2. Strive to enhance the safe and reliable substitution capacity

of renewable energy (1) Comprehensively enhance the supply capacity of renewable energy. We will strengthen the construction and upgrading of infrastructure such as heating, gas pipeline networks and hydrogen energy supply networks, strengthen the interconnection of pipeline networks, and receive more non-electric renewable energy nearby.

(3) Deeply tap the potential of demand-side resource regulation. Actively broaden the scope of demand response subjects and speed up the construction of demand response resource bank. Demand response entities with charging and discharging capabilities are encouraged to participate in the electricity market. We will support areas where conditions permit to guide power users to adjust their electricity consumption behavior by implementing peak electricity prices and widening the price limit range in the spot market. Strengthen power demand side management in key areas such as industry, construction and transportation, optimize the process and production process, and participate in power system regulation by means of interruptible load and controllable load.

(4) Diversified improvement of power system regulation capability. Strengthen the flexible transformation of coal-fired power units, promote the active participation of self-owned power plants in peak shaving, optimize the mode of coal-fired power dispatching, and rationally determine the dispatching sequence and peak shaving depth. We will study and promote the optimization and upgrading of large hydropower stations and build pumped storage power stations in an orderly manner. We will strengthen research on new energy storage technologies and multi-scenario applications. Promote long-term thermal storage power generation, thermoelectric coupling, medium and high temperature heat utilization and other photothermal applications. Biomass power generation projects are encouraged to provide ancillary services such as peak shaving.

3. Accelerating the alternative application

of renewable energy in key areas (5) Promoting the green and low-carbon transformation of industrial energy use in a coordinated manner. We should scientifically guide the orderly transfer of industry to areas rich in renewable energy and capable of carrying resources and environment, and strengthen the coupling development of iron and steel, non-ferrous metals, petrochemical, building materials, textiles, paper and other industries with renewable energy. We will increase the proportion of short-process steelmaking and promote electric boilers, kilns and heating technologies in key industries such as metallurgy, foundry, building materials, daily glass, non-ferrous metals and chemical industry. In industrial parks, large-scale production enterprises and other surrounding areas, new energy source network load storage integration projects will be carried out to promote the construction and application of industrial green micro-grid, direct supply of green power and substitution of coal-fired self-owned power plants. We will accelerate the promotion of low and medium temperature heat utilization of renewable energy in papermaking, printing and dyeing, food processing and other fields. In the fields of synthetic ammonia, synthetic methanol, petrochemical industry, iron and steel, low-carbon hydrogen is encouraged to replace high-carbon hydrogen on a large scale, and the construction of an integrated base of wind and solar hydrogen, ammonia and alcohol is explored. On the premise of guaranteeing residents'heating in winter, we should promote the shutdown and integration of coal-fired boilers within the heating range of cogeneration units, promote the technical transformation of coupling biomass combustion according to local conditions, and encourage the development of large-capacity coal-fired boilers with green ammonia combustion. We will accelerate the integration of oil and gas exploration and development with renewable energy, and build low-carbon and zero-carbon oil and gas fields.

(Six) speed up the integration and interaction of transportation and renewable energy. Construction of renewable energy transportation corridor. We will encourage the construction of multi-functional integrated stations for optical storage, charging and discharging in highway rest areas, railway stations, bus passenger stations, airports and ports where conditions permit. We will accelerate the development of electric passenger vehicles, steadily promote the electric substitution of buses, and explore the promotion and application of new energy medium and heavy trucks. We will actively explore the development of electrified highways and intensify the electrification of railways. We will promote the use of shore power by ships in port and encourage the pilot application of green electric intelligent ships. Promote the application of sustainable aviation fuel and carry out pilot operation of electric vertical take-off and landing aircraft. Promote the pilot application of green and clean liquid fuel for vehicles in an orderly manner. We will support the pilot operation of biodiesel, bio-aviation coal, bio-natural gas and green hydrogen ammonia alcohol in the fields of ships and aviation in areas where conditions permit.

(7) Deepening the integrated application of renewable energy in buildings. Incorporate the priority use of renewable energy into the planning, construction, renewal and transformation of cities and towns. We will promote the full implementation of green building standards for new buildings in cities and towns, and continuously improve the substitution requirements for renewable energy, electricity, heat and gas. Promote ultra-low energy consumption and near-zero energy consumption buildings, develop near-zero carbon buildings, and promote the application of flexible power consumption technology in buildings. Promote the installation of photovoltaic systems on the roofs of existing buildings, and promote the installation of photovoltaic systems in new factories and public buildings where conditions permit. We will promote the full electrification of new public buildings, promote alternative coal-fired and gas-fired products such as electric heat pump water heaters and high-efficiency induction cookers, and promote the application of high-efficiency DC electrical appliances and equipment. Actively promote the application of solar energy in areas with abundant solar energy resources and buildings with stable demand for hot water. Heating and refrigeration applications such as geothermal energy, air source heat pump and centralized biomass energy should be promoted according to local conditions, and household biomass briquette stoves can be used for heating in remote areas according to the principle of using local materials.

(8) Fully support the clean modernization of agricultural and rural energy use. We will actively develop decentralized wind power and distributed photovoltaic power generation in rural areas where conditions permit. We will promote the coordinated treatment of agricultural and forestry wastes, livestock manure and rural organic waste, and rationally distribute biomass power generation, centralized biomass clean heating and bio-natural gas projects. We will accelerate the upgrading of rural energy infrastructure and explore ways to promote the construction of micro-energy networks (micro-grids). We will promote the entry of bio-natural gas into the pipeline network in conditional areas, promote central heating in villages and towns according to local conditions, give priority to the use of geothermal energy and solar energy for heating, and gradually reduce or even prohibit coal burning. We will promote the electrification and upgrading of rural production and living, build rural energy stations, and improve the capacity of rural energy public services. Combining with the construction of digital countryside to improve the level of rural intelligent energy use, the construction of rural energy facilities will be included in the rural construction project bank, and the pilot project of rural energy revolution will be built with high quality.

(Nine) coordinate the development and utilization of new infrastructure and renewable energy. We will strengthen the construction of charging infrastructure, gas stations and hydrogen stations, and improve the charging network system in urban and rural areas. Optimize the spatial layout of new infrastructure, and promote the integration and development of 5G base stations, data centers, supercomputing centers, photovoltaic, heat pumps, energy storage, etc. Promote the deep integration of artificial intelligence, Internet of Things, blockchain and renewable energy. We will support the development of new infrastructure projects such as direct supply of green power and integration of source, network, load and storage, carry out green certificate and green power trading and the construction of "green power parks", and increase the proportion of new energy and power consumption in strategic projects such as "East to West". Support the construction of large data centers in areas with cold water resources in national hub nodes. Carry out green technology transformation of old base stations and "old small scattered" data centers in an orderly manner. Promote new data centers to steadily increase the proportion of renewable energy use year by year.

4. Actively promote the pilot project

of renewable energy substitution and innovation (10) Accelerate the pilot application. Encourage and guide the upgrading of renewable energy equipment and the recycling of waste equipment and facilities. Promote the application of low-carbon and zero-carbon production technology and industrial process reengineering technology in the fields of iron and steel, non-ferrous metals, petrochemical industry and building materials. Carry out the popularization and application of hydrogen metallurgy and hydrogen-based chemical technology. We will promote the integration and innovation of optical storage and telecommunications industries, and explore pilot projects for the integration of optical storage, charging and discharging. We will support parks, enterprises and large public buildings to carry out pilot projects to generate, supply and use a high proportion of new energy, and substantially increase the proportion of new energy power consumption. In the national and provincial economic development zones with foundation, green energy pilot parks with 100% new energy consumption supplied by renewable energy will be built in a market-oriented way.

(11) Promoting business integration and innovation.Promote the cross-industry integration of industry, transportation, construction, agriculture, forestry and renewable energy, promote the deep three-dimensional development of photovoltaic sand control, photovoltaic corridor and marine pasture, and form an innovative alternative development situation of deep integration and sustainable substitution. We will support the development and growth of new business entities such as digital energy, virtual power plants and rural energy cooperatives, and foster new forms of business that are suitable for clean, efficient and safe energy substitution. We will encourage business model innovation that can promote multi-variety, multi-field and multi-form substitution of renewable energy, vigorously develop integrated energy services that can support efficient coordination between supply and demand, and accelerate the implementation of new business models such as vehicle-network interaction and carbon asset management.

5. Strengthen safeguards

We will improve the weight mechanism of renewable energy power consumption responsibility, implement the responsibility to key energy-using units, and strengthen the rigid constraints on the use of green power by high-energy-consuming enterprises. We will accelerate the establishment of a green power consumption certification mechanism based on green certificates. Promote the connection between green certificate and green electricity and the national carbon market. Incorporate green power consumption requirements into green product evaluation standards, expand green product certification catalogues, study and formulate relevant policies for government procurement to support green products, and promote products mainly produced by green power to enjoy green finance and other policies.

(14) Implementing financial support policies for science and technology. We will make good use of the relevant policies for the promotion and application of the first set of major technical equipment and the key projects of the national key R & D plan to support the R & D and pilot application of key technologies for renewable energy substitution. Establish and improve the green financial mechanism, and support all kinds of entities in various fields to invest in renewable energy alternative utilization and infrastructure construction and upgrading. We will encourage innovation in credit products and services and provide long-term and stable financing support in accordance with the principle of marketization and legalization.

(Fifteen) improve the market mechanism and price mechanism. We will deepen the market-oriented reform of the on-grid price of new energy, establish and improve the medium and long-term, spot and ancillary service market trading mechanism adapted to the characteristics of renewable energy, and support the direct trading of renewable energy power generation projects with various users and the signing of multi-year purchase and sale agreements with users. Promote the fair participation of renewable energy generation or integrated utilization systems with the ability to provide ancillary services in the ancillary services market. Establish and improve the market mechanism of renewable energy heating, bio-natural gas and clean low-carbon hydrogen. Establish and improve the price mechanism of energy storage. (16) Deepening international cooperation. Establish a statistical analysis platform for international cooperation in clean energy, and promote international cooperation in research and development of advanced technology and equipment for renewable energy applications in key areas such as industry, transportation, construction, agriculture and rural areas.
