2026-2027 Regional Action Plan
for Air Pollution Prevention and Control
in Winter and Spring (Draft for Soliciting Opinions)
is to fully implement the relevant requirements of the autonomous region's annual action for ecological environment protection and control, and to ensure the successful completion of the annual assessment objectives and tasks. The autonomous region has decided to carry out the air pollution prevention and control action in the winter and spring of 2026-2027, and formulate this plan in accordance with the Action Plan for Continuous Improvement of Air Quality and other documents.
1. Main objectives
(1) Overall arrangement. From October 1, 2026 to March 31, 2027, focusing on fine particulate matter (PM2.), the region will carry out air pollution prevention and control in winter and spring in two stages.
(2) The first stage of specific objectives
(October to December 2026): the average number of days of air quality pollution in prefecture-level cities in the region should be controlled within 16 days; Excluding the impact of sand and dust weather, all cities, counties (districts) and Ningdong Base will ensure the continuous improvement of air quality in the fourth quarter compared with the same period last year, and strive to achieve the control target in October and December, the improvement target of ambient air quality in 2026 and the key control tasks (see Table 1 for details).
The second stage (from January to March 2027): by the end of March 2027, each city, county (district) and Ningdong Base shall complete the proposed control targets for ambient air quality improvement from January to March 2027, laying a solid foundation for the completion of the ambient air quality targets in 2027 and the mid-term of the "15th Five-Year Plan" (see Attached Table 2 for details).
2. Measures
to tackle key problems (1) Strengthen the deep treatment
of industrial waste gas 1. Ningxia Yinghai Tianchen Building Materials Co., Ltd., Ningxia Kunshui Cement Co., Ltd., Ningxia Shengjin Cement Co., Ltd. and other 9 enterprises have completed the whole process transformation of 10 cement clinker production lines. Ten coking enterprises, including Pingluo Sunshine Coking Co., Ltd., Wuzhong Tongda Coal Chemical Co., Ltd., and Ningxia Baofeng No.2 Energy Coking Co., Ltd., have completed the transformation of ultra-low emissions (8 of them have completed the transformation of the whole process and 2 of them have completed the transformation of organized and unorganized links). (Responsible unit: the Department of Ecology and Environment of the Autonomous Region shall take the lead, the Development and Reform Commission and the Department of Industry and Information Technology of the Autonomous Region shall cooperate, and the construction of ecological civilization of the Party Committee of each city and county (district) and the Management Committee of Ningdong Base shall be responsible for the territorial implementation.
2. Accelerate the renovation of industrial clusters in key industries such as ferroalloy, calcium carbide, activated carbon, silicon carbide, coal chemical industry and petrochemical industry, and complete the renovation of the first batch of ferroalloy enterprises in Shizuishan and Zhongwei. Yinchuan and Ningdong bases have completed the renovation of the first batch of VOCs-related industrial clusters. In strict accordance with the Notice on the Investigation and Rectification of Eco-environmental Problems in Key Gas-related Industries in the Region and the Improvement of Environmental Supervision Capacity, all localities have carried out a full coverage investigation and rectification of enterprises in eight key gas-related industries, established a list of "one enterprise, one file" gas-related problems by the end of September, and completed the phased rectification task by the end of December. 3. Promote low VOCs substitution of raw materials and accessories in industrial painting, packaging and printing, furniture manufacturing, automobile repair and other industries, and reduce the accumulation of precursors. We will continue to do a good job in investigating and rectifying the unorganized discharge of 10 key links, such as organic liquid storage tanks, loading and unloading, and open liquid level, and urge enterprises to speed up the rectification and form a closed loop by assessing and confirming that the treatment tasks have not been completed and the treatment measures have not been implemented. Leakage point review and rectification will be continuously carried out in winter and spring to ensure the integrity and authenticity of LDAR data. By the end of December 2026, the LDAR data of volatile organic compounds will be uploaded to the integrated management platform of volatile organic compounds in the autonomous region. (2) Deepening the comprehensive control
of coal-fired pollution 4. Strictly implement the Catalogue of Guidance for Industrial Structure Adjustment and speed up the withdrawal of coal-fired hot blast stoves and other obsolete facilities. We will promote the conversion of high-polluting fuel industrial furnaces and kilns to industrial waste heat, electricity and natural gas, and comprehensively promote the clean energy substitution of fuel gas generators. Consolidate the effect of early governance, strengthen on-site verification in winter and spring, and strictly prevent the resumption of production and reuse of facilities that have been eliminated. 5. Promote the shutdown of backward coal-fired small thermal power units (including self-owned power plants). By the end of September 2026, coal-fired boilers with 10 steam tons or less and biomass boilers with 2 steam tons or less will be basically eliminated. We will accelerate the ultra-low emission transformation of two coal-fired boilers with 65 steam tons or more in Yanchi Heating Company of Wuzhong City and Haixing Development Zone of Zhongwei City. Promote the transformation of low nitrogen combustion of gas-fired boilers in an orderly manner, and complete the task of low nitrogen transformation of more than 128 gas-fired boilers by the end of October 2026. 6. To meet the requirements of "three no reductions" for clean heating, carry out "looking back" on clean heating, focus on investigating the re-burning of loose coal, carry out self-examination and self-correction, and improve the operation and maintenance after-sales service system. The clean heating transformation area will be designated as a high-pollution fuel no-combustion zone according to law, and grid inspection and control will be implemented, and the sale and combustion of high-pollution fuels will be prohibited in the no-combustion zone. We will continue to promote the transformation of clean heating in rural areas, and Shizuishan will complete the transformation of 5000 rural bulk coal users by the end of 2026. 7. Continue to intensify efforts to clean up bulk coal in urban built-up areas. By the end of 2026, the users of bulk coal in Yinchuan, Shizuishan, Wuzhong, Zhongwei and Ningdong bases will be basically cleared. The consumption of bulk coal in Guyuan City will be reduced by 80% compared with 2024. We will carry out special inspections of civil bulk coal in winter and spring, severely crack down on the sale of inferior bulk coal, ban unlicensed bulk coal sales outlets according to law, and ensure that coal quality meets the standards in production, circulation and use. Strengthen the investigation and rectification of motor vehicle emission inspection agencies, maintenance agencies and heavy trucks, and strengthen the vehicle emission management of key vehicle users and transport enterprises. By the end of 2026, medium and heavy trucks with three or less national standards will be basically eliminated, and the elimination of trucks with four or less national emission standards will be accelerated. The spot check of trucks will be included in the normal law enforcement, and the road inspection will be organized monthly in winter and spring. Strengthen the supervision of motor vehicle inspection institutions, severely crack down on illegal acts such as forgery of data and false reports, and deal with serious cases in accordance with the law and regulations, involving the transfer of criminal offences to public security organs for disposal. Strengthen the access control and vehicle terminal networking of key vehicle units to ensure the stable operation of equipment. 10.Enterprises in key industries, parks, construction sites, mines and airports will be included in the non-road mobile machinery emission control zones, and new or updated operating vehicles and non-road mobile machinery in the control zones will be converted to new energy in principle. By the end of 2026, we will basically eliminate non-road mobile machinery in the first and below countries, and accelerate the elimination of non-road mobile machinery in the second and below emission standards. Strengthen the supervision of environmental protection standards of non-road mobile machinery, and increase the intensity of sampling and testing of enterprises and households. 11. Continue to clean up and rectify self-built oil tanks and mobile refueling trucks, and severely crack down on illegal refueling stations. Regular inspection of oil and gas recovery and on-line monitoring facilities in gas stations and oil storage depots to ensure the normal operation of facilities. (IV) Improve the quality and efficiency
of atmospheric non-point source management 12. Comprehensively investigate the dust sources in construction, road construction and demolition sites, and strictly implement the "six standardization" control measures for construction sites. Strengthen law enforcement and regulation of dregs transport vehicles, and resolutely crack down on illegal acts such as uncovered dregs trucks, wheels with mud on the road, throwing and dripping along the way. Continuously improve the level of mechanized road cleaning, in 2026, the mechanized cleaning rate of prefecture-level cities will reach 86%, and that of county towns will reach more than 76%. Establish a dynamic control list of bare land and storage yards, and implement dust suppression measures for bare land in cities; industrial and mining enterprises should speed up the airtight transformation of coal and ore storage yards. 13. Promote the comprehensive utilization of straw returning to the field and leaving the field, establish three-level straw accounts at the county, township and village levels, and assign responsibility to households. We should scientifically delimit no-burning zones and limited burning zones, and implement zoning, classification and time-sharing control. Implementing grid supervision requirements, keeping a close eye on key periods such as winter irrigation and spring ploughing, using satellite remote sensing and unmanned aerial vehicles to carry out patrols, and departments jointly enforce the law, so as to achieve early detection and disposal. 14. All localities have refined the implementation plans for the prohibition and restriction of fireworks and firecrackers, and urged the wholesale enterprises of fireworks and firecrackers in their jurisdictions to reduce the total amount of purchases and deliveries by 20% on the basis of 2025. The total number of long-term retail stores and temporary retail outlets of fireworks and firecrackers will be reduced by 20% on the basis of 2025. Define the prohibited and restricted areas and control periods, and implement grid management. Strengthen the law enforcement of the whole chain of production, transportation, delivery, sales and discharge. Keep a close eye on New Year's Day, the Spring Festival and other important nodes, and implement the daily report of work progress 10 days before the festival; personnel of administrative institutions take the lead in not setting off fireworks. Advocate the use of environmentally friendly fireworks outside the no-combustion zone, and do a good job in policy publicity and guidance. Strengthen the law enforcement and inspection of excessive emission of lampblack to ensure that the lampblack purification devices of catering units in urban built-up areas should be fully installed and operated normally. (5) Effective response to heavy pollution weather
16. When regional heavy pollution processes are predicted, the Autonomous Region guides all localities to initiate emergency response to heavy pollution weather and regional joint prevention and control in accordance with the law and regulations, and strengthens cross-sectoral consultation. Establish and improve the cross-city regional linkage mechanism, and strengthen the joint prevention and control of environmental air pollution. We will urge key areas to strictly implement emergency emission reduction measures, strengthen the control of dust, straw burning, fireworks and firecrackers, and advocate that staff of administrative institutions give priority to public transport. Standardize the process of heavy pollution weather response, and timely disclosure of forecast and early warning information. On the day when the early warning is issued and lifted, the relevant information shall be submitted to the Department of Ecology and Environment of the Autonomous Region to evaluate the response effect. The special class of air quality analysis in the autonomous region will conduct intensive research and consultation on the pollution process to improve the accuracy and timeliness of heavy pollution weather forecast and early warning. Conduct spot checks on the data quality of air quality monitoring stations to ensure the authenticity and reliability of monitoring data. 19. Promote the construction of Ningxia Ecological Environment Digital Intelligence Law Enforcement Platform and build an illegal clue identification model. During the period of tackling key problems, special rectification of online monitoring data fraud was carried out, and the problems of abnormal data, missing data and long-term disconnection were checked and dealt with in time, and the fraud of automatic monitoring data was severely cracked down. (VII) Strengthen law enforcement, supervision, assistance and guidance
20. Implement the requirements for standardization of enterprise-related inspection, focus on key tasks in winter and spring, and severely crack down on environmental violations such as illegal discharge, excessive discharge and falsification of monitoring data. Vigorously promote off-site law enforcement. Pollutant discharge units and third-party organizations shall be prosecuted for fraud according to law, and suspected crimes shall be transferred to public security organs. 21. The Autonomous Region has set up a support group to carry out on-site assistance in November and December 2026, and to carry out on-site assistance in January and March 2027 according to the pollution situation. The law enforcement officers in the group need flexible deployment to take into account the "four not two straight" work. Each support group strictly implements the relevant provisions on the standardization of administrative inspection of enterprises involved. The Law Enforcement Supervision Bureau has done a good job in the equipment support of the "four not two straight" supervision group. Each Commissioner's Office can co-ordinate and guarantee the working vehicles of the corresponding support and guidance group, employ industry technical specialist to participate in the support and guidance according to the actual work, and the service fees of experts are strictly implemented in accordance with the financial system and relevant regulations. The accommodation and travel expenses of the selected personnel shall be reimbursed by the dispatched units according to the standards, and the spirit of the Eight Provisions of the Central Committee and its implementation rules shall be strictly observed. III. Work requires
all localities and departments to consolidate the same responsibilities of the Party and the government, one post and two responsibilities, refine the timetable and responsibility list according to the key objectives and tasks, and decompose the tasks into departments, enterprises and posts. The Office of the Leading Group of construction of ecological civilization of the Party Committee of the Autonomous Region strengthens the daily dispatch and early warning, pushes the air quality early warning tips daily during the period of tackling key problems, informs the local indicators, and dispatches the progress of air quality improvement and key tasks monthly. Early warning letters or notifications and interviews shall be issued to regions and departments that have not fulfilled their air quality objectives and whose key tasks are lagging behind. Widely publicize the policies, work trends and typical results of tackling atmospheric problems in winter and spring, promptly respond to the concerns of the masses in letters and visits, guide the public to do a good job in health protection, advocate green and low-carbon travel, and create a good atmosphere for the whole society to participate in the prevention and control of air pollution.
