Cambodia Development Council (CDC) has granted an investment license to the new cement plant project in Kratie Province with a registered capital of nearly US $300 million, marking a major step towards industrial self-sufficiency in the country. According to the annual report, CDC has issued a license to the qualified investment project with an investment capital of $286 million. Mines and Energy, confirmed that the new plant would add 1 million tons of annual capacity, bringing the total number of cement plants in Cambodia to seven. The plant is expected to be put into operation by the end of 2026 or 2027, with an annual capacity of 1 million tons. At present, there are six cement plants in China, including Kampot Cement, Battambang Conch Cement and Chip Mong Insee Cement, with an annual production capacity of 14 million tons, while the domestic demand is about 9 to 10 million tons.
Since 2023, Cambodia has imported only a small amount of cement, as domestic production capacity is sufficient to meet the local market and has export capacity. This marks the country's transition from being 100% dependent on imports to being self-sufficient and exportable. In 2025, Cambodia approved 3503 construction projects, with a total construction area of over 18 million square meters and a total investment of 7.32 billion US dollars, an increase of 68.89% over 2024. Imports of building materials from January to November totaled 2.359 billion US dollars, up 31% year-on-year.
