Recently, the Department of Industry and Information Technology of Shandong Province, the Development and Reform Commission of Shandong Province and the Market Supervision and Administration of Shandong Province issued the Measures for the Selection and Management of Energy Efficiency "Leaders" in Key Industries of Shandong Province. Chapter I General Provisions
Article 1 of the Measures for
the Selection and Management of Energy Efficiency "Leaders" in Key Industries
in Shandong Province is to fully implement the Guiding Opinions of the Ministry of Industry and Information Technology and Other Seven Departments on Accelerating the Green Development of Manufacturing Industry. Accelerate the implementation of the Work Program for Carbon Peak in the Industrial Field of Shandong Province, give full play to the leading role of green low-carbon benchmarking, tap the potential of energy and resource conservation, and promote energy conservation and consumption reduction in industrial enterprises. These measures are formulated in accordance with the relevant provisions on the selection of energy efficiency "leaders" in key industries of the state and in light of the actual situation of Shandong Province. Article
2 The "leader" of energy efficiency in key industries refers to enterprises engaged in production and operation activities in Shandong Province, whose main processes and energy consumption indicators per unit product within the comparable range of the same kind have reached the advanced value of the corresponding national mandatory energy consumption quota standards and the benchmark level of energy efficiency, and whose energy efficiency has been continuously improved. Article
3 The Provincial Department of Industry and Information Technology, together with the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau, shall be responsible for the identification of energy efficiency "leaders" in key industries, which shall be carried out once a year. Chapter
II Selection Conditions
Article 4 Key industries mainly include petrochemical industry, iron and steel, non-ferrous metals, building materials, light industry, textile and other industries, including crude oil processing, coal-to-coke, coal-to-olefin, ethylene, p-xylene, purified terephthalic acid, methanol, ethylene glycol, caustic soda, polyvinyl chloride, soda ash and calcium carbide. Yellow phosphorus, synthetic ammonia, urea, monoammonium phosphate, diammonium phosphate, titanium dioxide, radial tire, iron and steel (including sintering, pelletizing, blast furnace, converter, electric arc furnace smelting and other processes), ferroalloy smelting, copper smelting, lead smelting, zinc smelting, electrolytic aluminum, alumina, industrial silicon, magnesium smelting, polysilicon, Cement clinker , flat glass, building ceramics, sanitary ceramics, toilet paper base paper, tissue base paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns, viscose staple fibers, polyester and other 38 sub-industries.
According to the national mandatory energy consumption quota standard and the latest edition of Energy Efficiency Benchmarking Level and Benchmark Level in Key Industrial Areas, and in combination with the changes in energy consumption structure in our province, the catalogue of key industries and subdivisions in our province is timely adjusted and updated. Article
5 An applicant enterprise must meet the following requirements:
(1) An independent legal entity whose total annual comprehensive energy consumption (electricity conversion coefficient according to the equivalent value) exceeds 5000 tons of standard coal.
(2) The energy consumption level per unit product reaches or exceeds the advanced value of the national mandatory energy consumption quota standard of the industry and the benchmark level of the Benchmarking Level and Benchmarking Level of Energy Efficiency in Key Industrial Areas (the latest version) (the relevant data shall be based on the data of the previous year declared by the enterprise).
(3) The proportion of non-fossil energy consumption shall not be less than 20%.
(4) According to the national standards "Energy Management System Requirements and Guidelines for Use" (GB/T 23331), "Energy Management System Phased Implementation Guidelines" (GB/T 15587) and "Measurement Management System-Requirements for Measurement Processes and Measurement Equipment" (GB/T 19022), Establish energy management system and measurement management system. Set up energy management posts, establish a complete energy statistics and measurement management system, and the allocation of energy measurement instruments meets the requirements of the national standard General Principles for the Allocation and Management of Energy Measurement Instruments in Energy-using Units (GB 17167) and has passed the energy measurement review.
(5) Plans for energy conservation and carbon reduction have been formulated and implemented, energy-saving target responsibility system and energy-saving reward and punishment system have been established, and energy consumption monitoring system, energy control center or energy carbon management center have been built in accordance with national standards and relevant requirements.
(6) It meets the relevant requirements of the national industrial policy and does not use backward processes, equipment and products that are explicitly prohibited by the state or listed in the catalogue of restrictions and elimination.
(7) In the past three years, there have been no safety (including network security and data security), quality, environmental pollution and other accidents, as well as illegal and irregular acts such as energy conservation, environmental protection and tax evasion (based on the "National Credit Information Sharing Platform" and the "National Enterprise Credit Information Publicity System"), which have been supervised by the State Council and relevant departments. It has not been included in the list of energy-saving supervision and rectification, and has been discredited.
(8) Other conditions required by the "leader" of energy efficiency in key industries of the state.
According to the recommendation requirements of energy efficiency "leader" enterprises in key industries of the state, and in combination with the energy efficiency level and energy management requirements of key energy-using enterprises in our province, the declaration conditions of enterprises are timely adjusted. Article
6 If the national standards and relevant basis documents involved in the recognition conditions are updated, they shall be implemented in accordance with the latest version. Chapter
III Selection Procedures
Article 7 The Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau shall jointly issue a notice that energy-using enterprises in key industries shall submit application reports and related materials to the local industrial and information departments in accordance with the principle of voluntary declaration and with reference to the requirements of the attached application reports and schedules. Article
8 The Municipal Bureau of Industry and Information Technology, in conjunction with the Municipal Development and Reform Commission and the Municipal Market Supervision Bureau, shall examine and verify the compliance of the materials of the enterprises declared by the "leaders" of energy efficiency in key industries, conduct on-the-spot investigations when necessary, and recommend them to the Provincial Department of Industry and Information Technology on the basis of meeting the requirements for identification. Article
9 The Provincial Department of Industry and Information Technology, together with the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau, shall organize experts to review the declaration materials recommended by the municipalities and select the best "leaders" of energy efficiency in key industries in Shandong Province. Article
10 The Provincial Department of Industry and Information Technology, together with the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau, shall publicize the "leaders" of energy efficiency in key industries to be identified, and shall publish them to the public after publicity without objection. Chapter
IV Supervision and Administration
Article 11 The Municipal Bureau of Industry and Information Technology, together with the Municipal Development and Reform Commission and the Municipal Market Supervision Bureau, shall be responsible for the recommendation, supervision and administration of energy efficiency "leaders" in key industries in the region. The title of "leader" of energy efficiency in key industries is valid for one year. Article
12 Enterprises that have been rated as the "leader" of energy efficiency in key industries in Shandong Province shall revoke their titles and shall not declare again within two years if one of the following circumstances occurs.
(I) The enterprise finds fraudulent acts during the reporting process;
(II) The enterprise has major and above safety, quality and other accidents and environmental emergencies, major and above network security incidents and data security incidents, as well as tax evasion, violations of laws and regulations, serious dishonesty and other major problems. Article
13 Strengthen the publicity of energy efficiency "leader" enterprises in key industries in Shandong Province, and widely publicize and promote advanced experience through on-site meetings, press conferences, recommendation meetings and other forms, so as to promote the overall improvement of energy efficiency in the whole industry. Local governments are encouraged to design diversified policies and financial guarantee mechanisms, and financial institutions are guided to provide green financial support for energy efficiency "leader" enterprises. Article
14 Enterprises that have won the title of "leader" of energy efficiency in key industries in Shandong Province shall, on the premise of meeting the conditions, give priority to recommending and declaring national "leader" of energy efficiency and provincial green manufacturing demonstration benchmarking units. Chapter
V Supplementary Provisions
Article 15 These Measures shall be interpreted by the Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau. Article
16 These Measures shall come into force on September 24, 2025 and shall be valid until September 23, 2028.
