In 2025, the cement industry in Indonesia presents a complex situation. Despite a slight contraction in sales throughout the year, the monthly performance in December was outstanding, while the export business achieved significant growth, bringing positive signals to the industry. Sales rebounded
in December, with Java
leading the way. In December 2025, Indonesia's cement sales reached 5.976 million tons, up 6.2% year-on-year, up from 5.627 million tons in December 2024. Among them, bagged cement accounts for 71% of the total sales. In terms of regional distribution, Java, the largest cement market in Indonesia, was the most prominent, accounting for 52% of the country's total sales. Shipments in December increased by 10.4% year-on-year to 3.115 million tons, compared with 2.821 million tons in the same period in 2024. This strong growth is mainly due to the continued active infrastructure construction and real estate development in the region.
In contrast, Sumatra, the second largest market, accounted for more than a fifth of the country's sales, but sales fell 3.8% to 1.297 million tons in December from a year earlier. Other regions showed a mixed performance: Sulawesi grew 10.1% to 484,000 tons, with Bali-Nusa Tenggara showing the most significant growth of 31.3% with shipments of 427,000 tons, and Maluku-Papua registering a modest growth of 4.2%. However, the Kalimantan region fell 9.3% to 470,000 tonnes, making it the worst performing region in the month.
