Consideration and adoption in principle of the Opinions on Promoting the Regulatory Reform of Motor Vehicle Emission Inspection Institutions and Improving the Quality of Emission Inspection (hereinafter referred to as the Opinions), the Notice on Prohibiting the Production of Multi-connected Air Conditioning (Heat Pump) Units with HCFC-22 as Refrigerant (hereinafter referred to as the Notice), The Total Quota and Allocation Scheme for the Power Generation Industry and the Steel, Cement and Aluminum Smelting Industry in 2025 and 2026 of the National Carbon Emission Trading Market (hereinafter referred to as the Scheme). The meeting pointed out that the implementation of regulatory reform of motor vehicle emission inspection institutions is an important measure to deepen the control of motor vehicle pollution and promote the continuous improvement of environmental air quality. We should adhere to the problem orientation, strengthen the whole chain supervision in the field of motor vehicle emission inspection, standardize the whole process inspection behavior, and effectively improve the quality of motor vehicle emission inspection. We should do a solid job in implementing the Opinions, improve the access and exit management of inspection institutions, improve the compliance level of emission inspection, optimize the quality management of inspection equipment, strengthen the precise supervision of inspection institutions, improve the self-discipline supervision mechanism of the industry, severely crack down on fraud, promote the healthy and orderly development of the motor vehicle emission inspection industry, and help to fight the battle of defending the blue sky.
The meeting emphasized that phasing out hydrochlorofluorocarbons (HCFCs) in stages and sectors is a powerful action to implement the Montreal Protocol on Substances that Deplete the Ozone Layer and to address ozone depletion and climate change in a coordinated manner. We should focus on the clear time nodes, specific requirements and scope of application of the Bulletin, do a solid job in policy publicity and interpretation, and guide enterprises to do a good job in eliminating HCFC-22 refrigerants on schedule. We should continue to strengthen supervision and law enforcement, seriously investigate and punish enterprises that violate the regulations according to law, and ensure that all requirements are in place. We should strengthen the research and development and application of green alternative technologies, continue to promote the elimination of HCFCs, enhance the level of green development of enterprises in the industry, and ensure that the implementation targets are met on schedule.
The meeting pointed out that the scientific formulation of the Plan is of great significance for improving the national carbon market and promoting the realization of the goal of carbon peak. We should fully embody the policy orientation of national carbon emission reduction, give full play to the incentive and restraint role of quota allocation policy, and promote enterprises in key industries to accelerate green and low-carbon transformation. We should do a solid job in quota verification and clearance, strengthen the supervision of the whole process of carbon emission data quality, and promote high-quality performance in power generation, steel, cement and aluminium smelting industries. We should continue to improve the management system of carbon emission quotas, steadily implement a combination of free and paid quota allocation, orderly implement total quota control, and further play the important role of market mechanism in controlling greenhouse gas emissions and reducing the cost of emission reduction in the whole society.
