We have received the Energy Saving Report on the New 6GW Solar Cell and 6GW Photovoltaic Module Production Project of Jiangmen Liansu Banhao New Energy Development Co., Ltd. According to the relevant requirements of the Measures for Energy Conservation Review of Fixed Assets Investment Projects, our Bureau has reviewed the energy conservation report of the project. The review opinions are as follows:
I. The main technical standards and construction schemes adopted by Jiangmen Liansu Banhao New Energy Development Co., Ltd. for the new 6GW solar cell and 6GW PV module production project comply with the requirements of relevant national energy-saving regulations and policies, and the energy-saving report of the project is approved in principle.
2. The main construction contents of the project include the construction of a production line with an annual output of 6GW solar cells and photovoltaic modules. The main buildings and structures include solar cell production workshop, photovoltaic module workshop, warehouse, special gas room, gas supply station, office building, etc. The main equipment includes texturing machine, oxidation annealing furnace, deposition furnace, cleaning machine, boat plating machine, drying furnace, printing machine, sintering furnace, series welding machine, laminating machine, etc. Energy consumption and main energy efficiency indicators of the project: When the project is completed and put into operation, the annual comprehensive energy consumption will not be higher than 54528 tons of standard coal (equivalent value), of which the annual power consumption will not be higher than 443.68 million kWh; The comparable power consumption per unit product of solar cells of the project is not higher than 61,300 kWh/MWp, and the comparable power consumption per unit product of photovoltaic modules is not higher than 12,100 kWh/MWp.
3. Your company is requested to implement the energy-saving measures in the energy-saving report in strict accordance with the industry standards and norms, give priority to the selection of products and equipment with leading energy efficiency standards, list the energy efficiency indicators as important technical indicators in the equipment bidding documents and procurement contracts, and not use the backward technology and equipment prohibited and eliminated by the state. In accordance with the Guidelines for Energy Management System Requirements and Use (GB/T23331-2020), the Guidelines for Energy Management in Industrial Enterprises (GB/T15587-2008), and the General Principles for the Equipping and Management of Energy Measuring Instruments in Energy-using Units (GB17167), the energy management system will be improved and energy measuring instruments will be equipped. Establish an energy measurement management system.
4. Your company is requested to effectively supervise and inspect the design, construction, completion acceptance and operation management of the project according to the review opinions and the energy-saving report of the project, and timely report the implementation of the review opinions and major issues related to the project. Before the project is put into production and use, your company is requested to organize the acceptance of the energy-saving situation of the project, and submit the energy-saving acceptance report to our Bureau and Jiangmen Development and Reform Bureau for retention. At the same time, according to the relevant requirements of the Measures for Energy-saving Management of Key Energy-using Units (revised in 2018), access to the provincial energy consumption online monitoring system, and regularly submit the energy utilization status report. Jiangmen Municipal Development and Reform Bureau is requested to carry out energy conservation supervision on project organizations in accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission). Our Bureau will follow up and inspect the implementation of this energy conservation review opinion in due course.
5. This energy conservation review opinion shall be valid for two years from the date of issuance. If the project fails to start construction within the time limit or the completion time exceeds the expected completion time in the energy conservation report for more than two years, the energy conservation review shall be re-conducted. If the project needs to be changed, it shall be implemented in accordance with Article 16 of the Measures for Energy Conservation Review of Fixed Assets Investment Projects (Decree No.2 of 2023 of the National Development and Reform Commission).
