According to the data of the State Statistical Committee of Azerbaijan, the country's cement production showed moderate growth in 2025, but the performance of the whole building materials industry was weak. In 2025, cement production increased by 1.7% year-on-year to 4.14 million tons. However, clinker production fell sharply by 11.9% to 3.95 million tons. Overall gross production of building materials was 1.46 billion manat (about 860 million U.S. dollars), down 4.3% from 2024.
Many downstream areas have shrunk significantly. Concrete production fell by 10.7%, brick and similar cement concrete products by 12.4%, and lime production by 46.8% year-on-year. The small increase in cement production contrasts with the overall downturn in the construction industry, reflecting the pressure of slowing infrastructure investment and reduced construction activity. The sharp decline in clinker production may indicate that cement production will face challenges in raw material supply in the future, or that enterprises are digesting inventories to cope with weak demand. On the whole, the building materials industry in Azerbaijan is undergoing structural adjustment, and enterprises need to adapt to changes in market demand and optimize product structure to meet the challenges brought by the economic downturn.
