In order to thoroughly implement the major decision-making and deployment of the Party Central Committee and the State Council on "Carbon Peak and Carbon Neutralization" and effectively implement the target task of "Double Control of Energy Consumption" in the autonomous region, In accordance with the spirit of the document "Notice of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on Further Improving the Normalized Peak Staggering Production of Cement" (No.201 of the former Ministry of Industry and Information Technology) and "Opinions on Improving the Quality of Cement Products and Regulating the Order of Cement Market" (No.30 of the State and Municipal Supervision and Quality Supervision), the current cement industry in our region is further resolved. Combining with the current operation status of the cement industry in our region, after extensive consultation with cement clinker enterprises, and on the premise of voluntary enterprises, it is planned to promote peak staggering production in the summer and autumn of 2021 in the cement industry of the whole region. Relevant matters are hereby notified as follows:
I. Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of General Secretary Xi Jinping's important speech during his visit to Inner Mongolia that "Inner Mongolia is an important ecological security barrier in northern China and a security and stability barrier in northern China". Adhere to the principle of "government guidance, association organization and enterprise participation", comprehensively promote the tasks of reducing air pollution caused by clinker production emissions and effectively reducing excess capacity and energy consumption control in our region, and at the same time, ensure the main body of the market, the industrial chain, the stability of the supply chain, the operating efficiency of enterprises and the stability of workers'lives, so as to create a good environment for the high-quality development of the cement industry.
2. The scope
of implementation is all cement clinker production lines in the autonomous region (including carbide slag cement clinker and cement clinker production lines for co-disposal of municipal solid waste, sludge and hazardous waste).
3. Arrangement
of peak-shifting time The arrangement of peak-shifting time takes into account the factors such as clinker production capacity, inventory level, environmental impact, double control of energy consumption and power supply to ensure the supply of cement market. Carry out peak-shifting production in summer and autumn (July-October)
according to the actual situation. In principle, the peak-shifting time in summer and autumn shall not be less than 30 days, and the continuous shutdown time of each kiln shall not be less than 10 days. Relevant cement enterprises in areas with serious excess cement production capacity are encouraged to appropriately extend the peak staggering period.
4. The principle
of peak staggering (1) This peak staggering production is coordinated and arranged according to different regions.
(2) Each enterprise shall reasonably control the clinker inventory, and the inventory shall be based on the output of 10 days.
(III) Due to various reasons, the off-peak shutdown time in the heating season from 2019 to 2020 shall not be offset by the off-peak shutdown time in summer and autumn. If the time is overlapped, the kiln shall be shut down continuously after the off-peak production in summer and autumn until the off-peak production shutdown time is completed.
(4) Cement clinker production enterprises in the eastern region shall determine the peak staggering time in the region by referring to the peak staggering production arrangement in summer and autumn in adjacent provinces.
(5) Enterprises undertaking the tasks of coordinated disposal of municipal solid waste, sludge, hazardous waste and carbide slag should rationally adjust production organization plans to implement disposal tasks and actively participate in peak staggering production in summer and autumn of 2021.
(VI) Under the condition that the peak-shifting production time remains unchanged, the requirements for adjusting the peak-shifting time due to reasonable factors shall be considered.
(VII) During the off-peak production period in summer and autumn, the kiln shutdown time of less than 5 days for maintenance shall not be included in the off-peak production time in summer and autumn.
5. Overall arrangement of "double control", "power limitation" and peak staggering work
will rationally integrate the peak staggering production of cement industry into the work of "double control of energy consumption" and "power limitation due to power supply shortage" deployed by the relevant departments of the League cities. Kiln shutdown time caused by the above reasons shall be included in the off-peak production time in summer and autumn of the current period.
1. Kiln shutdown time required by "energy consumption double control" of relevant departments shall be included in the peak-shifting kiln shutdown time;
2. Kiln shutdown time caused by continuous load limit of local power department shall be included in the peak-shifting kiln shutdown time;
3. If the output of the kiln system is reduced due to the intermittent load limitation of the local power department, the kiln shutdown time converted from the output reduction of the kiln system shall be included in the off-peak shutdown time.
6. Work requirements
(1) Strengthen the organization and leadership
of the Cement Association of the Autonomous Region, which is responsible for the organization and implementation of peak staggering production in the whole region. Mengzhong and Mengxi Enterprise C7 + 4 Mechanism Secretariat, C5 + 22 Mechanism, Pan-Northeast Mechanism, Chifeng Building Materials Association, Xing'an League Branch, Wulanchabu Branch, Autonomous Region has further strengthened and adjusted the group members and division of labor." He is fully responsible for the off-peak production in summer and autumn.

Zhang Wenjun (executive deputy group leader) is responsible for the daily work of the peak-staggering production leading group of the autonomous region. He is also responsible for Wulanchabu area;
Liu Wenjuan is responsible for Hulunbuir City, Xing'an League City, Tongliao City, Chifeng City and Ximeng area;
Li Yongqiang is responsible for Hohhot City, Baotou City, Bayannur City and the eastern part of Ordos;
Xin Ping is responsible for the western part of Ordos, Wuhai City and Alxa League;
Fu Zhenmin is responsible for carbide slag and hazardous waste co-disposal enterprises.
3. The regional leaders shall organize and participate in the work related to peak staggering production.
(II) Establish the reporting and approval system for relevant matters. For the matters of the peak-shifting production adjustment plan declared by the enterprise, the Cement Association shall issue the approval opinions, which shall be put on record for implementation after being publicized without objection; for the major matters involving the peak-shifting production adjustment plan, the Cement Association shall organize the relevant parties to hold a hearing to deliberate and form opinions, which shall be put on record for implementation after being publicized without objection.
(III) Strengthen supervision and inspection
1. The peak-staggering production supervision and inspection team undertakes the supervision task of confirming the implementation of peak-staggering production by cement clinker enterprises, establishes a supervision account, and reports the supervision information such as clinker inventory, clinker output and kiln shutdown time every day. The Association regularly reports to the Department of Industry and Information Technology of the Autonomous Region, the Department of Ecological Environment of the Autonomous Region, the Bureau of Industry and Information Technology of the League and the Bureau of Ecological Environment.
2. After the completion of peak-staggering production, the association will summarize and report the implementation of peak-staggering production by each enterprise and put it on file as the basis for the association to issue certificates for relevant enterprises to declare green factories and participate in capacity replacement.
