On July 6, the Ministry of Ecology and Environment issued the 15th Five-Year Plan for Eco-environmental Monitoring.
Ecological environment monitoring is the basis of ecological environment protection and an important support for the construction of ecological civilization. In order to comprehensively promote the high-quality development of ecological environment monitoring during the 15th Five-Year Plan period, this plan is formulated in accordance with the Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the 15th Five-Year Plan for the Construction of Beautiful China.
The 15th Five-Year Plan for Ecological Environment Monitoring mentions that self-monitoring, supervision and management should be strengthened in an all-round way: a self-monitoring and supervision pattern guided by the state, coordinated at the provincial level and implemented by cities and counties should be established. Compact the main responsibility of monitoring data quality in enterprises and institutions, urge them to establish, improve and effectively operate the monitoring data quality management system, and effectively strengthen the supervision of the whole process of the entrusted monitoring service activities. Strengthen the supervision of key links such as automatic monitoring equipment, video surveillance and manual monitoring, on-site sampling and experimental analysis, and strengthen the normative supervision and inspection of monitoring equipment. We will build a central-local integrated self-monitoring and supervision system with information exchange, deepen the off-site normalized supervision mechanism, cover the whole chain of source prevention, process control and closed-loop rectification, and severely crack down on self-monitoring data fraud.
