Gabon's cement industry experienced a severe production contraction in 2025. According to the General Directorate of Economic and Fiscal Policy, the cement production index fell again by 8.2% in the fourth quarter, and the annual output fell by nearly 13%. This sharp decline is mainly due to the negative shift in market demand, especially the sharp slowdown or even complete stagnation of concrete road construction projects, while a number of projects launched in 2023 and 2024 have been completed, resulting in a cliff-like decline in cement procurement demand. Cimaf Gabon and other local producers have been hit hard in the past three months, and the industry is facing severe adjustment pressure.
For Gabon, how to restart infrastructure investment and restore road construction projects will be an urgent issue to reverse the decline of the industry and digest excess capacity.
