Recently, the Shandong Provincial Office of Industry and Information Technology issued the Letter of Soliciting Opinions on the Notice of Regulating the Construction and Production of Cement Preparation, and said that with the elimination and withdrawal of inefficient and backward cement plants, the problem of rapid increase in the filing of cement preparation projects has been exposed. On this issue, the Shandong Provincial Office of Industry and Information Technology has formulated the Notice on Standardizing the Construction and Production of Cement Preparation (draft for comments).
The Notice on Regulating the Construction and Production of Cement Preparation (Draft for Soliciting Opinions) points out that according to the provincial government's regulations on restricting the production of cement preparation, from the date of issuance of this Notice, no new cement preparation project shall be launched in each city, and the approval of cement preparation projects shall be suspended; the projects that have been approved but have not yet started construction shall not be continued. The compliance of the project shall be fully verified, as well as the handling of formalities such as project approval, energy assessment, environmental assessment, safety assessment, land planning and construction permit. For projects with incomplete formalities, those that have started construction shall not be continued; those that have been completed and put into operation shall be suspended and rectified within a time limit.
