Today is September 1, according to the traditional practice, every year today is the implementation date of a large number of standards in our country. Today, Xiaobian will sort out the national standards and industry standards directly related to the cement industry that will be implemented today. National standards (GB) and building materials industry standards (JC/T), totaling 21 items.
1. The following four national standards (GB)
were formally implemented on September 1, 2026, two of which were newly formulated and two of which were newly revised.
2. Industry standards (JC/T building materials industry)
The following standards are from the Ministry of Industry and Information Technology Announcement No.3 of 2026. A total of 453 industry standards have been approved, of which 33 building materials industry standards have been implemented since September 1, 2026. Low Carbon and Carbon Management Direction ( "Double Carbon" Special Project)
This batch of standards is the first batch of "Carbon Peak and Carbon Neutralization Special Project" industry standards of the Ministry of Industry and Information Technology, which is compiled by Huaxin Building Materials Group and others, marking that the carbon management of the cement industry has formally entered the stage of "having standards to follow". 2.2 The two standards are used together in the direction
of co-disposal of
cement kilns, covering the technical specifications of the whole process from the preparation of combustibles for the pretreatment of domestic waste to their utilization in cement kilns. 2.3
Water footprint evaluation direction
JC/T 2961 is the first water footprint evaluation standard for general Portland cement, which means that cement products should have not only "carbon account" but also "water account" in the future. 2.4 The application direction
of cement-based materials and concrete covers many frontier fields such as alkali-slag cementitious materials, solid waste-based cementitious materials, UHPC, fly ash resource utilization, reflecting the trend of solid waste resource utilization in cement (building materials) industry.
Three, focus on
the implementation of the standard on September 1 has four prominent features:
First, the "double carbon" standard is centralized. JC/T 2946 (Greenhouse Gas Emission Verification of Cement Enterprises) and JC/T 2935 (Fuel Substitution Emission Reduction Assessment) are the first industry standards of the Ministry of Industry and Information Technology for "Carbon Peak and Carbon Neutralization", which marks that the carbon management of the cement industry has formally entered the stage of "having standards to follow".
Second, cement kiln co-processing standard system. The two standards JC/T 2933 and JC/T 2934 are used together to cover the technical specifications of the whole process from the preparation of combustible materials for the pretreatment of domestic waste to their utilization in cement kilns.
Third: Water footprint evaluation covers cement for the first time. JC/T 2961 is the first water footprint evaluation standard for general Portland cement, which means that cement products should have not only "carbon account" but also "water account" in the future.
Fourth, make up for the shortcomings of cement testing methods and standards. GB/T 47190-2026 "Determination of gas content in cement mortar-Pressure method" fills in the blank of determination of gas content in general Portland cement and masonry cement mortar; GB/T 47189-2026 "Test method of elastic modulus of oil well cement paste" provides a unified test basis for mechanical property evaluation of oil and gas well cementing cement sheath.
