First, in the short run, we should do a good job of industry self-discipline, continue to adhere to the policy of peak staggering production, expand the period of peak staggering production, and link up the peak staggering organizations in adjacent areas.
Peak-staggering production is an effective way to reduce carbon emissions and a powerful measure to reduce production capacity, which has achieved results and should continue to be adhered to. In the past, due to the limitation of transportation cost, the market radiation distance of cement products was relatively short. Now, due to the transformation of transportation modes such as "public transit railway" and truck electrification, the transportation radius of cement and clinker has increased, and the cross-provincial competition is fierce.
If the off-peak production time is not synchronized in adjacent provinces and cities or not considered by each other, the effect of off-peak production will be greatly reduced. Therefore, local cement associations should establish a communication mechanism in advance to make the off-peak production time in adjacent areas positively linked.
Second, in the medium term , with the adjustment of the mode and engine of economic growth, countries and regions should promote the withdrawal of backward cement production capacity in an orderly manner , and no replacement or new capacity construction.
Third, in the long run, substantial capacity reduction is the only way for the industry to be healthy, and it is necessary to promote the deep integration of the industry through market-oriented means, enhance the concentration of the industry, and lead the world cement development pattern.
Every cement worker, every cement enterprise, especially large enterprises, should shoulder their responsibilities, do a good job of industry self-discipline , promote the cement industry to extricate itself from difficulties, shape a healthy industry ecology, achieve rapid development, and strive to maximize the value of society, shareholders and employees.
