  21天批复16条铁路5个机场 总投资超6933亿元

  今年三季度中国经济增长7.3%,增速比二季度回落0.2个百分点,在较大的经济下行压力下,国家发改委似乎进入了加速稳增长的模式,在21天的时间里密集批复了21个基建项目,包括16条铁路和5个机场。

  这一轮密集批复开始于10月16日,当天国家发改委批复了大理至瑞丽铁路、玉溪至磨憨铁路、锦州港至内蒙古白音华铁路扩能工程,这3个项目预计总投资958.78亿元。

  随后在三季度经济数据正式公布的次日,也就是10月22日,国家发改委批复了黔江至张家界至常德、商丘至合肥至杭州、郑州至万州3条铁路项目,还批复了贵州仁怀、云南澜沧、内蒙古扎兰屯、青海果洛、吉林松原查干湖5个民用机场项目。数据显示,3个铁路项目总投资1445.16亿元,5个机场项目总投资为54.9亿元。

  在8天之后的10月30日,国家发改委再次批复3个铁路项目,分别为大同至张家口铁路客运专线、蒙西至华中地区铁路煤运通道、川藏铁路拉萨至林芝段,3个项目投资总额2476.3亿元。

  进入11月,在北京APEC领导人会议周启幕的11月5日,国家发改委一天内批复了7条铁路项目,包括和顺至邢台铁路、衢州至宁德铁路、格尔木至库尔勒铁路、南昆铁路南宁至百色段增建二线、祥云至临沧铁路、连云港至镇江铁路和南昌至赣州铁路,7个项目总投资约1998.6亿元。

  至此,在10月16日到11月5日的21天时间里,国家发改委至少批复了上述16条铁路和5个机场项目,这21个基建项目总投资约6933.74亿元。

  对冲房地产等领域投资萎缩 凸显稳增长意图

  “自10月至今,发改委所批复的铁路、机场项目接近7000亿,10月份一个月批复的铁路、机场项目投资就达4900多亿,密集程度和批复额度远高于其他月份,稳增长意图明显,预计今年铁路投资可能会远超年初8000亿元的计划。”申银万国研究所高级宏观研究员郭磊指出。

  “当前经济下行压力较大,政府明显开始强调稳增长,铁路基建均在加速,以对冲房地产和私人部门投资的萎缩。”民生证券研究院副院长、首席宏观研究员管清友对中新网记者表示,房地产投资长周期走弱,产能过剩局面未得到根本缓解,制造业内生投资动力不足,经济企稳须依赖基建投资托举。

  郭磊指出,铁路基建领域目前尚不存在产能过剩,且亦有广泛的产业链拉动作用,预计基建领域投资的加速将在4-6个月后对经济产生拉动影响,明年一季度末经济或可以感受到本轮需求端变化的力量。

  值得注意的是,这一轮获得批复建设的铁路项目多数位于中西部地区,这也与今年4月2日国务院常务会议提出的“加快铁路尤其是中西部铁路建设”精神一脉相承。

  国家信息中心宏观经济研究室主任牛犁对中新网记者表示,“火车一响,黄金万两”,中西部地区基础设施薄弱,对于铁路等交通基础设施有很大的需求,加快中西部和贫困地区铁路及相关设施建设,对于当地经济社会的发展和老百姓生活生产条件的改善,都有重要意义。

  “这还将缓解地区之间基础设施方面的差距,”牛犁表示,目前中国区域之间经济社会发展的差距很大,因此加大对中西部地区的开发和扶持,有利于缩小区域之间的差距,而这也是调整经济结构的一个重要方面。
