Despite the seasonal slowdown in December, Saudi Arabia's cement industry maintained strong sales growth throughout the year in 2025. According to the Al Rajhi Capital report, the national cement sales volume in December was 5.14 million tons, down 1.8% year-on-year and 1.4% year-on-year. However, the total sales volume in fiscal year 2025 reached 56.2 million tons, up 10% year-on-year, mainly due to the significant increase in leading enterprises such as Yamama Cement, Saudi Cement and Arab Cement.
The fourth quarter performance remained solid, with sales up 4.8% year-on-year and 10.2% year-on-year to 15.59 million tons, showing sustained growth momentum at the end of the year. Although Yamama Cement's sales fell sharply in December, its market share in fiscal year 2025 increased from 11.9% in fiscal year 2024 to 15.1%. Saudi cement ranked second with a market share of 13%, up from 12.5% in the same period last year.
Regional market performance differentiation is obvious. In December, sales in the north, east and central regions decreased by 8.6%, 5.7% and 1.1% respectively, while the western region increased by 1.7% and the southern region increased by 0.5%. In the whole year, the central region led by 17.8%, the eastern and western regions increased by 11.8% and 9.8% respectively, while the southern and northern regions decreased by 2.5% and 1% respectively. In terms of
clinker inventory, it dropped to 43.8 million tons at the end of December, down 0.6% from the previous month. Riyadh has the lowest cement inventory, which is equivalent to only four months of the average sales volume in the past 12 months, and the industry average is 11 months. The inventory of Saudi cement and Yamama cement is 6 months, and the inventory of southern cement is the highest, reaching 20 months.
