Brazilian cement is basically self-produced and self-sold, and the import and export volume is very small. In the first half of 2026, Brazil's cement production capacity reached about 109 million tons. Votorantim Cimentos is still the largest cement enterprise in China, and the top five cement enterprises account for about 80% of the production capacity, with a high degree of concentration. Industry consolidation was frequent
in the first half of the year: in January, Vicat Group of France completed the acquisition of 64.74% of Cimento Planalto (Ciplan), a Brazilian cement company; Since March, in order to promote the deleveraging plan of 18 billion reals, the Brazilian National Steel Corporation (CSN) has launched the sale of its cement assets with a valuation of more than 10 billion reals, attracting many Chinese enterprises such as Huaxin Cement, Conch Cement and Sinoma International to express their intention to bid. In the first half
of 2026, Brazil's cement sales volume reached 32.851 million tons, an increase of 2.3% over the same period last year. Following the continuous growth in 2024 and 2025, the cement industry continued to grow. Among them, the domestic cement sales volume was 32.824 million tons, with a year-on-year increase of 2.3%, mainly domestic consumption; the export of cement was only 27,000 tons, with a year-on-year decrease of 22.9%, and the export accounted for only 0.08%.
On a monthly basis, the sales volume in January was 5.3 million tons, with a slight year-on-year increase of 1%; in February, the sales volume decreased by 5% year-on-year to 4.881 million tons due to the impact of seasonal and climatic factors; in March, the market recovered significantly, with a sales volume of 5.789 million tons, with a year-on-year increase of 9.1%; in April, the sales volume increased by 2.2% year-on-year; Sales in June were 5.833 million tons, up 7.7% year-on-year. The growth of
cement consumption in the first half of the year was mainly driven by the following factors: First, the employment market was strong, with the unemployment rate falling to 5.6% in the quarter ending in May, the lowest in the same period since 2012, and the employment population reached 102.7 million, a record high; Second, the "Minha Casa, Minha Vida" (MCMV) housing plan continues to play a central role, accounting for 50% of the new opening projects in the first quarter, with sales increasing by 10% year-on-year, and the middle class (Faixa 4) has been included in the plan since April. The government revised the target to complete 3 million housing units by the end of 2026, which is expected to bring about about 5 million tons of incremental demand for cement; Third, concrete highway projects are accelerating. On the whole, the industry association maintains the expectation of annual sales growth of about 2%.
