Kazakhstan's cement production reached a record high in 2025, mainly driven by the improvement of the national system of cement product certification. The Ministry of Trade and Integration said that the renewal of ST RK 3361-2022 standards provided key support for industry growth. In 2025, the Ministry approved national standards to link cement and Portland clinker production to technical regulations. The
revised standard aims to eliminate regulatory gaps, enhance domestic product competitiveness, reduce production risks, and strengthen energy efficiency and sustainability requirements. Since ST RK 3361-2022 was first introduced in 2019, grey imports have fallen and cement production has climbed to record levels. The latest update to the 2025 standard has provided additional impetus to the industry, helping production reach an all-time peak.
This achievement reflects Kazakhstan's continued efforts to modernize the building materials industry. By establishing a stricter certification system, the government has not only effectively curbed irregular imports, but also promoted local enterprises to upgrade their technological level and product quality.
