results and data.Encourage the use of 5G, big data, blockchain and other technologies in the construction of carbon footprint background database, play the role of industrial Internet identification and analysis system, and improve the reliability and instantaneity of data monitoring, collection, storage, accounting and verification. Support industry associations, scientific research institutions, enterprises and other cooperation to carry out multi-level, multi-dimensional data analysis and measurement comparison, improve the data quality control system. Explore the development of carbon label certification peer review system, and strengthen the mutual supervision of certification bodies. Strengthen industry management, introduce credit punishment and withdrawal mechanism, explore the establishment of a "blacklist" system for certification bodies, and severely crack down on all kinds of fraud and abuse of false bids.

(Twelve) strengthen the protection of intellectual property rights. The State Intellectual Property Office is responsible for exploring and researching the intellectual property protection system in the fields of carbon footprint accounting methods and carbon footprint background database, and cultivating and developing intellectual property dispute mediation organizations, arbitration institutions and notaries. Trade associations and chambers of commerce are encouraged to establish self-discipline and information communication mechanisms for intellectual property protection. We will improve the review system for the transfer of intellectual property rights to foreign countries and manage the transfer of carbon footprint-related technologies related to national security according to law.

4. Organizing and implementing

(13) Strengthening overall coordination. The product carbon footprint management system covers a wide range of industries and has a great social impact, so all relevant departments in various regions should attach great importance to it. The National Development and Reform Commission strengthens overall coordination of work, conducts in-depth research on major issues, determines annual work plans, strengthens daily work scheduling, solidly promotes key tasks, and establishes and improves the carbon footprint management system of China's products in conjunction with relevant departments.

(14) Clear division of responsibilities. The Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Areas, and the General Administration of Market Supervision are responsible for formulating and promoting the implementation of carbon footprint accounting rules and standards for key products in relevant industries. The State Development and Reform Commission and the General Administration of Market Supervision, together with the Ministry of Industry and Information Technology, the Ministry of Housing, Urban and Rural Construction and the Ministry of Transport, are responsible for the certification of product carbon labels. The National Development and Reform Commission, the Ministry of Industry and Information Technology, the General Administration of Market Supervision, the Ministry of Transport and the Ministry of Commerce are responsible for tracking the international carbon footprint and coordinating with international organizations and major economies in accordance with their responsibilities.

(Fifteen) encourage the first try. Regional development and reform commissions should work with relevant parties to promote the work related to carbon footprint management in the region. Guangdong-Hong Kong-Macao Greater Bay Area should actively promote the pilot construction of product carbon footprint certification and accelerate the formation of useful experience and institutional results. Conditional regions are encouraged to carry out research and standard development on carbon footprint accounting rules for products other than those published by the state according to their own reality, and those with mature conditions can be timely incorporated into the national product carbon footprint management system. For the relevant products whose carbon footprint accounting rules and standards have been promulgated by the state, the relevant local rules and standards will no longer be promulgated or abolished in time.
