On September 30, the Bureau of Ecology and Environment of Anyang City, Henan Province, held an interview, focusing on the prominent environmental problems of Hubo Cement Group Co., Ltd. The principal responsible person of Hubo Cement is required to recognize the grim situation, raise ideological awareness, shoulder the main responsibility, carry out reform, thoroughly investigate and reform, eliminate the use of illegal diesel trucks, implement ultra-low emission transformation with high standards, ensure that the proportion of clean transportation reaches more than 80%, and complete the publicity of ultra-low emission assessment and monitoring by the end of the year. The meeting pointed out that the current situation of the city's atmospheric environment is extremely grim, and the pressure to complete the "ten backward" target task required by the provincial Party Committee and the provincial government is enormous. Municipal Party committees and municipal governments attach great importance to the semi-monthly dispatch of the main leaders, strictly implement the accountability system for special classes, vigorously promote the optimization and adjustment of industrial, energy and transport structures, comprehensively implement the transformation of ultra-low emissions in key industries such as cement, vigorously promote the application of new energy heavy trucks, and constantly improve the proportion of clean transportation in key industries and enterprises. Promote high-quality economic and social development with high-level protection of the ecological environment.
The meeting emphasized that Hubo Cement should have a deep understanding of the outstanding environmental problems, take effective measures, resolutely put an end to the transportation of licensed diesel trucks, and complete the transformation of ultra-low emissions with high standards.
First, we should recognize the situation and correct our attitude. The ultra-low emission transformation of the cement industry, the proportion of clean transportation in the cement and sand aggregate industries, and the promotion and application of new energy heavy trucks are not only the policy requirements of the higher authorities, but also the decisive measure to improve the air quality in our city. Hubo Cement should immediately change the wrong ideas of delay, fraud and perfunctory, and strictly implement the work requirements.
Second, we should really work hard and rectify immediately. The principal person in charge of Hubo Cement should personally implement the regulations, strictly implement the clean transportation management regulations, set up rectification accounts one by one according to the comprehensive ultra-low emission requirements, reverse the schedule, and take responsibility for people, so as to ensure that all governance tasks and evaluation and monitoring are completed on time.
Third, seize the opportunity and promote it in an all-round way. Hubo Cement should make full use of the current new energy heavy truck subsidy policy, actively respond to the Notice of the People's Government of Anyang City on Optimizing the Green and Low Carbon Traffic Measures for Freight Vehicles in Anyang City, vigorously promote the application of pure electric heavy trucks, and effectively improve the level of clean transportation.
Fourth, we should consolidate responsibilities and strengthen responsibilities. Hubo Cement should earnestly fulfill the main responsibility of ecological environment protection and strictly implement various environmental protection measures and requirements. If the enterprise fails to complete the ultra-low emission task on time due to its own reasons and causes serious consequences, it will take disciplinary measures such as production regulation and control according to law.
