On September 22, Anshan Jidong Cement Co., Ltd. issued a tender announcement for the EPC project of SCR denitrification transformation project. The tenderer is Anshan Jidong Cement Co., Ltd. with a project amount of 18.5 million yuan. All works involved in the
SCR denitration transformation project from the beginning of engineering design to the end of the warranty period. Including but not limited to scheme design, construction drawing design, supply of all equipment, construction of building and installation works, handling of project-related formalities, operation and commissioning, completion acceptance, final delivery and other related work. Qualification requirements
for bidders:
1. The bidder must have [comprehensive qualification of engineering design or Class A qualification of professional design of building materials industry (cement engineering) or Class A qualification of professional design of environmental engineering (air pollution prevention and control engineering)] and [qualification of general contracting of construction engineering at or above the second level or qualification of professional contracting of environmental protection engineering at the first level], and have a valid safety production license. It has a valid business license issued by the market supervision and management department.
2. Qualification of project manager: having the qualification of second-level or above registered constructor or first-level registered architect or first-level registered structural engineer of construction engineering specialty, and registered in the unit, not serving as the project manager of other projects under construction (providing no commitment under construction).
3. Qualification requirements for the person in charge of construction: having the qualification of registered architect at or above the second level of construction engineering specialty (if the consortium is bidding, it must be the personnel of the construction unit) and valid certificate of safety production assessment (B certificate of construction and installation), and registered in the unit, not serving as the project manager or construction person in charge of other projects under construction (providing no commitment under construction).
4. The person in charge of design is required to be a first-level registered architect or a first-level registered structural engineer or a registered senior engineer of environmental protection specialty, and registered in the unit (if the consortium bids, it must be the personnel of the design unit).
5. Consortium bidding is accepted for this project, and the number of members of the consortium shall not exceed 2 (inclusive) , and the following requirements shall be met at the same time:
(1) The parties to the consortium shall sign a consortium agreement to clarify the rights and obligations of the consortium leader and the parties. And promise to bear joint and several liabilities to the tenderee for the winning project;
(2) The members of the consortium shall meet the qualification requirements of the bidder;
(3) Each party of the consortium shall not bid in its own name or participate in other consortia in the bidding project, otherwise the relevant bids shall be invalid.
6. Other requirements
(1) Reputation requirements: The bidder (including the members of the consortium) shall not be listed as the discredited person, the subject of major tax violations and dishonesty before the deadline for bidding. List of records of serious violations of law and dishonesty in government procurement (except for the expiration of the penalty period) (subject to the inquiry results of the "Credit China" website (.cn) or the Chinese government procurement website (.cn), provide screenshots of the website (the inquiry date is from the date of bidding registration to the deadline for bidding) and affix the official seal of the bidder;
(2) Relevant commitments and statements: the bidder (including the members of the consortium) shall issue a written statement that there is no major illegal record in the business activities within three years before participating in the procurement activities; the unit not listed in the blacklist of BBMG Group and BBMG Jidong Cement (including the members of the consortium) shall undertake that the project will not be subcontracted or illegally subcontracted. Consortium bidding is allowed for
this project . The deadline for
bid submission/bid opening is 10:00 on October 13, 2025.
