Recently, in order to further implement the requirements of the State Council's Action Plan for Comprehensive Treatment of Solid Waste (Guofa [2025] 14) and the Ministry of Ecology and Environment's Guiding Opinions on Further Strengthening the Environmental Treatment of Hazardous Waste and Strict provention and control of Environmental Risks (Circular Solid [2025] 10), further optimize the business environment, the Ministry of Environmental Protection and the Ministry of Environmental Protection have issued the following: To guide social capital to rationally invest in hazardous waste utilization and disposal construction projects and promote the high-quality development of hazardous waste utilization and disposal industry in Zhejiang Province, Zhejiang Province officially issued the announcement of investment guidance for the construction of hazardous waste utilization and disposal facilities in 2026.
In 2025, the actual utilization and disposal of hazardous waste in the province was 8.004 million tons (including the storage capacity of utilization and disposal in previous years), including 5.727 million tons of outsourcing utilization and disposal, and 2.277 million tons of self-utilization and disposal by enterprises. The total utilization and disposal capacity of hazardous wastes in the province is about 18.074 million tons/year, including 13.094 million tons/year of centralized utilization and disposal capacity of 259 licensed business units, 1.314 million tons/year of "point-to-point" directional utilization and exemption utilization and disposal capacity, and 3.666 million tons/year of self-utilization and disposal capacity of enterprises. There are 116 centralized hazardous waste collection and transportation units for small and micro enterprises, covering 90 counties (cities and districts) in the province. Among
various disposal methods, there are 11 cement kiln co-disposal facilities (excluding exempted co-disposal), with a capacity of about 762,000 tons per year, and the actual co-disposal capacity is 370,000 tons, with an average load rate of 48.6%.
In the investment opinions, hazardous waste centralized incineration, rigid landfill, physical and chemical and cement kiln co-disposal projects are listed as prudent investment projects .
