Zhejiang Province defines the task of ultra-low emission transformation of cement industry in 2026

Recently, the Office of the Leading Group for the Construction of Beautiful Zhejiang Province issued the Action Plan for the Continuous Improvement of Air Quality in Zhejiang Province in 2026, which clearly States that "the transformation of ultra-low emissions in key industries should be carried out iteratively.". We will accelerate the transformation, assessment and monitoring of the whole process of ultra-low emissions in the cement industry, strive to complete the national assessment and monitoring of more than 60% of the clinker production capacity, and achieve the transformation of the whole process of ultra-low emissions in more than 50 cement grinding stations. in Zhejiang Province started early and has a good foundation. As early as 2020, before the Ministry of Ecology and Environment and other five ministries and commissions comprehensively implemented ultra-low emissions nationwide, Zhejiang took the lead in vigorously promoting this work. It has successively issued the Implementation Plan for Ultra-low Emission Transformation of Cement Industry in Zhejiang Province and the Technical Guidelines for Assessment and Monitoring of Cement Industry in Zhejiang Province, and promulgated and implemented the local standard of Air Pollution Emission Standard for Cement Industry (DB33/1346-2023).

Zhejiang Cement Association actively responded to the work of the ecological environment department, made every effort to do a good job of service, and deployed to carry out the assessment, monitoring and publicity of ultra-low emission transformation in the cement industry as required. At the beginning of 2025, with the approval of the Provincial Department of Ecology and Environment, the Association issued the Notice on Clarifying the Specific Matters Related to the Publicity of Assessment and Monitoring of Ultra-low Emission Transformation in Cement Industry (Zhe Ni Xie Zi [2025] No.06) to all member units, which put forward clear requirements for the publicity of assessment and monitoring of ultra-low emission of cement clinker production enterprises and independent grinding enterprises in the province. Up to now, 26 cement clinker production lines in the province have basically completed the ultra-low emission transformation of production processes. Many cement enterprises, such as Huzhou South and Huaikan South, have completed the evaluation and monitoring of the whole process of ultra-low emission transformation and the announcement on the website of China Cement Association. Eight cement grinding stations have completed the evaluation and monitoring of the whole process of ultra-low emission transformation, and have been publicized on the website of Zhejiang Cement Association.

According to the survey and statistics of Zhejiang Cement Association, in 2025, there will be 115 cement production enterprises in the province, of which 82 are cement grinding stations, accounting for 71.3%. The cement output is 109 million tons, of which the cement output of the grinding station is 63 million tons, accounting for 58%. The output of cement grinding station exceeds half of Zhejiang cement .

This year is more than half the time. Compared with the task of ultra-low emission transformation of cement industry in 2026, it is very arduous to complete the task of the whole year, especially to complete the task of evaluation, monitoring and publicity of ultra-low emission transformation of 50 grinding stations. At present, the cement industry is facing an unprecedented difficult situation of shrinking demand, low prices, declining profits and transformation and upgrading, and the difficulty of raising funds for technological transformation can be imagined. However, the transformation of ultra-low emission is the decisive measure for the cement industry to achieve green and high-quality development, and is also the key work of ecological and environmental protection in the province. Zhejiang Cement Association calls on all member units to overcome difficulties, keep a close eye on the time node, refine the transformation plan, speed up the work progress, and strive to complete the hard tasks of ultra-low emission transformation. After the completion of the transformation and evaluation and monitoring, the association should be provided with the publicity materials of the evaluation and monitoring as soon as possible, and the publicity should be completed as soon as possible. The association will continue to play a good role in service, coordination and guidance, timely collect and reflect the difficulties and blockages encountered in the process of enterprise transformation, opinions and suggestions, build a platform for information and technology exchange, and help the industry develop green, low-carbon and high-quality.
