1. The bidder is an independent enterprise legal person or other organization legally registered within the territory of the People's Republic of China.
2. The bidder has not been ordered to suspend production, business or enter into bankruptcy proceedings.
3. The bidder is not in the penalty period
of prohibition of bidding confirmed by the administrative department or the relevant documents of China Huadian Group Co., Ltd. 4. The person in charge of the unit is the same person or different units with holding or management relationship. They shall not participate in bidding for the same bid section or for the same tender project
that is not divided into bid sections. 5. Bidders shall not be included in the list of serious illegal and dishonest enterprises in the national enterprise credit information publicity system (https://www.gsxt.gov.cn) by the market supervision and administration organ (which has not been lifted during the bid evaluation period).
6. Bidders shall not be included in the "list of discredited executives" by the "Credit China" website (www.creditchina.gov.cn) (which has not been lifted during the bid evaluation period).
7. Bidders shall not be included in the "blacklist" list of joint punishment for dishonesty in production safety by the State Emergency Management Department (www.mem.gov.cn) (which has not been lifted during the bid evaluation period)
8. Bidders shall have at least battery monomer, PCS (energy storage converter), Independent R & D and production capacity of one of the EMS (Energy Management System) products. The test report or product certification
issued by a third-party testing institution shall be provided. 9. The bidder has the qualification
of general contracting of power engineering construction at or above the third level issued by the competent construction administrative department of the state. 10. Performance requirements: from January 1, 2018 to the deadline for bidding, the bidder must have at least one contract performance of not less than 4MW energy storage system general contracting construction project (PC or EPC) (performance certification materials: scanned copies of contracts including cover, procurement content, signing time, signature and seal pages, etc.; The quality acceptance certificate with the user's signature or the settlement invoice corresponding to the bidding performance contract can be used to prove the materials.
