Russia's cement industry is experiencing its worst demand contraction in years. Annual production fell by about 10% in 2025, while sales in January 2026 hit a record low, plunging by nearly a third year-on-year. Winter and blizzards have exacerbated the seasonal downturn, but the industry's woes are far from over as temperatures rise. Cemros, Russia's largest producer, has already been forced to halt production at three plants amid structural pressures from shrinking housing construction and an import shock, and more companies will follow if the situation continues.
According to the data of Russian Cement Association, the cement output from January to November 2025 is 55.4 million tons, with a year-on-year decrease of 9.8%; the domestic cement consumption in the same period is 57.4 million tons, with a year-on-year decrease of 9.4%. Annual consumption is estimated to be 58.5 million to 63 million tons, a decrease of 5.7% to 12.3% compared with 2024.
