The utilization and disposal capacity of hazardous waste in Anhui is generally excessive, with some categories of serious surplus (such as waste lead-acid batteries and waste circuit boards) and a few in short supply (such as coal tar and electric furnace ash), so it is necessary to guide rational investment and strictly control incineration, landfill and high-surplus projects.

In order to further optimize the business environment, guide the rational investment of social capital, and promote the high-quality development of the hazardous waste utilization and disposal industry in our province, the guiding announcement is hereby announced as follows:

The total amount of hazardous waste produced in the province is 4.8725 million tons (including medical waste), and 4.796 million tons of hazardous waste are utilized and disposed of (excluding the temporary stock of waste production units, including the stock stored in previous years), of which 2.6748 million tons are utilized and disposed of by waste production units themselves, and 2.1212 million tons are collected, utilized and disposed of by entrusted hazardous waste management units.

In 2025, 511400 tons of hazardous wastes will be transferred across provinces, mainly including HW48 non-ferrous metal mining and smelting wastes, HW18 incineration residues, HW49 other wastes, HW11 distillation residues, HW17 surface treatment wastes, HW06 waste organic solvents and organic solvent-containing wastes. The main destinations are Inner Mongolia Autonomous Region, Henan Province, Jiangsu Province, Hunan Province and Zhejiang Province.

In 2025, 501,200 tons of hazardous wastes will be transferred across provinces, mainly including HW31 lead-containing wastes, HW22 copper-containing wastes, HW18 incineration residues, HW48 non-ferrous metal mining and smelting wastes, and HW50 spent catalysts, mainly from Zhejiang, Shandong, Jiangsu, Henan and Hubei provinces.

2. Centralized utilization and disposal

of hazardous wastes in the whole province By the end of 2025, the collection, utilization and disposal capacity of hazardous wastes in the whole province was 10.1036 million tons per year. Among them, the disposal capacity is 1.7037 million tons/year (the main disposal methods are incineration, landfill, physical and chemical treatment, co-disposal of cement kilns and centralized disposal of medical waste), and the utilization capacity is 6.721 million tons/year.

In 2025, there were 15 hazardous waste centralized incineration and disposal units, with an approved incineration capacity of 417,200 tons, a decrease of 6,400 tons per year compared with 2024, and a capacity load of 68.19%, an increase of about 4 percentage points compared with last year; There are 10 hazardous waste centralized landfill disposal units, with an approved landfill capacity of 271000 tons per year (including 4 rigid landfills, with an approved capacity of 70100 tons per year), and a capacity load of 42.62%, which is about 20 percentage points lower than last year; There are 5 cement kiln co-processing units, with an approved capacity of 625,000 tons/year and a capacity load of 34.24%, which is about 6 percentage points lower than last year; there are 18 medical waste centralized disposal units, with an approved capacity of 90,000 tons/year and a capacity load of about 57.89%.

In 2025, the actual utilization amount of licensed business units was 1.373 million tons, and the total capacity load rate was 19.19%, including 9 lead-containing waste (including waste lead-acid batteries) utilization units, with an approved capacity of 2.45 million tons per year and a capacity load of 30.27%; There are 23 nonferrous metal recycling units with an approved capacity of 1,114,600 tons/year and a capacity load of 15.71%; there are 7 aluminum ash utilization units with an approved capacity of 328,400 tons/year and a capacity load of 22.02%; there are 10 waste mineral oil utilization units with an approved capacity of 450,000 tons/year and a capacity load of 16.38%; There are 23 waste circuit board utilization units, with the approved capacity of 400,500 tons/year and the capacity load of 4.10%; there are 20 waste packaging barrel utilization units, with the approved capacity of 245,900 tons/year and the capacity load of 16.44%; there are 14 waste acid utilization units, with the approved capacity of 608,300 tons/year and the capacity load of 23.44%; There are 13 waste organic solvent utilization units with the approved capacity of 1,006,000 tons/year and the capacity load of 7.40%; there are 3 waste activated carbon utilization units with the approved capacity of 50,000 tons/year and the capacity load of 8.90%; there is 1 waste salt utilization unit with the approved capacity of 80,200 tons/year and the capacity load of 11.68%.

Generally speaking, the utilization and disposal capacity of hazardous waste in our province exceeds the amount of waste produced. Among them, waste lead-acid batteries, non-ferrous metal hazardous wastes, waste mineral oil, waste circuit boards and waste catalysts with high value have surplus utilization capacity, while a few categories such as medium and low temperature coal tar and electric furnace ash have insufficient utilization capacity. In addition, the downward extension of the non-ferrous metal hazardous waste utilization industry chain is insufficient.

3. Investment

proposals for hazardous waste utilization and disposal projects are made to promote the overall matching of hazardous waste utilization and disposal capacity and waste production in the province, encourage the development, application, demonstration and promotion of advanced technologies for comprehensive utilization and safe disposal of hazardous waste, and encourage the construction of utilization projects such as coal tar and domestic waste fly ash. We will encourage the construction of non-ferrous metal smelting projects for the co-treatment of hazardous wastes containing zinc, copper and nickel, encourage large and medium-sized waste-producing units and industrial parks to build facilities for the self-utilization and disposal of hazardous wastes, and encourage the upgrading of existing hazardous waste utilization and disposal projects to upgrade the industrial level.

It is suggested to invest cautiously in the following hazardous waste utilization and disposal construction projects: cement kiln co-disposal of hazardous waste projects (excluding co-disposal of domestic waste fly ash projects), hazardous waste incineration and landfill projects, waste lead-acid batteries, waste mineral oil and waste circuit board utilization projects.
