We have received the Environmental Impact Report for the Aggregate Line Desilting Technical Transformation Project of China United Bengbu Cement Co., Ltd. (Hereinafter referred to as the Report, project code: 2607-340361 -04-02-430874) submitted by your company. In accordance with the relevant laws and regulations and in combination with the technical review opinions of experts, the following approval opinions are hereby put forward:
I. The conclusion of the Report Form is agreed in principle. The project is located at the south side of Guodian Avenue, Tianhe Science and Technology Park, Bengbu High-tech Zone, and the production land is located in the original mining area of Bengbu Zhonglian Cement Co., Ltd. (The central coordinates are 117 degrees 10 minutes 00 seconds east longitude and 32 degrees 45 minutes 14 seconds north latitude). After the completion of the project, the debris disposal capacity of 800 t/H can be realized. On the premise of strictly adopting the environmental protection measures proposed in the Report Form, all kinds of pollutants can be discharged up to the standard, and the environmental function of the project area will not be reduced after completion, which is feasible from the perspective of environmental protection. Our Bureau agrees in principle with the nature, scale, process, location and environmental protection measures to be taken of the construction projects listed in the Report Form.
2. The project shall focus on the following tasks:
1. Strengthen production management, take effective measures, strictly control the unorganized emission of waste gas in all links, and ensure that all kinds of pollutants meet the standards at the factory boundary and monitoring points in the factory area. The main pollutant during the operation period of the project is particulate matter. Spraying and sprinkling devices shall be installed at the dust-producing points of feeding and conveying processes; measures shall be taken to control the dust during transportation by installing vehicles, covering canvas for airtight transportation, hardening roads, and regularly sprinkling water to reduce dust. The unorganized particulate matter emission at the plant boundary shall comply with the requirements of unorganized emission monitoring concentration limit in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996).
2. Strictly implement the wastewater pollution prevention and control measures proposed in the Report Form. Rainwater and sewage diversion and clean water and sewage diversion shall be implemented for drainage. The office and domestic sewage of this project is used for greening after being treated by the existing buried integrated facilities, and is not discharged; the production wastewater is collected and pumped to the sedimentation tank for treatment and reuse, and is not discharged; the vehicle washing water is recycled after being treated by the sedimentation tank, and is not discharged.
3. Do a good job in the prevention and control of environmental noise pollution during the operation of the project. The project shall reduce the impact of noise on the surrounding environment, select low-noise equipment, strengthen the greening of the plant area, and take measures such as silencing, sound insulation, sound absorption and vibration reduction to control the noise, so as to ensure that the noise in the east, west, south and north of the plant boundary meets the requirements of Class II standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB 12348-2008).
4. In accordance with the requirements of the Report Form, strengthen the management of solid waste generation, collection, storage and transportation, standardize the establishment of temporary storage sites for solid waste, classify storage, and ensure that solid waste can be properly disposed of or utilized as resources. The domestic garbage of the project shall be collected by the existing project and handed over to the local environmental sanitation department for disposal; the general industrial solid waste underflow (pure land), dedusting ash, car washing wastewater and sediment shall be collected and temporarily stored in the temporary storage area of general solid waste for mine greening, and shall not be discharged. Standard for Pollution Control on the Storage and Landfill Site for General Industrial Solid Wastes (GB18599-2020) shall be implemented for the disposal of general wastes; the oily rags, waste liquid pressure oil and empty barrels of hydraulic oil for hazardous wastes shall be collected in a centralized manner and then stored in the hazardous waste temporary storage room in the plant area of Zoomlion Cement Co., Ltd., and shall be regularly entrusted to a qualified unit for disposal. Hazardous wastes shall be subject to relevant requirements in the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2023).
5. Carefully implement the groundwater and soil pollution prevention and control measures proposed in the Report Form to prevent soil and groundwater pollution. Strictly implement the zonal anti-seepage measures, and do a good job in the operation and management of each area according to the design requirements of groundwater and soil zonal anti-seepage in the Report Form, so as to ensure that no leakage occurs.
6. Strictly implement the environmental risk prevention and emergency measures proposed in the Report Form, do a good job in the operation management and maintenance of environmental protection facilities and risk prevention facilities in the production process, formulate environmental risk contingency plan for emergencies, report them to the competent department of ecological environment for the record according to regulations, and fully implement them in operation. Regularly carry out emergency training and drills to improve the ability of environmental risk accident prevention and emergency handling.
7. Strengthen environmental management and monitoring. Establish and improve the internal environmental management mechanism of enterprises, formulate perfect environmental protection rules and regulations, and establish a complete enterprise environmental management system. Strengthen the management of pollution sources, formulate self-monitoring plans, implement environmental management and monitoring plans, and carry out self-monitoring and information disclosure according to regulations. The total amount of pollutants finally discharged into the external environment after the implementation of the project shall not exceed the approved total amount control index.
8. In the process of project construction and operation, we should establish a smooth platform for public participation, strengthen publicity and communication, timely solve the environmental problems that the public is worried about, meet the reasonable environmental demands of the public, and actively accept social supervision.
3. Do a good job in linking up the environmental impact assessment system with the emission permit system. Before the actual discharge of pollutants occurs in the project, your company shall apply for a pollutant discharge permit in accordance with the relevant laws and regulations of the state on environmental protection and the requirements of the technical specifications for the application and issuance of pollutant discharge permits, and shall not discharge pollutants without a permit or without a permit.
4. In the implementation of the project, the design and management level should be improved, and the "three simultaneous" system of environmental protection should be strictly implemented, in which the environmental protection facilities and the main project are designed, constructed and put into use at the same time. After the completion of the project, your company shall check and accept the supporting environmental protection facilities in accordance with the standards and procedures prescribed by the competent administrative department of environmental protection under the State Council, and only after the acceptance is qualified can facilities be put into production.
5. After the approval of the Report Form, if the nature, scale, location, production process or measures to prevent pollution and ecological damage of the construction project have changed significantly, your unit shall re-submit the environmental impact assessment document of the construction project for approval.
6. This approval opinion only States that the project should meet the relevant requirements of environmental protection, and the project unit should also obtain the legal approval documents of other relevant departments according to law before starting construction.
7. The Comprehensive Administrative Law Enforcement Brigade of Eco-environmental Protection in the High-tech Zone shall be responsible for the daily environmental supervision of the project to ensure that the project is designed, constructed and put into use in accordance with the requirements of the Report Form and the approval.
