1. General requirements
(1) The guiding ideology

2. During
the 14th Five-Year Plan period, positive progress has been made in the adjustment and optimization of industrial structure, the utilization efficiency of energy resources has been greatly improved, green low-carbon technologies, equipment, processes and products have been widely used, and the level of green manufacturing has been rapidly improved by digitalization and intellectualization. The modern industrial system of green low-carbon cycle development has initially taken shape. By 2025, the energy consumption per unit of industrial added value above the scale will be reduced by 17% compared with 2020, and the carbon dioxide emissions per unit of industrial added value will be reduced by 20% compared with 2020. The energy efficiency of key industries will reach the international advanced level, and the carbon dioxide emissions will be effectively controlled, laying a solid foundation for achieving the peak of carbon dioxide emissions. the "15th Five-Year Plan" period, the layout of industrial structure was further optimized, green low-carbon industry became an important pillar, carbon dioxide emissions per unit output value of major industrial products continued to decline, and the transformation and development of green low-carbon industry achieved remarkable results. To ensure that carbon dioxide emissions in the industrial sector of the province reach their peak by 2030, carbon dioxide emissions in key industries such as iron and steel, petrochemical, building materials, textiles and papermaking will strive to take the lead in reaching their peak.
3. Main tasks
(1) Deep adjustment of industrial structure and acceleration of low-carbon transformation
1. Optimizing the layout of key regions. Strengthen the "chess game" of industrial development in the whole province, give full play to the advantages of all regions, and actively promote Jiangsu manufacturing to accelerate to the middle and high end of the global value chain. We will promote high-standard cultivation of advanced manufacturing clusters along the Yangtze River, such as new power equipment, software and information services, the Internet of Things, new nano-materials and new carbon materials, and build a high-end manufacturing industrial belt in the northern wing of the Yangtze River Delta.
